SUBJECT: 2015-16 ALLOCATED POSITIONS AND COMPENSATION PLAN
AMENDMENT 1 TO ADD ONE POLICE OFFICER FOR HOMELESS
SERVICES OUTREACH

SUMMARY
The City Council will consider an amendment to the current fiscal year Allocated and
Compensation Plan by adding a Police Officer position which will allow the Police
Department to allocate resources and assign a Police Officer to focus on the City's
concentration on homeless programs and services.
RECOMMENDATION:
1. Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT
NO. 1 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR
FISCAL YEAR 2015-16, ADOPTED BY RESOLUTION 23837."
2. Authorize the City Manager to execute all documents necessary to effectuate this
action.
STAFF ANALYSIS:
In recent years the City has increased awareness of homeless concerns within the
community and has increased resources which include a special community task force,
a City liaison, one Police Officer, two Community Services Officers, a City-County
Partnership, and multiple local support programs and partnerships.
It was recently requested that the Police Department increase a focus of homeless
programs by increasing the number of Police Officer's assigned to homeless related
services from the current one Officer to two Officers. This additional Officer would
increase homeless related services from four days a week coverage to seven days a
week coverage. This, in addition to the current two Community Services Officers, would
provide a full complement in achieving the goal of enhancing the overall service to the
homeless and reducing the effects to the community and eliminating the gap in
processing concerns that exists today.

In order to immediately address this change, one current Officer would be assigned to
homeless related services from patrol duty and the newly added position would be filled
through the recruitment process. Staff recommends the addition of the Police Officer
position in support of the City's goal to enhance programs to serve the homeless and
reduce the impact to the community.
FISCAL IMPACT:
The proposed action will amend the current fiscal year Allocated and Compensation and
would have an estimated one year cost of:
Base Entry Salary $63,756
Base Entry Salary plus Benefits $113,949
Total estimated cost is based on current salary plans. It is estimated there will be no
added cost for the current fiscal year due to vacancy savings.

CITY OF PALM SPRINGS APPROVING
AMENDMENT #1 TO THE ALLOCATED POSITIONS
AND COMPENSATION PLAN FOR FISCAL YEAR
2015-2016, ADOPTED BY RESOLUTION 23837.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the Allocated Positions and Compensation Plan for
positions in the City Service is hereby amended as follows:

SECTION 2. The Director of Human Resources is authorized and
directed to modify the Fiscal Year Allocated Positions Plan.
SECTION 3. The position change approved by this resolution shall be
effective on March 16, 2016.
