MEETING MINUTES
WEDNESDAY, APRIL 13, 2016
CITY HALL COUNCIL CHAMBER
CALL TO ORDER: Mayor Moon called the meeting to order at 6:12 p.m.
ROLL CALL:
PRESENT: Councilmember Foat Councilmember Kors Councilmember
Roberts, Mayor Pro Tem Mills, and Mayor Moon.
ABSENT: None.
ALSO PRESENT: City Clerk Thompson.
1. PUBLIC COMMENT: (Council Chamber)
ANDREW CIRNEI, commented on his positive experience with City Manager
David Ready, and his positive contributions to the City.
NONA WATSON, read a statement from the Board of Directors of the Palm
Springs Chamber of Commerce and stated City Manager David Ready is a
strong advocate to the business community.
TIM ANCTIL, stated his support for City Manager David Ready and his strong
commitment to the City of Palm Springs, and read statements from community
members in support of City Manager Ready.
DAVID VOGEL, read a statement in support for City Manager David Ready and
the positive contributions he has made to the City of Palm Springs.
PAUL LEWIN, stated his support for City Manager and stated the City Council
should have addressed Staff performance in closed session.
JUDY DEERTRACK, stated the FBI search warrant involves a wide-variety of
issues related to contracts and the City Manager and the City Attorney executed
those contracts, and recommended the City Council look to the long-term
implications to the City.
VINCENT BUCCI, stated his support for City Manager David Ready, noted his
accomplishments for the City, and requested the City Council retain City
Manager David Ready.

JANICE SMITH, commented on the results of the election and stated the prior
City Council made too many decisions behind closed doors, and requested the
City Council appoint a new City Attorney and City Manager.
JERRY KELLER, stated his support for City Manager David Ready and
recommended the City Council retain City Manager David Ready.
IZAYAH JEFFREY, read a statement by Barbara Beaty regarding the election
results, and stated the decisions of closed session should be on the agenda and
reported.
LOUIS PAGANO, commented on his positive experience with City Manager
David Ready, and stated it would be wrong to replace him.
NANCY STUART, stated the City is fortunate to have an excellent City Manager
and City Attorney, recommended the City Council conduct the review of the City
Manager during its normal schedule.
ED DIETRICH, stated City Manager David Ready is exceptional to work with,
and stated he is a leader and very ethical.
AFTAB DADA, read a statement by Lee Marcus stating City Manager David
Ready is a strong advocate to the businesses and all members of the
community, and stated his support for City Manager David Ready.
LES YOUNG, stated his support for City Manager Ready, and requested the City
Council review the City Manager at its regular time, and requested the City
Council support City Manager David Ready.
THOMAS ADAMO, stated the Mayor made a statement that could be hurtful, and
the Mayor should consult all Councilmembers.
STEPHEN ROSE, commented on the City form of government, stated the
citizens voted for change, and change needs to be made with the City Manager.
JIM STUART, commented on his positive experience with City Manager David
Ready, and noted his accomplishments to the City and the business community.
PETER FREYMUTH, stated his support for City Manager David Ready.
JOE ENOS, stated his support for City Manager David Ready, and commented
on his positive experience with City Manager David Ready, noted his
accomplishments to the City, and requested the City Council table any review
until the normal review scheduled during the summer.

TONY BRUGGERMANS, stated City Manager David Ready has been the best
City Manager at the City of Palm Springs, noted the accomplishments of City
Manager David Ready, and requested the City Council ask City Manager David
Ready to stay.
ALLEN WORTHY, stated the City Attorney needs to be released, and stated the
City is crime-ridden with no response from the City Attorney.
JOHN AULT, stated his support for City Manager David Ready, commented on
his positive experience with City Manager David Ready, and requested the City
Council support the City Manager.
DAVIS MEYER, stated her support for City Manager David Ready, and stated
the City of Palm Springs is well run.
MINDY REED, stated her support for City Manager David Ready, noted his
commitment to the City and requested the City Council not discuss personnel
issues in public, and stated City Manager David Ready's performance has been
outstanding.
ROBERT FINDLEY, stated City Manager David Ready is professional and
responsible, stated he has acted as the Mayor and City Council directed him, and
stated the City needs a full-time City Attorney and Deputy City Attorney.
STEVE ROSENBERG, stated the call for an early review of City Manager David
Ready is ill-advised, stated his support for City Manager David Ready and City
Attorney Douglas Holland.
TIM ELLIS, stated his support for City Manager David Ready, and commented on
his positive experience with City Manager David Ready.
CHRISTINE HAMMOND, stated her support for City Manager David Ready, and
commented on his accomplishment and her positive experience with City
Manager David Ready, stated for 16-years he has worked well with the City
Council.
ANDREW STARKE, stated his support for City Manager David Ready,
commented on his positive experiences with City Manager Ready and stated he
has been fair.
KELLY MCLEAN, stated her support for City Manager David Ready, and stating
it is amazing to work with City Manager David Ready.
ALICIA GOMEZ, read a statement by Peter Mahler in support for City Manager
David Ready, and noted his accomplishments to the City of Palm Springs.

DAN BURGESS, stated his support for City Manager David Ready and his team,
and requested the City Council support the City Manager and be respectful.
MARK MARSHALL, stated his support for City Manager David Ready and stated
his opposition for the 'but with the old and in with the new" approach, and noted
the accomplishments of the City Manager.
LAURI KIBBY, stated her support for City Manager David Ready, noted her
positive experiences with City Manager David Ready, and requested the City
Council support the City Manager.
FRANK TYSON, stated he liked City Manager David Ready, but he had made a
faux pas, commented on the broken system at City Hall, and stated the City
needs to make changes.
JOHN SHAY, commented on the economic revitalization of Palm Springs, and
noted the accomplishments of City Manager David Ready, and urged the City
Council to support the City Manager.
RICK PANTELE, stated City Manager David Ready and City Attorney Douglas
Holland are excellent and outstanding, and requested the City Council support
City Manager David Ready and City Attorney Douglas Holland.
MARCO ROSSETTI, commented on his positive experience with City Manager
David Ready and requested the City Council support the City Manager,
HAROLD MATZNER, stated his support for City Manager Ready, noted his
positive experiences, and stated the City Manager may not comment on closed
session discussion.
JOY BROWN MEREDITH, commented on her experiences with City Manager
David Ready, and noted his positive accomplishments to the City of Palm
Springs.
2. CLOSED SESSION: (Small Conference Room)
The City Council recessed into Closed Session at 7:45 p.m. to discuss the
following Items:
PUBLIC EMPLOYEE EVALUATION G.C. 54957(b)
Position: City Manager
Position: City Attorney
The City Council reconvened at 9:10 p.m., Mayor Pro Tem Mills was not present.

3. REPORT OF CLOSED SESSION: (Council Chamber)
Mayor Moon read a statement as follows:
"We continue to have confidence in our City Manager's ability to run our City and
will conduct a full review at the regular time that the Council reviews the City
Manager in July.
There continues to be ongoing discussion by the City Council on the benefits and
cost of hiring an in-house, full-time City Attorney versus utilizing the current
model of a part-time contract position. We have asked Staff to continue
researching this issue and report back to us."
4. ADJOURNMENT: The City Council adjourned at 9:11 p.m. to the next regular
meeting scheduled for Wednesday, April 20, 2016, at 6:00 p.m. Council
Chamber, preceded by Closed Session, Small Conference Room, City Hall, 3200
East Tahquitz Canyon Way, Palm Springs,
