FOR THE 2015 CITYWIDE ANNUAL SLURRY SEAL, CITY PROJECT NO. 15-02, AND APPROVAL OF TRAFFIC STRIPING TO IMPLEMENT A `ROAD DIET' CONVERSION ON FARRELL DRIVE BETWEEN RAMON ROAD AND E. PALM CANYON DRIVE FROM: David H. Ready, City Manager BY: Public Works & Engineering Department SUMMARY Approval of Contract Change Order No. 2 in the amount of $383,289 with Intermountain Slurry Seal, Inc., will allow the City to complete asphalt resurfacing repairs and slurry seal of Farrell Drive from East Palm Canyon Drive to Ramon Road, and of East Palm Canyon Drive from Cherokee Way to Gene Autry Trail (Highway 111). Staff is also presenting a concept for the City Council to consider as part of the slurry seal of Farrell Drive, that in lieu of replacing the existing traffic striping on Farrell Drive as a 4-lane roadway, that a "road diet' be implemented to convert the roadway to a 2-lane divided roadway with parking and buffered bicycle lanes. The suggested "road diet' for Farrell Drive is limited to the segment south of Ramon Road, and would preserve on-street parking. A "road diet' is not currently proposed for any other portion of Farrell Drive; on-street parking and four lanes of traffic would remain on Farrell Drive between Racquet Club Road and Ramon Road. RECOMMENDATION: 1. Approve Contract Change Order No. 2 in the amount of$383,289 to the construction contract (Agreement No. A6774) with Intermountain Slurry Seal, Inc. for a revised total contract amount of $2,655,693 for the 2015 Citywide Annual Slurry Seal, City Project No. 15-02; and 2. Consider and provide direction on implementation of a 'road diet' limited only to that portion of Farrell Drive between E. Palm Canyon Drive and Ramon Road, to convert the existing 4-lane roadway to a 2-lane divided roadway with parking and buffered bicycle lanes, as part of the 2015 Citywide Annual Slurry Seal, City Project No. 15- 02 ITEM NO. 6t City Council Staff Report April 20, 2016- Page 2 Approve CCO#2 to CP 15-02 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On October 7, 2015, the City Council awarded a construction contract to Intermountain Slurry Seal, Inc., ("ISS") in the amount of $1,760,067 for the 2015 Citywide Annual Slurry Seal, City Project No. 15-02, (the "Project"). Using actual bid item costs from prior projects completed by the City, staff determined an Engineer's estimate of $2,450,000 with an expectation that given the large scale of streets to be slurry sealed with the Project with a programmed budget of nearly five times that is annually programmed, an economy of scale would result in competitive bidding and lower overall cost. As expected, the low bid submitted by Intermountain Slurry Seal was significantly less than the engineer's estimate at $1,760,067. Accordingly, at the time of contract award, the City Council approved additional streets to include in the Project, and authorized the City Manager to approve a Construction Contract Change Order in an amount not to exceed $540,000. A copy of the October 7, 2015, staff report is included as Attachment 1. Subsequently, staff coordinated with ISS on pricing to include the additional streets approved by City Council, and approved Contract Change Order No. 1 ("CCO1") in the amount of$512,337. The additional streets included with the Project via CCO1 are: • Vista Chino (west of Gene Autry Trail) • Calle El Segundo (Amado Road to Alejo Road) • Avenida Caballeros (Via Escuela to Francis Drive) • Avenida Caballeros (Paseo El Mirador to Visa Chino) • Crossley Road (34th Avenue to Dinah Shore Drive) • E. Palm Canyon Drive (Palm Canyon Wash to Cherokee Way) • Ramon Road (S. Palm Canyon Dr. to Indian Canyon Dr.) • San Rafael Road (N. Palm Canyon Dr. to Virginia Rd.) The list of additional streets included with CCO1 did not include one street segment previously identified on the list of additional streets authorized by City Council given that the total cost of CCO1 including that last street segment exceeded the $540,000 authorization by City Council. The street segment excluded from CCO1 was E. Palm Canyon Drive (Cherokee Way to Gene Autry Trail). Staff is recommending that the City Council approve Contract Change Order No. 2 ("CCO2") to include the segment of E. Palm Canyon Drive (Cherokee Way to Gene Autry Trail), as well as Farrell Drive between Ramon Road and E. Palm Canyon Drive, as shown in Figure 1. Palm Canyon Drive is $103,669 and the cost for the work identified for Farrell Drive is $279,620, for a total cost of $383,289. Farrell Drive was previously repaired and slurry sealed by another contractor (Bond Blacktop, Inc. ["Bond"]) in 2009 as part of the 2008/2009 Slurry Seal, City Project No. 08-27 that was awarded by the City Council on February 18, 2009. The slurry seal repairs that Bond performed failed, and the City pursued warranty repairs with Bond unsuccessfully, requiring the City to file a claim against Bond to perform the required repairs. The City successfully settled the claim and received payment in the amount of $103,255 from Bond in 2015 that will fund a portion of the total costs for performing the repairs and re-slurry seal of Farrell Drive. "Road Diet" Conversion of Farrell Drive for Class 2 Bicycle Lanes With the City Council's approval of CCO2, the Project will include pavement maintenance and slurry seal on Farrell Drive between E. Palm Canyon Drive and Ramon Road, an existing 4-lane "Secondary Thoroughfare" roadway as identified on the Circulation Element of the City's General Plan. The Project includes replacing existing traffic striping after completion of pavement repairs and slurry seal, and the City Council may consider implementing a "road diet" to reduce the number of travel lanes to create buffered bicycle lanes, which would extend to and connect with Class 1 bicycle paths along Ramon Road and E. Palm Canyon Drive, and would extend and improve bicycle routes in this area of the City. The "road diet" concept captures excess capacity in an existing roadway by eliminating travel lanes and providing that area of the roadway for other mobility uses, including on- street parking and buffered bicycle lanes. The ability to implement 'road diets' is determined by identifying existing and future traffic volumes that are carried by each roadway, and evaluating if each roadway has sufficient excess capacity such that the capacity of the roadway may be reduced by eliminating the number of travel lanes. Staff is completing a City-wide traffic analysis of its Circulation Element to identify where "road diets' may be implemented to allow for additional Class 2 bicycle lane routes, and will be presenting this analysis to the City Council in the near future. However, with the slurry seal repairs considered for Farrell Drive between E. Palm Canyon Drive and Ramon Road, staff is presenting the concept of implementing a 'road diet' on this specific segment of Farrell Drive ahead of a City-wide discussion, to allow City Council to consider implementing revised traffic striping of this specific segment of Farrell Drive to be completed consistent with a 2-lane divided (with a painted center turn lane) roadway with parking and buffered bicycle lanes, rather than replacing the existing 4-lane roadway as it exists today. It should be noted that the City's analysis has shown that implementing a "road diet' on Farrell Drive from Racquet Club Road to Ramon Road is not recommended, given existing and future traffic volumes that segment of Farrell Drive carries. However, the analysis shows that the segment of Farrell Drive south of Ramon Road can effectively operate with existing and future traffic volumes with only two lanes of traffic, as further explained in this report. The traffic analysis specific to the segment of Farrell Drive between E. Palm Canyon Drive and Ramon Road shows that the existing 4-lane roadway currently carries approximately 8,800 vehicles per day, with a total capacity of 25,900 vehicles per day, which operates at Level of Service ("LOS") A, with a vehicle/capacity ratio ("V/U) of 0.34. The traffic analysis projected future traffic volumes by applying an inflation factor to represent growth of 1.5% in traffic volumes annually over 22 years, to identify future traffic volumes in 2035. On this segment of Farrell Drive, the anticipated future traffic volume in 2035 is 11,700 vehicles per day, which maintains operation at LOS A, with a V/C = 0.45. The Circulation Element of the City's General Plan, Policy CR2.1, regulates how the City's streets should operate to ensure against traffic congestion and the associated environmental impacts related to such congestion, and states: CR2.1 Maintain Level of Service D or better for the City's circulation network, as measured using "in season"peak hour conditions. A 4-lane roadway similar to Farrell Drive with a capacity of 25,900 vehicles per day may operate at LOS D with up to 23,300 vehicles per day with V/C = 0.90. In this case, Farrell Drive is expected to carry a maximum of 11,700 vehicles per day, and has 06 City Council Staff Report April 20, 2016 - Page 7 Approve CCO#2 to CP 15-02 excess capacity by which travel lanes may be reduced to implement a "road diet". The converted 2-lane divided roadway with parking and buffered bicycle lanes has a reduced capacity of 18,000 vehicles per day, and with an anticipated future traffic volume of 11,700 vehicles per day, the converted 2-lane roadway will operate at a slightly reduced LOS B, with a V/C = 0.65. The "road diet" will function consistent with the requirements of the Circulation Element of the City's General Plan. On this basis, staff has presented the concept of implementing a "road diet" for this specific segment of Farrell Drive between E. Palm Canyon Drive and Ramon Road only. ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301(c), staff has determined that the 2015 Citywide Annual Slurry Seal, City Project No. 15-02, is considered categorically exempt from CEQA and a Notice of Exemption has been prepared and will be filed with the Riverside County Clerk. A copy of the Notice of Exemption is included with Attachment 1. As it relates to the "road diet' to convert an existing 4-lane roadway to a 2-lane divided roadway with parking and buffered bicycle lanes, the City has determined that implementing the proposed "road diet" is exempt from the CEQA, insofar as the proposed traffic striping will occur entirely within existing, disturbed right of way; will only be implemented on Farrell Drive between E. Palm Canyon Drive and Ramon Road which currently operates at acceptable levels of service, and will continue to operate at acceptance levels of service once the traffic striping has been completed; and the traffic striping will have no potential to impact the environment. The installation of the traffic striping to implement a "road diet" on Farrell Drive between E. Palm Canyon Drive and Ramon Road is exempt from CEQA under the General Rule, Public Resources Code 21080, and CEQA Guidelines 15061(B)(3). BACKGROUND: On March 4, 2015, staff presented a final report of the 2015 Pavement Management Program Update (the "2015 Update") to the City Council. The 2015 Update determined an overall Pavement Condition Index ("PCI") of 69 and confirmed that 75% of the entire City street network has a pavement condition rated at "Fair' or better condition. Staff provided copies of the 2015 Update and held meetings with various subcommittees of the Palm Springs Neighborhood Involvement Committee (PSNIC), now known as the Organized Neighborhoods of Palm Springs (One-PS), and the Measure J Commission to review and discuss the 2015 Update. The Public Works & Engineering Department oversees the maintenance of the City's street system. Each year, the Department assembles a capital project to continue its Slurry Seal Program on various City streets. The intention of the Slurry Seal Program is to provide a slurry seal within 5 to 7 years on every City street. The City generally budgets $500,000 for the Slurry Seal program, but with the deferral of a Slurry Seal project in 2014 and with additional funds accumulated in the local Measure A account from prior years, Public Works and Engineering was able to program a sizable amount of$2,450,000 for the Project. Staff and One-PS identified a final list of over 80 various streets throughout the City(4.8 million square feet of paved roadways) using a budget estimate of$2.45 Million from the City's Local Measure A Fund. The List of Streets and corresponding Maps originally included with the Project are provided as Attachment 1. This years slurry seal program is scheduled to include all streets with PCI ratings from 65 through 69. Streets with PCI scores of 70 were prioritized from arterials, collectors, to local roads. On July 15, 2015, the City Council reviewed and approved the project specifications and the list of streets, and authorized staff to advertise and solicit bids for the Project. On July 5, and August 1, 2015, the project was advertised for bids, and at 3:00 p.m. on August 27, 2015, the Procurement and Contracting Division received five construction bids from the following contractors: Company Location Bid Amount Intermountain Slurry Seal Watsonville, CA $1,760,067 American Asphalt South Fontana, CA $2,094,885 Pavement Coatings Co. Public Works Contractor Registration Law(SB 854) Under California Labor Code Section 1771.1, as amended by Senate Bill (SB) 854 (2014), unless registered with the State of California Department of Industrial Relations (DIR), a contractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted for public works projects on or after March 1, 2015, Similarly, a public entity cannot award a public works contract to a non-registered contractor, effective April 1, 2015. Staff has reviewed the DIR's contractor registration database, and has confirmed that Intermountain Slurry Seal, and the listed subcontractors, are registered with the DIR, and are appropriately licensed. Intermountain Slurry Seal, of Watsonville, California submitted the lowest responsive bid. Staff reviewed the bid, references, and contractor's license, and found the Contractor to be properly licensed and qualified. A construction contract with Intermountain Slurry Seal, for the Project is included as Attachment 3. Local Business Preference Compliance Section 7.09.030 of the Palm Springs Municipal Code, "Local Business Preference Program," requires prime contractors to use good faith efforts to sub-contract the supply of materials and equipment to local business enterprises and to sub-contract services to businesses whose work force resides within the Coachella Valley; submission of good faith efforts is required. Of the five bids received, none of the prime contractors were located within the Coachella Valley. The lowest bidder has submitted proof of good faith efforts. City Council Approval of Additional Streets with Remaining Budget As a result of the economy of scale and reduced bid unit costs obtained through the competitive bidding on the Project, the low bid submitted by Intermountain Slurry Seal was significantly less than the final estimate, at $1,760,067, and provides a remaining budget of approximately $540,000 (after accounting for updated costs and contingencies) from which additional streets may be included in the Project. One-PS has reviewed and recommended approval of the additional list of streets; a copy of the One-PS letter is included as Attachment 5. Staff recommends that the City Council approve the additional list of recommended streets, and authorize the City Manager to approve a Construction Contract Change Order in an amount not to exceed $540,000 to implement inclusion of such list as part of the Project. Construction Management and Inspection Services On April 1, 2015, the City Council approved agreements for on-call Public Works capital project construction management and inspection services with Dudek & Associates, Interwest Consulting Group, Inc., and Willdan Engineering to provide first class as- needed construction management and inspection ("Owner's Rep") services associated with a variety of future Public Works capital projects. Staff is recommending the services of Willdan Engineering given their on-going construction management oversight for the 2015 Pavement Rehabilitation Project (City Project No. 15-01); staff recommends that the City Council approve the proposal submitted by Willdan Engineering, in the amount of $100,862 which should be no more than 5% of the construction costs inclusive of the additional street list. Staff was able to include the additional streets in the proposal, therefore, costs for construction management, inspection, and material testing reflects the additional scope. A copy of the proposal for construction phase services provided by Willdan Engineering is included as Attachment 6. A copy of the Notice of Exemption is included as Attachment 7. 13 City Council Staff Report October 7, 2015-Page 5 Award City Project 15-02 FISCAL IMPACT: The Local Measure A Program (Fund 134) had approximately $2,200,000 available in unscheduled capital projects (Account No. 134-4498-50000) at the end of the 2014- 2015 Fiscal Year, and a remaining balance of approximately $900,000 from the prior year's annual slurry seal program. The City Council adopted the Measure A Local Streets and Roads 5-Year Capital Improvement Plan ("CIP"), which identified a total of $2,000,000 anticipated for expenditure for the annual slurry seal program; the actual amount will be revised in the subsequent annual approval of the Measure A 5-Year CIP. The Project's overall budget, and incurred expenditures, are identified in the following Table 1. The City and the Contractor, in consideration of the mutual covenants hereinafter set forth, agree as follows: ARTICLE 1 -- THE WORK For and in consideration of the payments and agreements to be made and performed by City, Contractor agrees to furnish all materials and perform all work required to complete the Work as specified in the Contract Documents, and as generally indicated under the Bid Schedule(s)for the Project entitled: 2015 CITYWIDE ANNUAL SLURRY SEAL CITY PROJECT NO. 15-02 The Work includes application of weed killer to all pavement cracks or joints; cleaning, routing, and installation of crack-sealant and asphalt pavement in all pavement cracks or joints Y." or wider; uniform micro-milling of existing asphalt concrete pavement; construction of Rubber Polymer Modified Slurry (RPMS); removal and replacement of existing traffic striping and markings; and all appurtenant work on various City streets. ARTICLE 2--COMMENCEMENT AND COMPLETION The Work to be performed under this Contract shall commence on the date specified in the Notice to Proceed by the City, and the Work shall be fully completed within the time specified in the Notice to Proceed. The City and the Contractor recognize that time is of the essence of this Agreement, and that the City will suffer financial loss if the Work is not completed within the time specked in Article 2, herein, plus any extensions thereof allowed in accordance with applicable provisions of the Standard Specifications, as modified herein. They also recognize the delays, expense, and difficulties involved in proving in a legal proceeding the actual loss suffered by the City if the Work is not completed on time. Accordingly, instead of requiring any such proof, the City and the Contractor agree that as liquidated damages or delay (but not as a penalty), the Contractor shall pay the City the sum specified in Section 6-9 of the Special Provisions for each calendar day that expires after the time specified in Article 2, herein. In executing the Agreement, the Contractor acknowledges it has reviewed the provisions of the Standard Specifications, as modified herein, related to liquidated damages, and has made itself aware of the actual loss incurred by the City due to the inability to complete the Work within the time specified in the Notice to Proceed. 2015 CITYWIDE ANNUAL SLURRY SEAL CITY PROJECT NO. 15-02 AGREEMENT FORM 1 AGREEMENT-PAGE1 4 ARTICLE 3 —CONTRACT PRICE The City shall pay the Contractor for the completion of the Work, in accordance with the Contract Documents, in current funds the Contract Price(s) named in the Contractor's Bid Proposal and Bid Schedule(s), and any duly authorized Construction Contract Change Orders approved by the City. The amount of the initial contract award in accordance with the Contractor's Bid Proposal is One Million Seven Hundred Sixty Thousand Sixty Seven Dollars f$1.760.0671. Contractor agrees to receive and accept the prices set forth herein, as full compensation for furnishing all materials, performing all work, and fulfilling all obligations hereunder. Said compensation shall cover all expenses, losses, damages, and consequences arising out of the nature of the Work during its progress or prior to its acceptance including those for well and faithfully completing the Work and the whole thereof in the manner and time specified in the Contract Documents; and, also including those arising from actions of the elements, unforeseen difficulties or obstructions encountered in the prosecution of the Work, suspension of discontinuance of the Work, and all other unknowns or risks of any description connected with the Work. ARTICLE 4--THE CONTRACT DOCUMENTS The Contract Documents consist of the Notice Inviting Bids, Instructions to Bidders, the prevailing rate of per diem wages as determined by the Director of the Califomia Department of Industrial Relations, the accepted Bid and Bid Schedule(s), List of Subcontractors, Local Business Preference Program — Good Faith Efforts, Non- Discrimination Certification, Non-Collusion Declaration, Bidder's General Information, Bid Security or Bid Bond, this Agreement, Worker's Compensation Certificate, Performance Bond, Payment Bond, Standard Specifications, Special Provisions, the Drawings, Addendum number 1, and all Construction Contract Change Orders and Work Change Directives which may be delivered or issued after the Effective Date of the Agreement and are not attached hereto. ARTICLE 6 --PAYMENT PROCEDURES The Contractor shall submit Applications for Payment in accordance with the Standard Specifications as amended by the Special Provisions. Applications for Payment will be processed by the City Engineer as provided in the Contract Documents. ARTICLE 7 -- NOTICES Whenever any provision of the Contract Documents requires the giving of a written Notice between the parties, it shall be deemed to have been validly given if delivered in person to the individual or to a member of the firm or to an officer of the corporation for whom it is intended, or if delivered at or sent by registered or certified mail, postage prepaid, to the last business address known to the giver of the Notice. ARTICLE 8 -- INDEMNIFICATION The Contractor agrees to indemnify and hold harmless the City, and all of its officers and agents from any claims, demands, or causes of action, including related expenses, attorney's fees, and costs, based on, arising out of, or in any way related to the Work undertaken by the Contractor hereunder. This Article 8 incorporates the provisions of Section 7-15 'Indemnification," of the Special Provisions, which are hereby referenced and made a part hereof. Verify that the contractor conforms to the design survey line and grades. 5. Attend weekly progress meetings with the resident engineer, contractor, and subcontractors. 6. Provide full-time and as-needed construction inspection, including night inspection, of the work to monitor materials and methods for compliance with plans, specifications, and contract documents; address and document non-conforming items as they are discovered. 7. Monitor compliance with Cal OSHA requirements and compliance with all local, state, and federal regulations. Although Willdan will monitor the activities, it is the contractors sole responsibility to provide workers with a safe working environment. 60 September 17, 2015 Page 4 8. Provide Willdan's labor compliance manager with federally-compliant labor and equipment reports, labor classification interviews, and assist with certified payroll review. 9. Monitor compliance with the Clean Air Act and the Clean Water Act (National Pollutant Discharge Elimination System — NPDES best management practices). Also, monitor the contractor's compliance with approved SWPPP. 10. Meet with the contractor at the beginning of each day and review the proposed work plan, including specific details that may affect progress. 11. Conduct daily measurements of quantities of work with the contractor. 12. Review actual contractor performance throughout the day and discuss discrepancies with the contractor as they occur. 13. Assist in coordination of engineering support, surveying, specialty inspections, and fieldwork by utility companies. 14, Ensure compliance of Underground Service Alert notification/delineation. 15. Evaluate the contractor's operation and production with respect to quality and progress and report to the resident engineer. 16. Photograph continuous property frontages along the street alignment once prior to construction and once immediately following construction. Maintain a photographic record of key elements of each major operation of work each day, with increased detail in situations of potential changes or claims. 17, Closely monitor testing results and require the contractor to provide corrective measures to achieve compliance. 18, Maintain copies of all permits needed to construct the project and enforce special requirements of each. 19. Prepare and maintain detailed daily diary inspector reports on construction progress. 20. Prepare clear and concise letters and memoranda, as needed. Establish a solid paper trail. 21. Maintain field file bound workbooks during construction, including a cumulative record of quantities constructed, daily and weekly reports, working day reports, change order documentation, photographs, and other documentation. 22. Review the construction schedule and enforce requirements for updating schedules and maintaining appropriate progress of the work. 23. Analyze delays and review claims on a timely basis and make recommendations to the construction manager. 24. Maintain and submit a clean set of plans marked in red for as-built corrections on record drawings to be filed with the City. Prepare a punch list at substantial completion and follow up with the contractor regarding progress of corrections. 28. Schedule a final inspection with the City and applicable agencies; prepare, distribute, and inspect corrections to the final punch list for completion; and recommend final acceptance. 29. Prepare documentation for final payment to the contractor. 30. Upon project completion, provide the finished set of project workbooks to the City. 31. Provide random material testing services. PROJECT TEAM Willdan proposes the following team members. Mr. Christopher Baca, RCI, will serve as the Construction Manager. Mr. Baca has over 28 years of construction management experience including includes construction management of large-scale projects in areas of water systems, street improvements, park improvements, storm drains, sanitary sewers, asphalt resurfacing (including asphalt-rubber products), concrete paving, landscaped medians, and traffic signals. In addition to his experience with Community Development Block Grant (CDBG)funded projects, Mr. Baca is also familiar with the inspection and contract administration of other federally-funded projects in accordance with Caltrans Local Program Manual. Mr. Baca's recent experience includes the City of Rialto's Pepper Avenue Extension Project. The project extended Pepper Avenue '/z mile crossing the Lytle Creek drainage endangered species habitat to CA 210. Approximately 100,000 cubic yards of import soil, four 10' by 10' reinforced box culverts and a Verdura Wall were used to span the drainage area. The project included 2,814 feet of curb, gutter, sidewalk, AC paving parkway landscaping and irrigation, as well as a new water line, sewer line, SCE conduits and street lighting. This project was the result of 12 years of planning and design with an overall $15 million budget and a construction cost of$7 million. Mr. Rosiles' experience includes street rehabilitation projects in various cities where his responsibilities included quality control, quantity calculations, and project management. And, I'm not even directly on Farrell -- my home is in the row of houses behind the row sitting directly on Farrell. Over the past 15 years since I've been here,the traffic has increased quite a bit, so now is the time to address this issue. A year or so ago, we residents in the Sunmor were made privy to a proposed plan to add striping along"our' stretch of Farrell, with a selection of options, one of which included the bike lanes, parking lane and median strip—just as you're considering approving in Agenda Item 5.8. The last I heard of this was that the proposal was being tabled for an indefinite period of time, since several residents felt it was a bad idea, considering the anticipated increased traffic when and if the COD opens in the old Palm Springs Mall. t I want you to know that I, for one, do not think it's a bad idea, and based upon comments in our Nextdoor Sunmor online forum, many other residents agree that we need traffic calming. I would also like some reassurance that the voices of ALL residents affected by this would be heard, and that recommendations from the Council would not be based upon a well-placed phone call to any one of our City officials. May we please be heard via a survey or something that will inform you with input from ALL who wish to publically state their opinions? Was the proposal for striping Farrell between Vista Chino and Ramon completely abandoned, or will it again be considered at some future date? I just believe that Farrell Drive,especially the section going through our completely residential section for these several blocks, should be put on, as it's being called, a Road Diet, so that it is friendlier to ALL who wish to use it, and so that it discourages motorists from rip-roaring through there,as if they were on a parkway, like the Dinah Shore. Our street was never intended to be a higher-speed, major connector artery through town. With a bicycle lane, I could ride my bicycle up to Stater Brothers at the corner of Vista Chino and Sunrise and not feel like I'm risking my life. But,even without bicycle lanes, slower traffic would make me feel safer on my bicycle. Many residents who live directly on Farrell have stated they would feel safer and more confident backing out of their driveways, or making left turns on and off Farrell. I am unable to attend the council meeting on April 201h, so I beseech you here. Please consider extending traffic calming to Farrell Drive between Vista Chino and Ramon, along with the traffic calming you'll be discussing for the other sections of Farrell.
