The updated plan serves as the City of Palm Springs' compass for our sustainability initiatives to guide not only municipal climate and energy action planning, but overall community and environmental health through 2021 and beyond. In addition, the attached updated Sustainability Master Plan provides a synopsis of existing and planned projects including policy and endeavors that directly serve to conserve resources, greenhouse gas emissions and fiscal impact. City Council is being asked to approve a resolution adopting the City of Palm Springs Sustainability Master Plan. Following the Sustainability Commission and City Council joint meeting, staff will work on developing specific targets for each objective, along with baselines and metrics to track and report progress. The Office of'Sustainability will coordinate this effort and work with the Sustainability Commission and other city departments to implement the goals of the plan. CfEEM NO. -1 , A__ City Council Staff Report June 23, 2016—Page 2 Adoption of 2016-2021, 5-year Sustainability Master Plan STAFF ANALYSIS: In March 2008, sustainability was identified as one of five top priority issues for focused attention and action by the City. Shortly thereafter, the City Council unanimously approved a set of twenty first steps towards making Palm Springs a sustainable city. Development of a master plan was identified as an important first step to provide an overall vision and framework to guide the Palm Springs Path to a Sustainable Community. Following issuance of a Request for Proposals in June 2008, and review of proposals, a team of Portland-based consultants led by the firm Cogan Owens Cogan was contracted in October 2008, to guide development of the plan. That plan drove the work of the Commission and the Office of Sustainability for the next five years. All of the programs and projects of the initial plan were put in place. The Office of Sustainability continued to create new programs far beyond the specific actions that were set as key initiatives. In 2013, staff began to investigate opportunities for funding to draft a new Sustainability Master Plan to create a vision for the Office of Sustainability's initiatives for the coming years. Staff recognized that an update to the Plan to provide city operations, the community and the commission with direction and ambitious goals to endeavor for the future was necessary. In May 2013, staff had the opportunity to apply for the SCAG Compass Blueprint Green Region Initiative program. In October 2013, the City won the award and work began to create a new Sustainability Master Plan. The update to the Sustainability Master Plan builds upon existing plans and policies, best practices and programs, and input and feedback obtained during community outreach efforts conducted from December 2015 to March 2016. The plan provides a vision, guiding principles and strategic framework for future operational and policy decisions and sets priorities for action that further embed sustainability concerns into City decision-making and processes. In addition, based upon the priorities identified in the plan, input from stakeholders and the results of the study session with the Council subcommittee on sustainability, there were 10 specific action items identified by staff as goals and key initiatives for implementation for the next five years (2016-2021). Goal 1: Help to create 500 Clean Tech Jobs Goal 2: Reduce per capita energy use by 50% Goal 3: Receive 100% of our City's electrical power from clean, renewable sources Goal 4: Help to encourage the building or retrofitting of 5 million square feet of Green Buildings in the Community 02 City Council Staff Report June 23, 2016— Page 3 Adoption of 2016-2021, 5-year Sustainability Master Plan Goal 5: Divert 100% of waste from landfill Goal 6: Recycle or beneficially reuse 100% of our wastewater Goal 7: Adopt a General Plan with even more measurable Standards for Sustainable Development Goal 8: Ensure that 90 percent of public fleet vehicles run on Alternative Fuels Goal 9: Plant 10,000 new trees Goal 10: Create 10 miles of trails connecting with on-street bikeways The actions follow the organization of the master plan and include key initiatives from each of the priority goal and outcome areas included in the plan. While the master plan is broad in its framework and direction, staff recommended that actions focus on what can be accomplished in the near term with existing resources and capacity. BACKGROUND: The Office of Sustainability was established in August 2009, and has since enhanced the City's resource conservation services to the community, and offered an increased opportunity for action by the Sustainability Commission. By providing facilitation and guidance the Office of Sustainability has advanced the City's sustainability goals and resource efficiency needs within City operations. Sustainability Commission members focus on many areas of sustainability which include: water conservation, energy conservation, urban sustainability and mobility, green economy, and waste. A subcommittee was formed to concentrate efforts in each of these areas by researching best practices, reviewing existing policies utilized in other municipalities, and choosing feasible projects to implement. The update to the Sustainability Master Plan is another step toward ensuring that the Office of Sustainability and the City as a whole continue to provide the award winning programs and projects that have become a trademark of Palm Springs. This includes national recognition for programs such as First Lady Obama's Let's Move Campaign, the Clinton Day of Action, Climate Registry Awards, Beacon Energy Awards and recognition from the Coachella Valley Association of Governments (CVAG) as an energy savings champion. In recent years, the City has advanced on its path to sustainability by adopting the Mayor's Climate Protection Agreement by Resolution in 2008, and setting goals of reducing energy consumption by 20% and water use by 50% by 2012. The new 03 City Council Staff Report June 23, 2016— Page 4 Adoption of 2016-2021, 5-year Sustainability Master Plan Sustainability Master Plan outlines goals and strategies to create a healthy and livable community for future generations. The Palm Springs Sustainability Master Plan includes a variety of sustainability objectives, including the reduction of GHG emissions, the adaptation of green building practices and the use of renewable energy sources. Over the past few years, staff has recognized the need to integrate health and wellness initiatives into the Plan. In May 2013, the City's Office of Sustainability applied for a SCAG Sustainability Planning Grant (formerly known as Compass Blueprint Grant Program). The grant was established as an innovative vehicle for promoting local jurisdictional efforts to test local planning tools. In October 2013, the City was chosen as a project eligible for the Green Region initiative through SCAG. On September 12, 2014, SCAG notified the City's Office of Sustainability that the City would be awarded a grant and received funding in the amount of $85,000 to update the master plan. This included the creation of a companion App called Walk and Roll Palm Springs (www.walkandrollpalmsprings.orq). The app was developed to aid citizens in identifying their own GHG reductions when walking or biking to shop, dine, play or engage in civic activity. The City of Palm Springs requested the assistance of SCAG to provide essential consultation services and the necessary tools in the evaluation and planning of the update of the Sustainability Plan to include a health and wellness framework that promotes local and regional sustainability. In agreement with the SCAG Sustainable Communities Strategy, the City of Palm Springs formally incorporated public health planning into its Master Plan by integrating health and wellness projects and policies into every chapter of the written document. The firm Raimi and Associates was selected through an RFP process conducted by SCAG to aid in the City's development of a new Sustainability Master Plan. Raimi and Associates has worked closely with City department heads, staff and the commission to create the newly updated plan. Four public workshops were conducted including major public outreach events and on-street interviews with constituents. An online social media campaign, online public comment and special workshops were also produced to ensure we received maximum input on the plan. Special meetings and public outreach sessions were conducted as follows: • June 8, 2015 — Sustainability Commission Study Session • December 5, 2015 — Public Workshop at Welwood Murray Library • January 24, 2016 — Outreach booth at Mayor's Wellness Festival • March 5, 2016 — Study Session/Public Workshop at Desert Healthcare District • Two online public forums with 60 day comment periods (web based) A number of outcomes resulted from the many public input sessions and study sessions. Each section below gives an overview of some of the main objectives. 04 City Council Staff Report June 23, 2016— Page 5 Adoption of 2016-2021, 5-year Sustainability Master Plan POLICIES AND PILOT PROGRAMS New and expanded policies and ordinances will be brought forward through existing public processes with recommended changes in how the City operates and promotes sustainability in areas such as green building, sustainable purchasing, economic development, transportation impacts, and energy efficiency. The Sustainability Commission Policy Recommendations to Council for 2016-2021 specifically sets a goal to adopt 6 policies as listed in the table below: Policy Goal Date for Adoption by Council 1. Mandatory Green Building Practices Late 2016 and early 2017 PARTNERSHIPS IN ENERGY EFFICIENCY Palm Springs will continue participation in the CVAG led Desert Cities Energy Partnership and continue to look for opportunities for energy efficiency retrofit programs, small business retrofits, multi-family incentives and energy audits. The City will continue to serve in a leadership role in community outreach and education campaigns on energy efficiency measures. Staff will seek grants to ensure an expanded fleet conversion to electric vehicles and continue to implement electric vehicle infrastructure through a business partnership program. ACTION PLANS & POLICIES City efforts toward zero waste are underway and staff will work with our franchise waste hauler to implement many upcoming state policies. The City has already passed a single-use plastic bag ban. Efforts will now focus on single-use bottle waste reduction, large scale composting and all residential composting including multi-family composting and recycling. Staff will also work towards expansion of our existing construction and demolition waste reduction programs. TRANSPORTATION CHOICE More waking paths will be created from existing paths by adding signage to increase activity and improve safety of our system of trails and walking paths. Staff will complete at least one new grant proposal to support expansion of our walking paths. In addition, the City will commit to a plan to increase rideshare and biking to work within our city and community workforce to reduce vehicle miles travelled (VMT) and associated emissions. BASELINE MEASURES, TARGETS AND REPORTING The Sustainability Office will be tasked with working with the community to identify measurable baselines and targets for our overall plan and program. This will include working with neighborhoods and not for profits to create a comprehensive plan for greenhouse gas emissions reductions. We will also ask the Sustainability Commission to create a new Sustainability Report Card and a process to monitor and report on progress. HEALTH AND WELLNESS FRAMEWORK Currently, the City participates in the Statewide Healthy Eating Active Living (HEAL) Cities Campaign. HEAL members work with city officials to identify pathways to health through three policy areas: land use, healthy food, and worksite wellness. City Council has signed a resolution in support of a local HEAL campaign that supports mixed-use neighborhoods where houses are located near schools, parks and public transportation, and where there are safe routes for walking and biking. This practice creates a healthy alternative to non-motorized transportation and lowers greenhouse gas emissions. Other HEAL projects include health and nutrition plans such as a workplace wellness program that decreases obesity and the risk or chronic diseases, resulting in an increase in overall productivity. Additional partnerships that promote healthy lifestyles are the City's partnership with the Clinton Foundation Health Matters Initiative and the National League of Cities Let's Move Campaign. A comprehensive health and wellness network improves air quality, economic conditions and the general welfare of local residents. By incorporating health and wellness initiatives into every chapter of the Sustainability Master Plan, the City of Palm Springs can continue on its path towards a more livable, healthy community. Palm Springs is one of two cities to receive the honor of working with the Clinton Foundation to develop the Health Matters Initiative. The Healthy Planet, Healthy You series of events is an offshoot of the program, which includes a race and wellness festival that registered over 650 walkers and runners in the 5k/10k events and over 600 children in the 1 K fun run this past year. Palm Springs is proud to be a part of First Lady 06 City Council Staff Report June 23, 2016—Page 7 Adoption of 2016-2021, 5-year Sustainability Master Plan Obama's Let's Move Project, which combats childhood obesity. The Let's Move program partners with the National League of Cities and challenges municipalities to strive to succeed in five areas which target nutrition, physical fitness and overall wellness. In the complete master plan, the above-mentioned programs were incorporated and explained in detail, with a strong emphasis on environmental and economic benefits. Every plan concept relies heavily on outreach and education efforts. From the Let's Move Campaign to the HEAL project, local residents are informed and educated by the City's Office of Sustainability and Sustainability Commission regarding the plethora of available choices in the realm of nutrition, fitness, and safe and healthy living. The City employs educational pamphlets, events, lectures, seminars and film showings to increase awareness and encourage local citizens to start or continue on their journey towards a happier, healthier lifestyle. The existence of a plan that acknowledges the importance of a complex health and wellness network to the functioning of the City, complemented by diverse outreach and education outlets, will allow the City of Palm Springs to progress more quickly towards its ultimate goal of sustainability. A detailed, comprehensive plan provides a multitude of benefits to the overall health of the environment and the community. The City of Palm Springs is committed to the creation of an urban landscape that promotes the use of public transportation, walking and biking as a healthy and convenient alternative to driving to work or recreational activities. The City of Palm Springs' Health and Wellness Initiatives further the mission of the Sustainable Communities Strategy by developing a method to improve the health and welfare of the people that protects the environment, stimulates the economy and enhances the quality of life in the region. The update to the Sustainability Master Plan also implements the approved 2012-2035 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) that was developed with a bottom-up partnership for a livable and prosperous Southern California through 2035. The Sustainability grant program enables SCAG to partner directly with our city by providing financial assistance to local planning initiatives that help implement the 2012-2035 RTP/SCS and, at the same time, support local priorities. The City's proposal is consistent with SCAG's Sustainability Program's goals of improving livability, mobility, prosperity and sustainability and moves us one step closer to realizing our shared vision. The attached report provides a complete review of the Office of Sustainability's future planning. Upon receipt of the Plan and acceptance of recommended key initiatives by the City Council, the Manager of the Office of Sustainability will work with the Sustainability Commission, neighborhoods and others to develop a detailed action plan with specific targets, roles/responsibilities and measures. An important early factor in implementation will be enhanced public engagement and outreach on community health and sustainability. 07 City Council Staff Report June 23. 2016— Page 8 Adoption of 2016-2021, 5-year Sustainability Master Plan FISCAL AND STAFF IMPACTS: The Office of Sustainability will implement projects based upon City Council budget appropriations on a project and program priority basis. ENVIRONMENTAL IMPACT: Staff finds that adoption of this Sustainability Master Plan is not a "project" under the California Environmental Quality Act, because the adoption of the plan does not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment, as contemplated by Title 14, California Code of Regulations, Section 15378(b)(4). Since the City Council adopted the Palm Springs Path to a Sustainable Community in 2008 many goals have been met and overall greenhouse gas emissions have been reduced. In addition due to the expansion of the programs offered through the Office of Sustainability reduction of waste, water use and energy use throughout City operations and the community are evident. The Sustainability progress report provides an indication of the evolution of the Your Sustainable City program and a summary of the goals achieved that are part of the City of Palm Springs sustainability plan. The City of Palm Springs Your Sustainable City program has grown s and continues to add new programming and undertake more initiatives every year. The Office of Sustainability continues to support and provide educational offerings to the community on a monthly basis. Among these activities are local food production events, citrus collection, Arbor Day in the schools programs, Earth Day events, community clean-up days and free electronic waste and shredding events. In addition new programs include free sharps and medical waste disposal, a lawn buy back program, appliance rebates, Earth Matters Film Series in partnership with the Cultural Center and bike safety education programs. These activities are supported through the work of the Palm Springs City Council, Office of Sustainability, Sustainability Commission, City Green Team and Mayor's Leadership Council. Each of them serve as powerful stakeholders that are vital in implementing change needed for the City of Palm Springs to become a zero waste community and to reduce overall resource consumption. Some of the more recent management and operational goals achieved through the Your Sustainable City program include receiving an award through the California Center for Sustainable Energy for Community Leadership, an expanded household hazardous waste program, award of a grant for six new electric vehicle charging stations, and completion of a new 32 bed community garden. Lastly, one of the most significant additions to the programming j through the Office of Sustainability has been to educate the public about the connection between human health and the environment through health and wellness programs such as the new Mayor's Healthy planet Healthy You Race and Wellness Festival. The efforts of the Mayor and Council, City Manager, Office of Sustainability, Sustainability Commission, the City Green Team and the Leadership Council have made the 2011-12 operating year filled with great success. Our desert cities experience unique changes due to climate change including increased temperatures, decreased air quality, species loss or change in habitat and increased wind events. Reducing greenhouse gas emissions in vehicle miles traveled, energy use and production of goods and services all serve to mitigate these negative impacts. By creating programs and completing projects that help residents and City operations play a role in these reductions the City of Palm Springs is taking measurable action. The City has committed to reducing greenhouse gas emissions in the residential and government sectors and is actively taking a role by tracking progress by conducting regular greenhouse gas emissions inventories. By participating in the Desert Cities Energy Partnership program through CVAG the City of Palm Springs has been able to take advantage of the benefits of the Green for Life Program. Greenhouse gas emissions reductions are typically achieved by eliminating emissions in each of the sectors as indicated in Figures 1 and 2. These sectors include emissions produced in community and City operations and activities in areas such as water, waste, transportation, energy, and production of goods and services. The City's Office of Sustainability modeled the organization of program and project focus areas on this premise. The Office of Sustainability facilitates regular meetings of the Sustainability Commission, Mayor's Leadership Council and Green Team to implement new projects and policies to work in these areas and to help meet the City's overall sustainability goals. The Sustainability Commission meets at least once a month and serves not only in an advisory role to City Council on programs and policy, but also as ambassadors for the Your Sustainable City program. The Green Team consists of staff subcommittees which focus on 2011po major sustainability initiatives derived from the Palm Springs Path to a Sustainable Community. The Green Team meets four to six times a year to incorporate sustainable practices into the overall operations of the City of Palm Springs. The Mayor's Leadership Council meets quarterly and focuses on special events such as the Annual Summit and the new Mayor's Healthy Planet Healthy You Race and Wellness Festival. The Sustainability Commission Green Team, Mayor's Leadership Council subcommittees collaborate with local experts, not-for-profits, such as Coachella Valley Community Trails Alliance and Certified Farmer's Market, and other support agencies. The Sustainability Commission contributes significantly to additional outreach programs such as the Annual Sustainability Summit, Bike to Work Week, bike helmet and safety light giveaway program and Electric and Alternative fuel vehicle education. The following pages review and summarize the work in each focus area as accomplished by the Office of Sustainability stakeholders. Program to increase city-wide water conservation. These programs were created to educate the public on water conservation issues and to provide resources to help residents and businesses to save water and money. Programs implemented include desert landscape rebate programs, a tap water consumption promotion program, increased low flow toilet rebates and education and collaboration with outside organizations. The Lawn Buy Back Program proved very successful with applications from over 30 single family residents and 28 homeowner's associations. 2011-12 Water Conservation Project Highlights . . Date . comple Lawn Buy Back Program initiated with over 60 total applicants serviced. Completed April 2012 Over$100,000 in rebate funds provided to the community and over 135,000 square feet in turf replaced with desert friendly landscape. Over 200 low flow dual flush toilets have been provided to residents. 100 Ongoing Program more toilets have been provided at no cost and installed for low income residents thanks to a partnership with the Community Development Department. New Tap It! The program also provided for an olive tree that was planted in the school garden. • Created the new Tap It! Program: In partnership with the Healthy Eating and Active Living Network. The Tap It! program assists residents to transition from single use to reusable water bottles as well as to partner with local businesses and organizations to provide free tap water. The Tahquitz Creek Yacht Club and Palm Springs Rotary participated in the Great American Clean Up in May. The Office of Sustainability provides vests, pickers and bio-degradable trash bags to support the efforts of the clean up events. The City also hosts three Electronic waste and Shredding events during the year and one tire and waste oil recycling event. One goal for the Office of Sustainability was to develop a free 24 hour electronic waste drop off site that is open to the public. This site has been established and provides an on-going service as well as an additional a source of revenue for the City. The City has also increased household hazardous waste services. This includes providing free and easy access to pharmaceutical and sharps disposal. Pre paid SHARPS containers are available at City Hall and may be mailed in. Pharmaceutical waste can be dropped off in a container at City Hall or pre-paid envelopes are also provided for the convenience of residents. From the implementation of the newly adopted Non Motorized Transportation Plan to creation of a new community garden the positive changes continue. The City's new 32 plot Demuth Park Community Garden opened in May 2012 after an initial groundbreaking in April 2011. The funds were provided through a combination of sustainability funds and an endowment from Veolia water. yw;> The City was one of the first to initiate an amendment to the City's General Plan to incorporate the Coachella Valley Association of Government's approved Non-motorized Transportation Plan (NMTP). Since this adoption the City has applied for several grants in hopes improving bike paths and increasing walk ability throughout the City. In addition, a new Non-Motorized Community Connectivity Roundtable was created and held a first meeting during May 2012 Bike Month at the Coachella Valley Economic Partnership board room. Guest lecturer, Dan Austin led the discussion on the need for an increase in non motorized commuting, urban bike-ability and overall how biking and walking elevate the vibrancy of a community. Attendees strategized and discussed solutions for making Palm Springs a more biking and waking friendly city. The result was an improved bike map and a commitment to meeting quarterly to collaborate on bike infrastructure improvements. In October 2011 the City supported the creation of a new Electric Automobile Association of Palm Springs. A new electric vehicle charging station has replaced an old paddle style version at the Palm Springs International Airport. An all electric Nissan Leaf has been added to the City's fleet and is utilized as a pool vehicle. The Office of Sustainability has begun to facilitate a new Rideshare program in partnership with Riverside County. Grant funds have been secured to add even more charging stations by the end of 2012 within the City. Future goals include adding bike lanes, bike racks and increasing electric vehicle infrastructure city-wide. y L; Elected officials, school children, neighborhood residents and future gardeners attended the ribbon cutting celebration for the City's new Demuth Park Community Garden on May 16, 2012. The energy efficient gas appliance rebate matching program provided up to $60.00 per household for qualifying energy efficient gas appliance purchases. This program matches an existing rebate provided by the Southern California gas company. Another new program that was introduced in 2011 is the Comprehensive Mobile Home energy efficiency retrofit program. This program is a result of a partnership between the City, Synergy Corporation and Southern California Gas/Sempra Utilities. This program reached nearly 300 citizens and provided free services for 145 mobile home owners. The project resulted in a carbon dioxide equivalent reduction in emissions of 91,176 pounds. This is a partnership with the Community and Economic Development program whose staff works to administer the program. The program serves low income residents and will continue into 2013. The City has reduced energy use in municipal buildings by almost 10% and nearly 9% in the community sector since entering the partnership in 2008. The event raised more than $100,000 to fight childhood obesity and resulted in the creation of a new program funded by the monies raised form the Mayor's Race, the Desert Healthcare Foundation, the Alliance for a Healthier Generation. The Green Business Partnership program encourages businesses to incorporate green procurement, use of compostable products, water conservation, recycling and waste reduction, waste oil pick-up for restaurants and energy management. A new on line certification program has been secured and will be unveiled in October 2012. The Sustainability Commission actively seeks opportunities to stimulate the creation of a green 2011 economy in the City of Palm Springs. During the 2011-12 year the Sustainability Commission has supported community efforts including the Certified Farmer's Market and the Camelot Theater through sponsorships and programs. The new Earth Matters film festival provided for eight free film showings for the public to enjoy while attracting visitors to the farmer's market and theater all year. Annual Overview Since May 2011 the Sustainability Commission has worked diligently to adopt and implement a City of Palm Springs Non-Motorized Transportation Plan (NMTP). In October 2011 the NMTP was adopted by City Council. Subsequently the Office of Sustainability and the Sustainability Commission embraced a comprehensive outreach and education program focused on biking, hiking and electric vehicles. Since the NMTP was adopted the Sustainability Commission has made implementation of the NMTP a major focus. This includes prioritization of bike lane improvements and addition of bike lanes. The Commission requested that City staff apply for grants as well as allocate dollars from the sustainability fund to implement the NMTP projects. With the NMTP as the focus the Office of Sustainability, the Sustainability Commission and Leadership Council worked in concert to host a successful Annual Sustainability Summit. The 2011 Summit was held at the Palm Springs Convention Center where more than 300 people attended. The speaker at the summitwas internationally acclaimed writer, film maker and philanthropist Dan Austin.
