Fuller, Assistant City Manager/City Engineer BY: Engineering Services Department SUMMARY The Public Works and Engineering Department was requested by residents living on Marigold Circle to evaluate the intersection of Bogert Trail and Marigold Circle. The Department was also requested by residents living in the south Palm Springs area to evaluate three intersections of S. Palm Canyon Drive at La Verne Way, Murray Canyon Drive and Bogert Trail. As a result of a Multi-Way Stop Analysis for these intersections prepared by the City's on-call traffic engineering firm, Albert A Webb & Associates, a recommendation has been made to install a multi-way stop control at the Bogert Trail / Marigold Circle, but to defer installation of multi-way stop controls at the S. Palm Canyon Drive / La Verne Way and S. Palm Canyon Drive / Murray Canyon Drive intersections at this time. (The City Manager owns property within 500 feet of the S. Palm Canyon Drive / Murray Canyon Drive intersection that is the subject of this item, and is not participating in any actions associated with this action). RECOMMENDATION: 1. Authorize the City Engineer to install a multi-way stop control at the intersection of Bogert Trail and Marigold Circle in accordance with Chapter 12.16 "Traffic Control Devices" of the Palm Springs Municipal Code; 2. Direct the City Engineer to continue monitoring the intersections of S. Palm Canyon Drive and La Verne Way, and S. Palm Canyon Drive and Murray Canyon Drive, for correctable collisions over the next 12 months and re-evaluate warrants for multi- way stop controls at that time. ITEM NO. 6 City Council Staff Report August 3, 2016—Page 2 Approval of Multi-Way Stop Controls STAFF ANALYSIS: The City has received requests from residents living on Marigold Circle to evaluate the safety of the intersection of Bogert Trail with Marigold Circle. Marigold Circle is a short cul-de-sac extending south of Bogert Trail intersecting at a curved alignment in Bogert Trail. There are four lots (three existing homes and one vacant lot) that take access from Marigold Circle. The intersection of Bogert Trail and Marigold Circle is located approximately 380 feet west of the intersection of Bogert Trail and Goldenrod Lane, which has a multi-way stop control. There are no other intersections along Bogert Trail that have stop controls on Bogert Trail, (all other side streets with Bogert Trail are stop- controlled and traffic along Bogert Trail is free-flowing with the exception at Goldenrod Lane). Generally, the MUTCD provides guidance on the installation of multi-way stop controls when warranted by a history of vehicular crashes at the intersection, or when the vehicular volume of the side street reaches a certain proportion of the vehicular volume on the major street. The MUTCD provides clear guidance that multi-way stop controls are not to be used for traffic calming purposes, as a method to reduce speed. Multi-way stop controls are only to be recommended and installed when warrants are satisfied pursuant to the MUTCD, or to address safety issues as identified in a traffic engineering study. The intersection of Bogert Trail and Marigold Circle is located on a curved alignment, and residents living on Marigold Circle requested the City to evaluate the safety of the intersection with regard to the ability to adequately see east and west along the approaches of Bogert Trail to the intersection with Marigold Circle. Staff evaluated the intersection, and documented some fencing and vegetation within the sight distance extending east and west along Bogert Trail at the intersection with Marigold Circle, and determined to have the City's on-call traffic engineering firm, Albert A. Webb & Associates, ("Webb"), perform a formal traffic engineering study to evaluate the warrants for a multi-way stop control at this intersection. In March 2016, the City requested Webb to perform a traffic engineering study of the Bogert Trail and Marigold Circle intersection, and on April 6, 2016, Webb submitted their analysis recommending installation of a multi-way stop control at the intersection; a copy of Webb's traffic engineering study is included as Attachment 1. Also, in April 2016, the City requested Webb to perform a traffic engineering study of the three intersections of S. Palm Canyon Drive at La Verne Way, Murray Canyon Drive and Bogert Trail, and on May 10, 2016, Webb submitted their analysis initially recommending installation of a multi-way stop control at two of the three intersections, (the intersection of S. Palm Canyon Drive at Bogert Trail does not meet warrants for a multi-way stop); a copy of Webb's traffic engineering study is included as Attachment 2. Upon further review by the City Engineer and in discussion with Webb, Webb has amended the recommendations for installation of multi-way stop controls at the other two studied intersections on S. Palm Canyon Drive. Specifically, Webb has made the following recommendations. Bogert Trail at Marigold Circle Webb has determined that there is insufficient stopping sight distance for vehicles exiting Marigold Circle onto Bogert Trail, stating: 05 City Council Staff Report August 3, 2016-- Page 6 Approval of Multi-Way Stop Controls The stopping sight distance is measured 15 feet from the edge of the traveled way and at height of 3.5 feet (the driver's eye level). As shown in the exhibit there are currently trees and a non-negotiable 3.5-foot high utility fence obstructing the view of a driver traveling east on Bogert Trail or departing Marigold Circle. in addition, the exhibit shows the curve view obstruction of a driver traveling west on Bogert Trail or departing the cul-de-sac. Therefore, there is not a clear line of sight in all directions to make safe ingress and egress movements at the intersection of Marigold Circle and Bogert Trail. Webb has prepared an exhibit showing the stopping sight distance evaluation at the intersection, which is included as Figure 5 on the next page. Installing stop controls on Bogert Trail at Marigold Circle is not warranted based on crash history or traffic volume; however, stop controls regulating traffic on Bogert Trail to benefit the four properties that take access from Marigold Circle is justified on the basis of the traffic engineering study which has determined an inability to safely see sufficiently east and west of the intersection. Webb's recommendation states: As previously discussed the nominal traffic negotiating egress and ingress movements at the minor leg of the intersection would not warrant a signal or a multi-way stop control at Marigold Circle and Bogert Trail. However, a multi-way stop is recommended as a safety measure to prevent potential collisions due to sight obstruction. Installation of a multi-way stop control is recommended to ensure the intersection is safe to negotiate for vehicles entering Bogert Trail from Marigold Circle. S. Palm Canyon Drive at La Verne Way This intersection does not meet warrants for a multi-way stop based on crash volume or traffic volumes. However, on the basis of the traffic engineering study, Webb initially recommended installation of a multi-way stop, stating: Lilliana Drive is located approximately 27' south of La Verne Way making the approaches to the intersection misaligned. The unique geometry of the intersection may cause confusion, conflicts, or close calls for vehicles turning left from the minor approaches. Installing a multi-way stop at this intersection can eliminate confusion for vehicles making left turns from Lilliana Drive and La Verne Way... A multi-way stop is recommended as a safety measure at the intersection of South Palm Canyon Drive and La Verne Way/Lilliana Drive to prevent potential collisions due to abnormal intersection geometry. Based on the MUTCD multi-way stop considerations are not only based on traffic volumes, but as a necessary measure where there is a need to control left-turn conflicts. Therefore, the installation of a multi-way stop control at the intersection of South Palm Canyon Drive and La Verne Way/Lilliana Drive is recommended. However, upon further review, Webb is recommending that City monitor this intersection for correctable collisions over the next 12 months and re-assess the intersection after that time frame. S. Palm Canyon Drive at Murray Canyon Drive This intersection does not meet warrants for a multi-way stop based on crash volume or traffic volumes. However, on the basis of the traffic engineering study, Webb initially recommended installation of a multi-way stop, stating: Sight distance for the westbound approach of the intersection may be impeded due to nearby trees on the southern side of the intersection. As shown in Exhibit 2, there are four tall palm trees within the restricted use area. The curved geometry of the northbound approach along with the location of the four palm trees may cause sight distance issues for westbound traffic. Installing a multi-way stop control at this intersection can eliminate the sight distance issue... A multi-way stop is recommended as a safety measure at the intersection of South Palm Canyon Drive and Murray Canyon Drive to 08 City Council Staff Report August 3, 2016 -- Page 9 Approval of Multi-Way Stop Controls prevent potential collisions due to sight distance issues. Based on the MUTCD multi-way stop considerations are not only based on traffic volumes, but as a necessary measure where there is a need to require all approaches to stop at the intersection. Therefore, the installation of a multi-way stop control at the intersection of South Palm Canyon Drive and Murray Canyon Drive is recommended. However, upon further review, Webb is recommending that City monitor this intersection for correctable collisions over the next 12 months and re-assess the intersection after that time frame, and to evaluate potential removal of the sight distance obstructions (i.e. palm trees and vegetation) located along the east side of S. Palm Canyon Drive south of Murray Canyon Drive. S. Palm Canyon Drive at Bogert Trail This intersection does not meet warrants for a multi-way stop based on crash volume or traffic volumes, and on the basis of the traffic engineering study, Webb does not recommend installation of a multi-way stop at this intersection. ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301(c), staff has determined that installation of multi-way stop controls on an existing City street is considered categorically exempt from CEQA. Webb has prepared this Multi-Way Stop intersection analysis to evaluate the adequacy of the sight distance for the intersection of Marigold Circle and Bogert Trail in the City of Palm Springs. The intersection of Marigold Circle and Bogert Trail is located within a residential zone. The "T" intersection operates as a one-way stop controlled intersection. Marigold Circle is a 30' wide undivided two lane north-south cul-de-sac. A nominal number of vehicles enter and exit Marigold Circle. This roadway serves four local residential homes. The intersecting street, Bogert Trail, is a 40' wide undivided two lane east-west local roadway with a posted speed limit of 30 mph. The intersection is located along a curve making ingress and egress movements difficult to negotiate. This multi-way stop intersection analysis was prepared in accordance with Section 2B.07 Multi-Way Stop Applications of the 2014 California Manual on Uniform Traffic Control Devices (MUTCD). In accordance with the guidance measures under the multi - way stop control certain restrictions should be followed. As directed by Option C of the guidance measures described below, this analysis was prepared for a residential intersection where the installation of multi-way stop control would improve traffic operational characteristics of the intersection and improve safety of pedestrian's bicyclist and all road users. Guidance: 03 The decision to install multi-way stop control should be based on an engineering study. 04 The following criteria should be considered in the engineering study fora multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches)averages at least 300 vehicles per hour for any 8 hours of an average day;and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches)averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour;but 3. if the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. 12 D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Option: 05 Other criteria that may be considered in an engineering study include: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is notable to negotiate the intersection unless conflicting cross traffic is also required to stop;and D. An intersection of two residential neighborhood collector(through)streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection. For the purposes of this analysis, stopping and corner sight distances have been evaluated. Stopping sight distance is used at locations to determine if the view ahead of a driver is sufficient to allow a driver to stop and avoid an unsafe maneuver made by conflicting traffic. Corner sight distance is used to determine the distance required for a driver to judge the relative position and speed of approach traffic to make a safe maneuver from a stop.A 7-1/2 second criterion is normally applied to all lanes of through traffic in order to cover all possible maneuvers by the vehicles at the crossroad as stated in the Caltrans Highway Design Manual (HDM) Table 405.1A. Stopping sight distance was evaluated on Bogert Trail, while corner sight distance was used to evaluate egress movements for vehicles departing the cul-de-sac. Based on Table 201.1 of the Caltrans HDM and the Riverside County Intersection Sight Distance Standard No. 821 a 200-foot unobstructed view is required as stopping sight distance for vehicles approaching the cul-de-sac road via Bogert Trail. Furthermore, to evaluate corner sight distance, Table 405.1 of the Caltrans HDM requires a 330 foot unobstructed view for a vehicle to depart the cul-de-sac safely. The stopping sight distance is measured 15 feet from the edge of the traveled way and at height of 3.5 feet (the driver's eye level). Safety concems associated with multi-way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal. 02 The restrictions on the use of STOP signs described in Section 213.04 also apply to multi-way stop applications. Guidance: 03 The decision to install multi-way stop control should be based on an engineering study. 04 The following criteria should be considered in the engineering study for a multi-way STOP sign installation: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control tra#ic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. If the 851n percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excludedfrom this condition. Vehicles controlled by a YIELD sign need to slow down to a speed that is reasonable for the existing conditions or stop when necessary to avoid interfering with conflicting traffic. For a channelized turn lane that is separated from the adjacent travel lanes by an island, even if the adjacent lanes at the intersection are controlled by a highway traffic control signal or by a STOP sign. D. At an intersection where a special problem exists and where engineering judgment indicates the problem to be susceptible to correction by the use of the YIELD sign. E. Facing the entering roadway for a merge-type movement if engineering judgment indicates that control is needed because acceleration geometry and/or sight distance is not adequate for merging traffic operation. Webb Associates (WEBB) has prepared this multi-way stop intersection analysis to determine if multi-way stop control warrants are met at the intersections of South Palm Canyon Drive/La Verne Way, South Palm Canyon Drive/Murray Canyon Drive, and South Palm Canyon Drive/Bogert Trail in the City of Palm Springs (City). All three intersections are located within residential areas, but not necessarily residence districts as defined in the California Vehicle Code Section 515. The intersection of South Palm Canyon Drive/La Verne Way operates as a two-way stop controlled intersection. The intersections of South Palm Canyon Drive/Murray Canyon Drive and South Palm Canyon Drive/Bogert Trail operate as one-way stop controlled intersections. South Palm Canyon Drive is a 64' wide 4 lane undivided secondary thoroughfare per the City's General Plan. The roadway runs north-south and is built out to its ultimate width. The roadway is one of the main routes that connects the heavily residential southern portion of the City to other areas of the City. South Palm Canyon Drive has posted speed limits of 40 mph and an 851-percentile speed of 47 mph based on the approved 2013 City-Wide Speed Zone Surveys dated October 8, 2013 (Speed Survey). La Verne Way is a 64' wide 2 lane residential street and is the fourth leg of the South Palm Canyon Drive/La Verne Way intersection. The roadway runs east-west and is built out to its ultimate width. This roadway is a main route that serves nearby residential areas. La Verne Way has posted speed limits of 40 mph and an 85`h-percentile speed of 44 mph based on the approved Speed Survey. Lilliana Drive is a 38' wide 4 lane undivided secondary thoroughfare per the City's General Plan. The roadway runs east-west and is built out to its ultimate width.This roadway serves 12 single family residential homes. There is no posted speed limit on Lilliana Drive. Murray Canyon Drive is a 64' wide 4 lane undivided secondary thoroughfare per the City's General Plan. The roadway runs east-west and is built out to its ultimate width. This roadway serves nearby residential areas. Murray Canyon Drive has posted speed limits of 50 mph and an 85'h-percentile speed of 48 mph based on the approved Speed Survey. Bogert Trail is a 40' wide 2 lane undivided collector roadway per the City's General Plan. The roadway runs east-west and is built out to its ultimate width. Upon review of the pedestrian crossing counts at each of the intersections, it was determined that there was no need to control vehicle/pedestrian conflicts as the pedestrian volumes were not very high or consistent. None of the studied roadways can be considered as residential neighborhood collector streets. South Palm Canyon Drive at La Verne Way/Lilliana Drive The intersection of South Palm Canyon Drive at La Verne Way/Lilliana Drive was first analyzed to determine if a traffic signal was warranted at the location. However, the counted volumes did not meet any of the traffic signal warrants in the MUTCD. Intersection crash data was acquired using the Statewide Integrated Traffic Records System (SWITRS) for the last two years to determine if the intersection met the crash warrant. There was one correctable crash at the intersection of South Palm Canyon Drive at La Verne Way/Lilliana Drive in that timeframe. The collected intersection volumes were analyzed for this intersection per the MUTCD. The intersection volumes did not meet the MUTCD thresholds for a multi-way stop. 23 Lilliana Drive is located approximately 27' south of La Verne Way making the approaches to the intersection misaligned. The unique geometry of the intersection may cause confusion, conflicts, or close calls for vehicles turning left from the minor approaches. Installing a multi-way stop at this intersection can eliminate confusion for vehicles making left turns from Lilliana Drive and La Verne Way. The intersection sight distances for the minor street approaches were determined using the County of Riverside Standard 821. The recommended sight distances were overlaid onto a scaled aerial image of each intersection. 50 mph design speeds were used for all three intersections due to the 47 mph 85'h-percentile speed on South Palm Canyon Drive. Sight distances for the eastbound and westbound approaches of the intersection are unimpeded as shown in Exhibit 1. There are nearby trees for the eastbound approach on Lilliana Drive, but they appear to be just outside of the restricted use area. South Palm Canyon Drive at Murray Canyon Drive The intersection of South Palm Canyon Drive at Murray Canyon Drive was first analyzed to determine if a traffic signal was warranted at the location. However, the counted volumes did not meet any of the traffic signal warrants in the MUTCD. Intersection crash data was acquired using (SWITRS) for the last two years to determine if the intersection met the crash warrant. There were no correctable crashes at the intersection of South Palm Canyon Drive at Murray Canyon Drive in that timeframe. The collected intersection volumes were analyzed for this intersection per the MUTCD. The intersection volumes did not meet the MUTCD thresholds for a multi-way stop. Sight distance for the westbound approach of the intersection may be impeded due to nearby trees on the southern side of the intersection. As shown in Exhibit 2, there are four tall palm trees within the restricted use area. The curved geometry of the northbound approach along with the location of the four palm trees may cause sight distance issues for westbound traffic. Installing a multi-way stop control at this intersection can eliminate the sight distance issue. South Palm Canyon Drive at Bogert Trail The intersection of South Palm Canyon Drive at Bogert Trail was first analyzed to determine if a traffic signal was warranted at the location. However, the counted volumes did not meet any of the traffic signal warrants in the MUTCD. Intersection crash data was acquired using (SWITRS) for the last two years to determine if the intersection met the crash warrant. There were no correctable crashes at the intersection of South Palm Canyon Drive at Bogert Trail in that timeframe. The collected intersection volumes were analyzed for this intersection per the MUTCD. The intersection volumes did not meet the MUTCD thresholds for a multi-way stop. There are no sight distance issues at this intersection as shown in Exhibit 3. ■ Conclusion A multi-way stop is recommended as a safety measure at the intersection of South Palm Canyon Drive and La Verne Way/Lilliana Drive to prevent potential collisions due to abnormal intersection geometry. Based on the MUTCD multi-way stop considerations are not only based on traffic volumes, but as a necessary measure where there is a need to control left-turn conflicts. Therefore, the installation of a multi-way stop 24 control at the intersection of South Palm Canyon Drive and La Verne Way/Lilliana Drive is recommended. Exhibit 4 shows recommended placement of advance warning signs and pavement markings. A multi-way stop is recommended as a safety measure at the intersection of South Palm Canyon Drive and Murray Canyon Drive to prevent potential collisions due to sight distance issues. Racquet Club Road requested by the Little Tuscany Neighborhood Organization will be coming before the Council on August 3. Unfortunately I will be out of town and unable to attend, but I would like to share my views on this with the Council. As Co-Chair of the Little Tuscany Neighborhood Organization, I have been working for nearly one year to respond to neighborhood complaints and concerns about excessive vehicular speeds on W. Racquet Club Road. We held neighborhood meetings to discuss the situation and it was decided that we'd ask the City for help. We have had several meetings with City staff and have found them to be very helpful and responsive. As a result, it was determined that we would officially request traffic calming on this street. Various options were explored and the conclusion was that traffic calming via speed cushions was the best solution. A `Radar Truck' (not sure what it's really called) was parked on the street showing drivers how fast they were going. A survey of neighbors was then conducted by the city and the vote was in favor of this traffic calming measure. In my follow up with City staff, I leamed that this item was coming before you at your August 3 meeting, and on behalf of the Little Tuscany Neighborhood, I urge you to approve our request.
