SUBJECT: CONFLICT OF INTEREST CODE 2016 BIENNIAL NOTICE PURSUANT TO
THE POLITICAL REFORM ACT

SUMMARY
The City Council will receive and file the 2016 Local Agency Biennial Notice and direct
staff to make amendments to the City's Conflict of Interest Code for adoption.
RECOMMENDATION:
1. Receive and File the 2016 Local Agency Biennial Notice.
2. Direct staff to promulgate the necessary amendments and return to the City Council
in December for adoption pursuant to the Political Reform Act.
STAFF ANALYSIS:
The Political Reform Act requires every local government agency to review its Conflict of
Interest code biennially. On June 1, 2016, the City Council adopted Resolution No. 24044,
directing staff to review the City's Conflict of Interest Code and file the requisite 2016
Biennial Notice prior to September 21, 2016.
City staff reviewed the Conflict of Interest Code and noted areas that may require
amendments, as noted on the 2016 Local Agency Biennial Notice.
The City Council is the code reviewing body for the City. Therefore, staff is requesting the
City Council receive and file the 2016 Local Agency Biennial Notice, and direct staff to
make appropriate amendments for City Council adoption prior to December 31, 2016, as
required by the Political Reform Act.

help ensure public trust in government. The biennial review examines current programs to
ensure that the agency's code includes disclosure by those agency officials who make or
participate in making governmental decisions.

This agency's code accurately designates all positions that make or participate in the making of governmental
decisions. The disclosure assigned to those positions accurately requires that all investments, business
positions, interests in real property, and sources of income that may foreseeably be affected materially by the
decisions made by those holding designated positions are reported. The code includes all other provisions
required by Government Code Section 87302.
