HomeMy WebLinkAbout10/5/2016 - STAFF REPORTS - 1.A.CITY COUNCIL CITY OF PALM SPRINGS, CALIFORNIA SPECIAL MEETING MINUTES THURSDAY SEPTEMBER 22, 2016 HARD ROCK HOTEL, SECOND FLOOR FILLMORE ROOM CALL TO ORDER: Mayor Moon called the meeting to order at 9:35 a.m. ROLL CALL: PRESENT: Councilmember Foat, Councilmember Kors, Councilmember Roberts, Mayor Pro Tern Mills, and Mayor Moon. ABSENT: None. ALSO PRESENT: City Manager Ready and City Clerk Thompson. PUBLIC COMMENT: None. TEAM BUILDING SESSION FOR THE CITY COUNCIL AND MANAGEMENT STAFF, ESTABLISHING THREE YEAR GOALS AND SIX MONTH STRATEGIC OBJECTIVES: The session was facilitated by Marilyn Snider, and included the City Council and City Management Staff. The City Council and Staff identified strengths and accomplishments of the City of Palm Springs. The City Council and Staff identified internal weaknesses and challenges of the City of Palm Springs. The City Council and Staff identified factors and/or trends that may have a positive impact on the City of Palm Springs. The City Council and Staff reviewed the Mission Statement developed at the February, 2016 Strategic Planning Session and determined the Mission Statement continues to be relative and accurate: Palm Springs is an inclusive world -class city dedicated to providing excellent and responsive public services to enhance the quality of life for current and future generations. ITEM NO, I Q City Council Minutes September 22, 2016 Page 2 The City Council and Staff reviewed the four, three-year goals as follows developed at the February, 2016 Strategic Planning Session and determined the three-year goals continue to be relative and accurate : • Attract, develop, retain and increase quality staff. • Improve citywide technology capabilities. • Enhance and invest in public infrastructure. • Improve internal and external communication. The City Council discussed their roles, responsibilities and expectations of each other and the City Manager. The City Council and City Manager identified their individual priorities as follows: COUNCILMEMBER GINNY FOAT • Animal shelter • Homeless issue (including the west side shelter) • Neighborhood organizations • Downtown revitalization MAYOR ROBERT MOON • Community visibility of elected officials • More efficient use of Information Technology • Transparent and open finance and budgeting process, with community involvement COUNCILMEMBER J.R. ROBERTS • Preserve the character of the city and the things that make Palm Springs unique —our "village character" --even as we grow • Preservation of our natural hillsides • Restoration of reopening of La Plaza Theater • See our downtown development completed in a way that enhances what is there and brings in a new era and a new demographic • Get Indian Canyon going as an artery in both directions • Preserve Town and Country Center and ensure it is restored • Deal effectively with homeless 02 City Council Minutes September 22, 2016 Page 3 COUNCILMEMBER GEOFF KORS • Ensure Palm Springs is a healthy and sustainable city for our residents (environmentally, public safety) now and in the future • Make sure we have a vibrant economy that doesn't leave anyone behind • Have an ethical, transparent and efficient government • Ensure we get our fair share of resources from State and Federal government, and that we weigh in on the State and Federal issues that affect our residents MAYOR PRO TEM CHRIS MILLS • Maintain quality of development, while being a city that is open to development • Downtown renovation • General Plan update • Maintain the quality of life and why people move here —the scale and feeling of the city • Preserve important architecture and those parts of the city • Parks and Recreation CITY MANAGER DAVID READY • Have the best customer service • Galvanize the organization to move forward with development • Being a world class city • Make sure the Management Team has the resources they need to continue to operationalize their roles The City Council further discussed the priorities and developed the following City Council one-year priorities: CITY COUNCIL ONE-YEAR PRIORITIES September 2016 — September 2017 (not in priority order) Complete the downtown park Maintain and increase affordable housing Update comprehensive, citywide sign ordinance Increase grant funding and other fundraising Update the planned development process 03 City Council Minutes September 22, 2016 Page 4 The City Council and Staff established the next Strategic Planning session for March 13, 2017 starting at 8:30 a.m. to 4:00 p.m. ADJOURNMENT: The City Council adjourned at 3:45 p.m. to the next regular meeting Wednesday, October 5, 2016, at 6:00 p.m. Council Chamber, preceded by Closed Session, Small Conference Room, City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
