HomeMy WebLinkAbout10/19/2016 - STAFF REPORTS - 1.H.e ALM City Council Staff Report DATE: October 19, 2016 CONSENT AGENDA SUBJECT: PURCHASE 67 LAPTOP COMPUTERS AND ASSOCIATED HARDWARE FROM DELL INC. FROM: David H. Ready, City Manager BY: Bryan Reyes, Police Chief SUMMARY The Police Department currently has 63 Dell ruggedized laptop computers, 53 of which were purchased between 2010 and 2011. Those laptops lack the current technologies needed to maintain their effectiveness and more importantly they are out of warranty. In February of this year, City Council approved a staff report to purchase ten (10) brand new laptop computers that were in badly need of critical repairs. Purchasing and adding these new computers into patrol will allow Patrol Officers to continue their daily patrol tasks and functions without interruption. RECOMMENDATION: 1. Approve the purchase of 67 new 14" Laptop computers and associated hardware from Dell Inc. utilizing the national cooperative NASPO ValuePoint Agreement No. WN03AGW in the amount of $353,253.79. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Police Department's current fleet of Dell ruggedized laptops is over 5 years old. The computers lack current technology and are out of warranty. Due to the age of the computers Dell Inc. no longer provide service and replacement parts are no longer available. The Police Department's laptop computers are indispensable aides to Officers who respond to calls for service. The Officers utilize the laptops for report writing in the field, car to car communications, and communicating with Dispatch. With the increased personnel allocations for additional Police Officers, Animal Control Officers, and Community Service Officers, the Department need to purchase 67 more ITEM NO. i Yt City Council Staff Report October 19, 2016 Page 2 Purchase 67 New Dell Laptop Computers new laptops for a total of 77 for the year. The computers allow Officers to continue their daily tasks and functions without down time or service interruption. Pursuant to the provisions of the Procurement and Contracting Section 7.09.010 of the Palm Springs Municipal Code, the City Council may authorize the acquisition of equipment through a joint powers or other cooperative purchasing program. The City's Procurement Department participates in the National Association of State Procurement Officials (NASPO) ValuePoint program to further leverage the purchasing power of the City via the economies of scale afforded by pricing achieved from larger agencies via a competitive process that would likely be less than what we could obtain independently. Dell Inc. offers the needed computers and associated hardware through the NASPO ValuePoint Contract WN03AGW. FISCAL IMPACT: Funds are available in Account No. 260-4500-59493, Measure J Police Technology Enhancements, for the purchase 67 new 14" Laptop computers and associated hardware from Dell Inc. in the amount of $353,253.79.
