F pALM S,p c V N •a sr `oq C4<IFOit CITY COUNCIL STAFF REPORT DATE: October 15, 2016 CONSENT CALENDAR SUBJECT: PROPOSED RESOLUTION AND APPROVAL OF THE SUBMISSION OF A GRANT APPLICATION FOR THE CALIFORNIA YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM GRANT FOR ARTIFICIAL TURF FOR THE PALM SPRINGS STADIUM. Ready, City Manager BY: Department of Parks and Recreation SUMMARY The City Council will consider a resolution for submittal of a grant application to the State of California, Department of Parks and Recreation, Office of Grants and Local Services, for the Palm Springs Stadium infield and outfield replacement with artificial turf. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE APPLICATION FOR YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM GRANT." STAFF ANALYSIS: On March 5, 2002, California voters passed Proposition 40 by 56.8%, the $2.6 billion "California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002." The passage of Proposition 40 provided funds for local assistance grants. The California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 is intended to acquire and develop properties of the state park system, to acquire and develop neighborhood, community, and regional parks and recreation areas, for land, air and Water Conservation programs, including acquisition for those purposes, and to acquire, restore, preserve and interpret California's historical and cultural resources. Due to the severe drought conditions, the Governor's Water Conservation Executive Order B-29-15 requires California to save water, increase enforcement against water waste, invest in new water management technologies, and streamline government response. ITEM NO.�_ City Council Staff Report October 19, 2015-- Page 2 California Recreation Grant The replacement of Palm Springs Stadium infield and outfield grass with artificial turf will not only create new opportunities for the youth of Palm Springs, but it will have a major impact on water conservation. Based on a study done by Southern Nevada Water District the City would save approximately 5.9 million gallons of water per year (107,000 square feet of turf at 55 gallons of water per square foot) and 115,000 pounds of carbon footprint savings based on mowing every other week and fertilizing only 2 times per year. The estimated cost for the replacement of the infield and outfield grass at Palm Springs Stadium would be $1.2 million. The maximum grant amount that can be requested is $1,000,000. City Staff met with the principles of Palm Springs POWER, a substantial user of the Palm Springs Stadium, and they are in support of the application and the conversion to artificial turf. Should the State approve the grant, the normal City approval process would be applicable for a capital projects, including approval of the design and the project award by the City Council The project and the submission of the grant is consistent with the City Council three- year goal to Enhance and invest in Public Infrastructure, and the City Council one-year priority to Increase Grant Funding and Other Fundraising. In 2015, the City funded with local Quimby Funds, the successful Cerritos Field grass replacement to artificial turf project. FISCAL IMPACT: No fiscal impact to submit the grant application. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE APPLICATION FOR YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM GRANT FUNDS WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Youth Soccer and Recreation Development Program, setting up necessary procedures governing the application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the Applicant to certify by resolution the approval of application before submission of said application to the State; and WHEREAS, successful Applicants will enter into a contract with the State of California to complete the Grant Scope project. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY APPROVE THE FILING OF AN APPLICATION FOR THE PALM SPRINGS STADIUM FIELD INFIELD REPLACEMENT: SECTION 1 . Certifies that said Applicant has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project. SECTION 2. Certifies that if the project is awarded the Applicant has or will have sufficient funds to operate and maintain the project. SECTION 3. Certifies that the Applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide. SECTION 4. Delegates the authority to the City Manager to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments, and payment requests, which may be necessary for the completion of the Grant Scope. SECTION 5.
