4�I V A LM Spy .y e u m FOAN�P City Council Staff Report Date: October 19, 2016 CONSENT CALENDAR Subject: ACCEPTANCE OF THE FIRE STATION NO. 2 APPARATUS DOOR REPLACEMENT, CITY PROJECT NO. 15-08 From: David H. Ready, City Manager Initiated by: Engineering Services Department SUMMARY Formal City Council acceptance of the Fire Station No. 2 Apparatus Door Replacement, City Project No. 15-08, is required to document the completion of the public works improvement, and to allow the City's filing of a Notice of Completion with the Riverside County Recorder in accordance with Section 9200 of the California Civil Code. RECOMMENDATION: 1) Accept the public works improvement identified as Fire Station No. 2 Apparatus Door Replacement, City Project No. 15-08, as completed in accordance with the plans and specifications; and 2) Authorize the City Engineer to execute and file for recordation with the Riverside County Recorder a Notice of Completion for Fire Station No. 2 Apparatus Door Replacement, City Project No. 15-08. STAFF ANALYSIS: On January 13, 2016, the City Council awarded a construction contract to Precision Garage Doors and Gates, Inc., in the amount of $40,725 for the Fire Station No. 2 Apparatus Door Replacement, City Project No. 15-08, (the 'Project"). The scope of the Project included removing four existing overhead sectional door systems and installing four new double panel 2-inch thick insulated aluminum overhead sectional door systems complete. The scope of work required new electric motor operators, aluminum alloy stiles and rails, aluminum panels (matching the existing exterior finish), section seals, clear tempered glass windows, mountings, tracks, counterbalance systems, and all necessary hardware. An aerial map of the site is identified below. fTEM NO._ �V� City Council Staff Report October 19, 2016— Page 2 Acceptance of City Project 15-08 do 771 1� t Imo' Location Map Throughout construction of the Project one contract change order was approved as follows: • Construction Contract Change Order 1 (CC01) in the amount of $3,055 was approved by the City Engineer on July 27, 2016, to revise the original indicated insulated aluminum door with a polyurethane insulated steel door to achieve the thermal efficiency specified in the Special Provisions. In addition, new exterior surface mount control switches to replace the existing door controllers were added to the construction contract. The final cost of the Project was increased by $3,055 from the original awarded contract amount of $40,725 for a final contract amount of $43,780; copy of CCO1 is included as Attachment 1. As determined by City staff, the Contractor satisfactorily completed the Project on September 27, 2016. Staff recommends that the City Council accept the Project as required by Section 9200 of the California Civil Code, and authorize the City Engineer to file and record a Notice of Completion within 15 days of the City Council's action. A copy of the Notice of Completion to be submitted to the County is included as Attachment 2. ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines 02 City Council Staff Report October 19, 2016-Page 2 Acceptance of City Project 15-08 are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standard of public health and safety; therefore, the Fire Station No. 2 Apparatus Door Replacement, City Project No. 15-08, is considered categorically exempt from CEQA, and a Notice of Exemption has been prepared and filed with the Riverside County Clerk. FISCAL IMPACT: The Project was funded through Measure J Fund (Fund 260) Account No. 260-4500- 59470. During construction additional work via CC01 in the amount of $3,055 was approved resulting in a final construction contract amount of $43,780. Table 1 below is a summary of the total costs incurred for the Project. Since this project is a maintenance effort, the Finance Department does not need to add the cost of this project to the City's fixed asset system, as no new assets have been created in compliance with Governmental Accounting Standard Board (GASB) 34 Standards for Financial Reporting of Infrastructure Assets. Apparatus Doors: The originally specified aluminum paneled apparatus doors were not able to provide sufficient thermal efficiency. For this reason it was determined that an alternative polyurethane insulated steel door should be utilized. The contractor is to provide four (4) Clopay Model 3722, Flush, energy series, polyurethane insulated, Intellicore, steel doors, complete and in place in accordance with the contract documents. Model 3722 doors are to be provided with two panels of 'Full View windows on each door. it is agreed that theses alternate door products will result in a total increased cost of $2,250.00. Doors are to be painted to match the existing door color. This is a lump sum/agreed price and no further payment will be made therefore. B. Control Stations: Seven (7) new Denco Model 3Bxt, exterior, surface mount, control stations will be provided and installed to replace the existing door controllers. Control stations are to provide for Open/Close/Stop functions. Control stations will be provided and installed at the lump sumlagreed price of $805.00 and no further payment will be made therefore.
