FRANCIS ELECTRIC, LLC, FOR REPAIRS AND INSTALLATION OF IN-GROUND LIGHTED CROSSING SYSTEMS AT VARIOUS LOCATIONS, CITY PROJECT NO. 16-16 FROM: David H. Ready, City Manager BY: Engineering Services Department SUMMARY: Approval of this item will authorize issuance of a purchase order in the amount of $295,450 to St. Francis Electric, LLC, to complete removal of existing and installation of new in-ground illuminated crosswalks at various existing pedestrian crosswalk locations; this work has been identified as City Project No. 16-16. RECOMMENDATION: 1. Authorize a Purchase Order in the amount of $295,450 to St. Francis Electric, LLC, pursuant to the "on-call" traffic signal maintenance services contract, (A6858), to complete removal of existing and installation of new in-ground illuminated crosswalks at various existing pedestrian crosswalk locations, City Project No. 16- 16; 2. Authorize the City Manager to execute all necessary documents. BACKGROUND: On June 1, 2016, City Council approved an "on-call" traffic signal maintenance services contract with St. Francis Electric, LLC, Agreement No. 6858. In accordance with this agreement, St. Francis Electric provides routine traffic signal maintenance services, and can provide installation of new traffic signal equipment upgrades (as needed) associated with the City's traffic signals, flashing beacon assemblies, in-pavement [or in-ground] illuminated crosswalks, and rectangular rapid flashing beacons (RRFB) and related traffic signal improvements. The City has several in-ground illuminated crosswalks, however, many of them have failed and require removal and replacement. Existing in-ground illuminated crosswalks that have failed and that are no longer functioning are located at crosswalks near two ITEM NO. 1� City Council Staff Report October 19, 2016- Page 2 Approval of Purchase Order for St. Francis Electric, LLC (CP 16-16) schools and at the Desert Regional Hospital, identified in Locations 1-3. Although the in-ground illuminated lights are not operating, these crosswalk locations continue to be protected with operable 12" flashing beacons systems to adequately warn drivers of pedestrians crossing at that location. However, staff recommends that these inoperable in-ground illuminated crosswalk systems be removed and replaced with new in-ground lighted crossing systems, manufactured by Lanelight. Existing equipment, such as poles, push buttons, and electrical wiring will remain in place and is compatible with the new equipment to be installed. Palm Canyon Dr. and Indian Canyon Dr. nearly 3 years ago as part of City Project 13-10. The four crosswalk locations are identified below in Figure 1. Adding the in-ground illuminated crosswalk systems to the rectangular flashing beacon systems will further enhance the safety of pedestrians crossing at these locations. The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; therefore, the Replacement and Installation of In-Ground Lighted Crossing Systems at Various Existing Pedestrian Crossing Locations, City 04 City Council Staff Report October 19, 2016 - Page 5 Approval of Purchase Order for St. Francis Electric, LLC (CP 16-16) Project No. 16-16, is considered categorically exempt from CEQA, and a Notice of Exemption has been prepared and will be filed with the Riverside County Clerk and is included as Attachment 2. FISCAL IMPACT: Staff requested pricing from St. Francis Electric on removal and replacement of existing in-ground illuminated crosswalk systems at the 3 locations where the existing systems no longer operate, as well as proposals for new in-ground illuminated crosswalk systems to add to the rectangular flashing beacon systems at the four locations where new pedestrian crosswalks were recently added in the Uptown Design District. The pricing for all of the requested work is summarized in Table 1. Pursuant to the on-call agreement with St. Francis Electric, all work provided is subject to prevailing wages, and the pricing reflects payment of prevailing wage rates. The 2016/2017 fiscal year budget allocated $245,173 in Fund 133 to unscheduled capital projects, for use as projects were identified and recommended for funding throughout the year. Additional budget of $142,769 was appropriated in Fund 133 from the Prop 42 Replacement funds and is available for street and traffic signal maintenance work.
