PALM CANYON DRIVE CORRIDOR ANALYSIS, APPROVAL OF PEDESTRIAN CROSSWALKS AT VIA LAS PALMAS AND STEVENS ROAD, AND AUTHORIZATION OF A PURCHASE ORDER IN THE AMOUNT OF $31,130 WITH ALBERT A. WEBB & ASSOCIATES FOR ENGINEERING DESIGN SERVICES FOR THE N. PALM CANYON DRIVE AT STEVENS ROAD AND VIA LAS PALMAS CROSSWALK INSTALLATIONS, CITY PROJECT NO. 16-13 FROM: David H. Ready, City Manager BY: Engineering Services Department SUMMARY: At the prior request of City Council, staff requested a traffic analysis of the N. Palm Canyon Dr. corridor between Tachevah Drive and Vista Chino by the City's on -call traffic engineering firm, Albert A. Webb & Associates, ("Webb"), to consider where pedestrian crosswalks may be appropriate and installed along this 0.5 mile long segment. The traffic analysis completed by Webb recommends the City consider providing protected pedestrian crosswalks at Via Las Palmas and Stevens Road. This action item would direct staff to proceed with the design of improvements to install new pedestrian crosswalks with curb pop -outs, rectangular flashing beacons, and in -ground illuminated crosswalk systems, at these two locations, and authorize a Purchase Order in the amount of $31,130 with Webb for traffic engineering design services associated with the N. Palm Canyon Drive at Stevens Road and Via Las Palmas Crosswalk Installations, City Project No. 16-13. RECOMMENDATION: 1. Authorize the City Engineer to install a protected pedestrian crosswalk at the intersection of N. Palm Canyon Drive and Via Las Palmas in accordance with Chapter 12.68 "Pedestrians' of the Palm Springs Municipal Code; 2. Authorize the City Engineer to install a protected pedestrian crosswalk at the intersection of N. Palm Canyon Drive and Stevens Road in accordance with Chapter 12.68 'Pedestrians" of the Palm Springs Municipal Code; ITEM NO. � L City Council Staff Report October 19, 2016 - Page 2 N. Palm Canyon Drive at Stevens Road and Via Las Palmas Crosswalk Installations, City Project No. 16-13; 4. Authorize the City Manager to execute all necessary documents. BACKGROUND: The segment of N. Palm Canyon Drive between Tachevah Drive and Vista Chino is one-half mile long, with five non -signalized intersections at: • Vereda Sur • Via Las Palmas • Vereda Norte • Camino Monte Vista • Stevens Road Figure 1 on the next page identifies the half mile corridor. Each of these five intersections do not have traffic signals, and do not have marked pedestrian crosswalks. In the past, staff has been questioned on the safety of pedestrian crossings along this segment of N. Palm Canyon Drive, and whether any of these intersections met warrants for installation of traffic signals, or could be improved with marked crosswalks, with flashing beacon systems and signage similar to other pedestrian crosswalks recently installed on N. Palm Canyon Drive at W. Chino Drive, Merito Place, and El Alameda, and on N. Indian Canyon Drive at Granvia Valmonte. On November 6, 2013, the City Council approved Agreement No. 6443 with Albert A. Webb & Associates, ("Webb"), for "on -call' traffic engineering services on an as needed basis. Utilizing this on -call agreement, staff requested a proposal from Webb to prepare a traffic analysis for the N. Palm Canyon Drive corridor between Tachevah Drive and Vista Chino, and determine whether warrants for traffic signals or marked pedestrian crosswalks are satisfied. The decision to install a traffic signal at any intersection should be determined on the basis of a traffic engineering study, in accordance with guidelines identified in the California Manual on Uniform Traffic Control Devices ("MUTCD"). Generally, the MUTCD provides guidance on the installation of traffic signals, and identifies eight "warrants" related to traffic volumes, pedestrian volumes, school crossings, crash experience, interconnected corridor "roadway network", or railroad crossings. 02 City Council Staff Report October 19, 2016 - Page 3 N. Palm Canyon Dr. Crosswalks On September 27, 2016, Webb submitted its traffic analysis for the N. Palm Canyon Drive corridor, and determined the following conclusions: • Based on traffic counts taken June 23, 2016, the Average Daily Traffic ("ADT) on this segment of N. Palm Canyon Drive was 16,524 vehicles • None of the five intersections meet warrants established by the MUTCD for traffic signal installations due to the low traffic volumes on the side streets • Pedestrian crosswalk analysis based on existing pedestrian crossing data and the MUTCD guidance criteria identified two new recommended protected pedestrian crosswalks at Via Las Palmas and Stevens Road Painting crosswalks on City streets should only occur when recommended through a traffic analysis following MUTCD guidance criteria. The traffic analysis completed by Webb was prepared in accordance with Section 3B.18 Crosswalk Markings of the 2014 California Manual on Uniform Traffic Control Devices (MUTCD) provided below. 08 Crosswalk lines should not be used indiscriminately. An engineering study should be performed before a marked crosswalk is installed at a location away from a traffic control signal or an approach controlled by a STOP or YIELD sign. The engineering study should consider the number of lanes, the presence of a median, the distance from adjacent signalized intersections, the pedestrian volumes and delays, the average daily traffic (ADT), the posted or statutory speed limit or 85th-percentile speed, the geometry of the location, the possible consolidation of multiple crossing points, the availability of street lighting, and other appropriate factors. 09 New marked crosswalks across uncontrolled roadways should include alone, without other measures designed to reduce traffic speeds, shorten crossing distances, enhance driver awareness of the crossing, and/or provide active warning of pedestrian presence, should not be installed across uncontrolled roadways where the speed limit exceeds 40 mph and either. - A. The roadway has four or more lanes of travel without a raised median or pedestrian refuge island and an of 12, 000 vehicles per day or greater; or B. The roadway has four or more lanes of travel with a raised median or pedestrian refuge island and an ADT of 15,000 vehicles per day or greater. 09a If a marked crosswalk exists across an uncontrolled roadway where the speed limit exceeds 40 mph and the roadway has four or more lanes of travel and an ADT of 12,000 vehicles per day or greater, advanced yield lines with associated Yield Here to Pedestrians (R1-5, RI-5a) signs should be placed 20 to 50 ft in advance of the crosswalk, adequate visibility should be provided by parking prohibitions, pedestrian crossing (W11-2) warning signs with diagonal downward pointing arrow (W16- 7p) plaques should be installed at the crosswalk, and a high -visibility crosswalk marking pattern should be used (See Figure 3B- 17(CA)). 0d City Council Staff Report October 19, 2016 - Page 5 N. Palm Canyon Dr. Crosswalks On the basis that the 85th percentile speed on N. Palm Canyon Drive exceeds 40 mph (it was determined at 48 mph in the 2013 Citywide traffic speed survey), and has an ADT of 16,524 exceeding 12,000 recommended by MUTCD, Webb has determined and recommends that protected crosswalks with advance yield markings and flashing beacon systems be installed at Via Las Palmas and Stevens Road. Conceptual exhibits showing how these protected crosswalks would be installed are identified in Figures 2 and 3. Figure 2 ALM CANYON DRIVE Figure 3 In addition to the flashing beacon systems and advance traffic striping and signage associated with marked pedestrian crosswalks, staff would recommend installation of in - ground illuminated crosswalk systems to further enhance the safety of pedestrians crossing at these locations. Palm Canyon Dr. Crosswalks ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301(c), staff has determined that installation of protected pedestrian crosswalks on an existing City street is considered categorically exempt from CEQA. FISCAL IMPACT: On January 2, 2014, the City conducted a bid opening for the Uptown Crosswalks, City Project No. 13-10, which was a capital project to construct and install four new protected crosswalks on N. Palm Canyon Drive at W. Chino Drive, Merito Place, and El Alameda, and on N. Indian Canyon Drive at Granvia Valmonte. The total cost of this prior project was $184,849 for four protected crosswalks. On the basis of this total cost, each protected crosswalk had a cost of $46,212 in January 2014; however, this cost excluded prevailing wages and in -ground illuminated crosswalk systems. Staff would increase the estimated cost for each crosswalk by 30% to account for prevailing wages, and generally increasing cost of labor and materials over the last 3 years, and add $40,000 as the cost of the in -ground illuminated crosswalk system at each location. Therefore, staff estimates the total construction cost for each protected crosswalk is $100,000 — or a total cost of $200,000. Webb has provided the City with a proposal to prepare plans, specifications and estimates for construction drawings to install the two recommended protected crosswalks, for a total not to exceed fee of $31,130; a copy of Webb's proposal is included as Attachment 2. Staff is recommending that this project be funded with budget appropriated in the Measure J Capital Improvement Fund (Fund 260) in two ways: 1) the design costs of $31,130 to be funded from the Non -Motorized Transportation Program ("NMTP") funding in Account No. 260-4500-59445; and 2) the construction costs of $200,000 from funding allocated to the Measure J Community Projects. 0S City Council Staff Report October 19, 2016 - Page 7 N. Palm Canyon Dr. Crosswalks On October 21, 2015, the City Council approved the Measure J "Community Projects" recommendations and three-year plan, and has subsequently appropriated Measure J funding for the first two years of the listed Community Projects; a copy of the October 21, 2015, staff report is included as Attachment 3. Identified as a project listed for Fiscal Year 2016/2017 is a proposed project to install a traffic signal at La Verne Way and Twin Palms Drive with a budget allocated of $200,000. Staff requested that Webb perform a traffic analysis to determine if traffic signal warrants were satisfied for a new traffic signal at La Verne Way and Twin Palms Drive, and Webb has confirmed that warrants are not satisfied. Therefore, the budget of $200,000 allocated from the Measure J Community Projects list is available to be reallocated to installation of the two new protected crosswalks on N. Palm Canyon Drive. Sufficient funds are budgeted and available in Account No. 260-4500-59445 to facilitate approval of a Purchase Order in the amount of $31,130 to Albert A, Webb & Associates for the N. Palm Canyon Drive corridor from Vista Chino to Tachevah Drive in the City of Palm Springs. Residents have raised safety concerns regarding pedestrians crossing N. Palm Canyon Drive at uncontrolled intersections. The analysis focuses on preventing pedestrian accidents while crossing this busy corridor. The segment analyzed is approximately 0.5 miles long and has no intermediate crosswalks for pedestrians to cross N. Palm Canyon Drive. Intermediate intersections have been identified between Vista Chino and Tachevah Drive to conduct signal warrant analysis. Five signal warrant analysis were conducted at the intersections of N. Palm Canyon Drive and Stevens Road, N. Palm Canyon Drive and Camino Monte Vista, N. Palm Canyon Drive and Vereda Norte, N. Palm Canyon Drive and Via Las Palmas and N. Palm Canyon Drive and Vereda Sur. In addition, a pedestrian crossing warrant analysis along N. Palm Canyon Drive was conducted. ■ Existing Roadway Conditions N. Palm Canyon Drive N. Palm Canyon Drive is classified as a Major Thoroughfare in the City of Palm Springs General Plan as approved in 2007. It is an undivided 4 lane roadway. N. Palm Canyon Drive has a posted speed limit of 40 mph and an 85th-percentile speed of 48 mph based on the approved 2013 City -Wide Speed Zone Surveys dated October 8, 2013 (Speed Survey). N. Palm Canyon Drive at Stevens Road The first intersecting street is Stevens Road. It is a 2 lane roadway classified as a 48' wide local road in the City of Palm Springs General Plan. The posted speed limit on Stevens Road is 25 mph. The nearest signalized intersection with accessible pedestrian crossings to the south is N. Palm Canyon Drive at Tachevah Drive approximately 1,900' south of Stevens Road. The nearest signalized intersection with accessible pedestrian crossings to the north is N. It is a 2 lane roadway classified as a 48' wide local road in the City of Palm Springs General Plan. The posted speed limit on Camino Monte Vista is 25 mph. The nearest signalized intersection with accessible pedestrian crossings to the south is N. Palm Canyon Drive at Tachevah Drive approximately 1,450' south of Camino Monte Vista. The nearest signalized intersection with accessible pedestrian crossings to the north is N. Palm Canyon Drive at Vista Chino approximately 1,110' north of Camino Monte Vista. The existing intersection is one-way stop controlled with traffic on Camino Monte Vista yielding to traffic on N. Palm Canyon Drive. Palm Canyon Drive and Vereda Sur intersection. ■ Data Collection Counts for the intersections of N. Palm Canyon Drive/Stevens Road, N. Palm Canyon Drive/Camino Monte Vista, N. Palm Canyon Drive/Vereda Norte, N. Palm Canyon Drive/Via Las Palmas and N. Palm Canyon Drive/Vereda Sur were collected on June 23, 2016. Vehicle turning movement counts were collected from 6:00 AM through 6:00 PM. In addition, pedestrian crossings and bicycle crossings were collected for the same time frame. The 2014 California MUTCD allows for bicycles to be counted as pedestrians or vehicles. Since there are no existing bicycle facilities at the intersection, the bicycle counts were added to the pedestrian counts as through movements. ■ Traffic Signal Warrant Analysis 2014 California MUTCD Traffic Signal Warrant Worksheets were completed using the collected traffic data for the intersections of N. Palm Canyon Drive/Stevens Road, N. Palm Canyon Drive/Camino Monte Vista, N. Palm Canyon Drive/Vereda Norte, N. Palm Canyon Drive/Via Las Palmas and N. Palm Canyon Drive/Vereda Sur. Only count data from June 23, 2016 was used in the traffic signal warrant analysis. N. Palm Canyon Drive N. Palm Canyon Drive has an 85th percentile speed of 48 mph. The 2014 California MUTCD allows the use of the 85th percentile speed in place of the posted speed limit when performing signal warrant analysis. N. Palm Canyon Drive at Stevens Road Stevens Road is considered to have one approach lane in each direction in the warrant analysis. None of the nine traffic signal warrants were satisfied. Warrant 1 (Eight Hour Vehicular Volume), Warrant 2 (Four Hour Vehicular Volume) and Warrant 3 (Peak Hour) were not satisfied as the traffic volume on Stevens Road was insufficient to satisfy the warrants. Similarly, the crossing pedestrian volumes (pedestrians crossing the major street) were low and did not satisfy Warrant 4. Warrant 5 was not analyzed as the intersection is not close to a school. Warrant 6 was not satisfied due to N. Palm Canyon Drive not having a prime direction of traffic flow that requires providing additional vehicular platooning adjustments. Collision history for Warrant 7 was reviewed to identify if five or more collisions have occurred at the intersection of N. Palm Canyon Drive/Stevens Road within a 12 month period; however, only three collisions occurred during that timeframe, which are not enough to satisfy the warrant. Warrant 8 was not satisfied as Stevens Road is not a major route and is not expected to contribute significant traffic volume in the future. Warrant 6 was not satisfied due to N. Palm Canyon Drive not having a prime direction of traffic flow that requires providing additional vehicular platooning adjustments. Collision history for Warrant 7 was reviewed to identify if five or more collisions have occurred at the intersection of N. Palm Canyon DriveNereda Sur within a 12 month period; however, only three collisions occurred during that timeframe, which are not enough to satisfy the warrant. Warrant 8 was not satisfied as Vereda Sur is not a major route and is not expected to contribute significant traffic volume in the future. Warrant 9 was not analyzed because the intersection is not near a grade crossing. ■ Pedestrian Crossing Warrant N. Palm Canyon Drive between Vista Chino and Tachevah Drive There are no protected pedestrian crossings in an approximate 0.5 mile distance between the intersections of N. Palm Canyon DriverVista Chino and N. Palm Canyon Drive/Tachevah Drive. Consequently, the need for one or more pedestrian crossings has been evaluated to reduce the risk of pedestrian casualties due to the lack of protected crosswalks and appropriate facilities. This pedestrian crossing analysis was prepared in accordance with Section 3B.18 Crosswalk Markings of the 2014 California Manual on Uniform Traffic Control Devices (MUTCD) provided below Guidance: 08 Crosswalk lines should not be used indiscriminately An engineering study should be performed before a marked crosswalk is installed at a location away from a traffic control signal or an approach controlled by a STOP or YIELD sign. The engineering study should consider the number of lanes, the presence of a median, the distance from adjacent signalized intersections, the pedestrian volumes and delays, the average daily traffic (AD7), the posted or statutory speed limit or 85th-percentile speed, the geometry of the location, the possible consolidation of multiple crossing points, the availability of street lighting, and other appropriate factors. 09 New marked crosswalks across uncontrolled roadways should include alone, without other measures designed to reduce traffic speeds, shorten crossing distances. enhance driver awareness of the crossing, and/or provide active warning of pedestrian presence, should not be installed across uncontrolled roadways where the speed limit exceeds 40 mph and either: A. Palm Canyon Analysis.doc Upon review of the pedestrian crossing counts it was determined that the roadway's 85th percentile speed exceeds 40 mph. N. Palm Canyon Drive has an approximate ADT of 16, 500 vehicles exceeding the 12,000 vehicles per day recommended by the MUTCD guidance as shown in Exhibit 1. In addition, exhibit 1 shows the location of existing street lighting, red curb areas, bus stops, establishments and the geometry of the intersections. One street light is located on the north east corner of N. Palm Canyon Drive and Stevens Road and one on the south east corner of N. Palm Canyon Drive and Camino Monte Vista. No lighting presence is observed south of Camino Monte Vista or west of N. Palm Canyon Drive. ■ Findings Vehicle Peak Hour Counts are illustrated in Exhibit 2. Peak hour counts at the five intersections show similar traffic patterns. Pedestrian volumes during the peak hour are highest at the intersections where the two bus stops are located. The observed twelve hour pedestrian volumes continue to show that pedestrian crossings are highest at bus stop locations as shown in Exhibit 3. Additionally, two local restaurants are located within the proposed location for new intersection crossings (Denny's north west of Vereda Sur and Chada Thai Cuisine south east of Camino Monte Vista). Exhibit 4 shows collision data used for the traffic signal warrants sorted by accident type at the five intersections analyzed. Ten collisions were recorded in total. One correctable pedestrian collision was recorded at the intersection of N. Palm Canyon Drive and Vereda Sur. Police records state that the incident occurred after 8:00 pm and there was poor street lighting in the area. Seven out of ten recorded collisions occurred due to unsafe lane changes, left -turn violations, and unsafe speed changes. ■ Recommendations The traffic signal warrant analysis at the intersections of N. Palm Canyon Drive/Stevens Road, N. Palm Canyon Drive/Camino Monte Vista, N. Palm Canyon DriveNereda Norte, N. Palm Canyon Drive/Via Las Palmas and N. Palm Canyon DriveNereda Sur indicate that none of the intersections meet the traffic signal warrant due to the low volumes observed at the minor streets. The pedestrian crosswalk analysis is based on existing pedestrian crossing data and the MUTCD guidance criteria. Section 38.18 Crosswalk Markings recommended that the engineering study consider the number of travel lanes, distance to the closest signalized intersection, pedestrian volumes and delays, average daily traffic (ADT), and speed limit to determine crosswalk placement at uncontrolled intersections. As stated under the MUTCD section 9a all roadways where the speed limit exceeds 40mph at a four lane roadway with an ADT greater than 12,000 shall provide advanced yield lines. In addition, adequate visibility and proper signage were recommended to be installed per the MUTCD guidance criteria. Pedestrian delay is observed at N. Palm Canyon as it is classified as a Major thoroughfare. In addition the MUTCD recommends enhancing driver awareness of the pedestrian crossings; therefore this analysis provides specific sign placement recommendations and installation of flashing beacons to enhance pedestrian safety. As a result, recommended locations for two new protected pedestrian crosswalks are provided at the intersections of N. Palm Canyon Drive/Stevens Road and N. Palm Canyon Drive/ Via Las Palmas. Both proposed pedestrian crossings are located within 250 feet from their respective bus stops where the peak hour and ADT crossings were recorded to be the highest. Existing driveways, proper lighting and intersection curb features at the intersections of N. Palm Canyon Drive/Camino Monte Vista, N. Palm Canyon DriveNereda Norte and N. Palm Canyon Drive due to the high 85'h-percentile speed of 48 mph. If the recommendations are implemented at least one crosswalk would be accessible for pedestrians every 1,050 feet or less from E Vista Chino to Tachevah Drive as shown in Exhibit 5. N. Palm Canyon Drive at Stevens Road The installation of a pedestrian crosswalk and bulb -outs are recommended at the intersection of N. Palm Canyon Drive and Stevens Road. Rectangular rapid -flashing beacons are recommended. Pavement markings and the recommended location of advance placement signs are shown in Exhibit 6. N. Palm Canyon Drive at Via Las Palmas The installation of a pedestrian crosswalk and bulb -outs are recommended at the intersection of N. Palm Canyon Drive and Via Las Palmas. Rectangular rapid -flashing beacons are recommended as well as the installation of a street light at the intersection's north-west corner. 'Ci 5 Exhibit "A" - Scope of Work CP16-13 N. Palm Canyon Drive Crosswalks at Stevens and Via Las Palmas in the City of Palm Springs Our scope of services is as follows: A. Topographic Survey: 1. WEBB will perform field surveys necessary for Via Las Palmas/South Palm Canyon Drive and Stevens Road/South Palm Canyon Drive intersections. 2. Topography will include, but not be limited to, all features within the existing right-of-way and width of 20 feet beyond or further if necessary. 3. The topography will extend 100' beyond intersections. 4. Topography will include curb & gutter, sidewalk, ADA ramps, cross gutter, pavement, driveways, utilities, sewer manholes, signing & striping, and trees. B. Street Improvement Plans: 5. WEBB will prepare street improvement plans for Via Las Palmas/South Palm Canyon Drive and Stevens Road/South Palm Canyon Drive intersections. 6. Street improvement plans will include removal of existing curb & gutter, sidewalk, ADA Ramps, roadway, and other obstructions. 7. Street improvement plans will show adjustment or relocation of existing utilities. 8. Street improvement plans will include construction of curb extension, sidewalk, ADA ramps, cross gutter, and roadway. 9. Curb and Gutter to be designed per City standards. Design existing adjacent asphalt to match existing street grade. 10.ADA Pedestrian Ramps to be designed per City and ADA standards. Design new or modify existing ramps as necessary for ADA compliance. 11.Identify trees, landscaping, grass areas, ornamental items, and sprinklers within proposed improvement areas to be protected in place, removed, and/or relocated. C. Flashing Warning System Plans (Electrical Plans): 12. Ready, City Manager At its September 17, 2015 meeting, the Measure J Commission recommended a list of Community Projects under the theme of "Pedestrian, Bicycle and Traffic Hot Spots" to be funded by the City Council over a three fiscal year period. This recommendation is the culmination of a lengthy Measure J Commission evaluation process, resulting from their solicitation of community projects. RECOMMENDATION: Approve Measure J recommended three year "Community Projects" plan: a) Fiscal Year 2015-16: Seventeen (17) projects estimated at $1,028,000; b) Fiscal Year 2016-17: Twenty (20) projects estimated at $965,000; c) Fiscal Year 2017-18: Nine (9) projects estimated at $1,202,000; 2. Authorize the City Manager to execute all budget transfers and amendments necessary to effectuate the City Council actions, subject to annual budget appropriations. STAFF ANALYSIS: In Fiscal Year 2014-15, the City Council approved the Measure J Commission's concept of a $1,000,000 annual set -aside for Community Projects. As part of this process, the Commission voted to endorse the theme "Pedestrian, Bicycle and Traffic Hot Spots" for the initial round of applications. Applications for these new projects were made available to the public and a total of 288 capital project suggestions were received from individuals, neighborhood organizations, and businesses. Actual project bid prices will likely differ depending upon the ultimate scope and timing of each project. Similarly, these "community projects," like other "multi -year" projects approved by City Council (e.g. bike lanes, Buzz transportation), will be designated as an earmark and require formal City Council appropriation in each individual fiscal year.
