SUBJECT: APPROVE THE STREET NAME OF DESERT INN DRIVE FOR THE
STREET SEGMENT PREVIOUSLY IDENTIFIED AS "MAIN STREET" IN
THE DOWNTOWN PALM SPRINGS PROJECT
FROM: David H. Ready, City Manager
BY: Office of the City Manager
SUMMARY:
At the October 19, 2016, City Council meeting, the Ad-Hoc Subcommittee
(Mills/Roberts) reported on the Subcommittee's recommendation to name the new
street segment previously identified as "Main Street" in the Downtown Palm Springs
Project as "Desert Inn Drive." This action would formally approve naming this new street
segment as "Desert Inn Drive."
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, APPROVING THE STREET NAME OF "DESERT
INN DRIVE" FOR THE NEW STREET SEGMENT PREVIOUSLY IDENTIFIED AS
"MAIN STREET" IN THE DOWNTOWN PALM SPRINGS PROJECT, LOCATED
IMMEDIATELY NORTH OF AND PARALLEL WITH TAHQUITZ CANYON WAY
BETWEEN MUSEUM DRIVE AND N. PALM CANYON DRIVE."
BACKGROUND:
The Downtown Palm Springs Project will construct one new street located immediately
north of and parallel with Tahquitz Canyon Way between Museum Drive and N. Palm
Canyon Drive, that has unofficially been identified as "Main Street." The City Council
previously discussed determining an official name for this street, and assigned the issue
to an Ad-Hoc Subcommittee consisting of Mayor Pro-Tem Mills and Council Member
Roberts. The Ad-Hoc Subcommittee met and identified a proposed street name of
"Desert Inn Drive," which was reported to the City Council at its October 19, 2016,
meeting. At the direction of the City Council at that time, this item is being presented for
the City Council to give full consideration of approving the proposed street name of
"Desert Inn Drive."

Approval of Purchase Order for Harris &Associates (CP 16-04)
Chapter 14.08 "Street Name Changes," of the Palm Springs Municipal Code regulates
the process for initiating the change of a street name for existing City streets. However,
Chapter 14.08 does not regulate the naming of new City streets, which is regulated by
California Government Code Section 34091.1, which states:
Whenever the legislative body finds that a name should be adopted and applied to any
city street, or that the existing name of any city street should be changed, the legislative
body may adopt a resolution designating a name for, or change the name of, such
street.
In this case, if it is the desire of the City Council to officially designate the name "Desert
Inn Drive" to the new street to be constructed within the Downtown Palm Springs
Project located immediately north of and parallel with Tahquitz Canyon Way between
Museum Drive and N. Palm Canyon Drive, the City Council may adopt the
recommended Resolution.
ENVIRONMENTAL IMPACT:
Section 15061 (b)(3) of the California Environmental Quality Act ("CEQA") Guidelines
exempts activities that are covered under the general rule that CEQA applies only to
projects that have the potential to cause significant effects on the environment. Where
it can be seen with certainty that there is no possibility the activity in question may have
a significant effect upon the environment, the activity is not subject to CEQA. The
requested action is related to the approval of a street name for a new City street, which
itself will not result in any new direct physical impacts to the environment. Therefore,
the requested action is considered exempt from CEQA.
FISCAL IMPACT:
None.
