SUBJECT: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID THE ADA CURB RAMPS PROJECT,
CITY PROJECT NO. 16-09.

SUMMARY
The construction documents (plans and specifications) have been completed, and in
accordance with Section 7.03.040 of the Procurement and Contracting Code the City
Council is required to approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
action will allow staff to proceed with bidding of this capital project, with an estimated
construction cost of$102,000.
RECOMMENDATION:
Approve the plans, specifications and estimate and authorize staff to advertise and
solicit bids for the ADA Curb Ramp project, City Project No. 16-09.
STAFF ANALYSIS:
The proposed ADA curb ramp work includes, but is not limited to, the reconstruction of
existing curb ramps, upgrade nonconforming curb ramps, and all other appurtenant
work at the locations listed in the attached ADA Curb Ramps Lists (Attachment 1).
Engineering Services Department field selected the locations identified in the Vicinity
Map, representing an estimated construction cost of $102,000 that includes ramp
reconstruction and modifications. Project locations are limited to Ramon Road including
reconstruction of 43 existing curb ramps, and modification of 4 existing curb ramps as
shown on the Vicinity Map included as Attachment 2.
With City Council's approval, staff will advertise the project for bids in the Desert Sun,
submit the Notice Inviting Bids to plan rooms, and provide the bid documents available
free of charge to prospective bidders. Copies of the construction drawings and contract

specifications for the Project are on file with the Engineering Services Department. The
following tentative schedule has been identified for the bid process:
Notice Inviting Bids issued and posted: December 17, 2016
Deadline for receipt of bids: 3:00 PM, January 24, 2017
Contract awarded by City Council: March 8, 2017
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions
of CEQA. In response to that mandate, the Secretary for Resources identified classes
of projects that do not have a significant effect on the environment, and are declared to
be categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects
consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing public structures, facilities, mechanical equipment involving
negligible or no expansion of use beyond that existing at the time of the lead agency's
determination. Therefore, in accordance with Section 15301(a), staff determined that
the ADA Curb Ramps Project, City Project No. 16-09, is considered categorically
exempt from CEQA and a Notice of Exemption was prepared and will be filed with the
Riverside County Clerk.
FISCAL IMPACT:
Sufficient funds are available in the Special Gas Tax Fund (Fund 133), account number
133-4298-50251. The estimated total cost of the project is $117,000 and Table 1
summarizes the estimated expenditures.
