AND THE RIVERSIDE COUNTY EMERGENCY MANAGEMENT
DEPARTMENT IN THE AMOUNT OF $132,000 AND APPROVE THE
PURCHASE OF 46 NEW TACTICAL VESTS.

SUMMARY
It is recommended that the City Council authorize the City Manager to accept $132,000
in State Homeland Security Program (SHSP) grant funding for the Police Department to
purchase 46 Project 7 tactical protective vests for the Desert Regional SWAT team from
Aardvark.
The expectation purpose of the grant is for this tactical response equipment to be used
by officers of the Desert Regional SWAT team to prevent, deter, respond to and recover
from threats and incidents of terrorism, both foreign and domestic.
RECOMMENDATION
1) Accept a grant from the California Governor's Office of Emergency Services
through the Riverside County Office of Emergency Services in the amount of
$132,000.
2) Authorize the purchase of 46 new Project 7 tactical protective vests from
Aardvark in the amount of to $132,369.60.
3) Authorize the City Manager to execute all necessary documents.

STAFF ANALYSIS
The Desert Regional SWAT Team is a regional collaboration of the Palm Springs,
Cathedral City, and Indio Police Departments. The team serves a combined population
of over 180,000 residents and over 4,000,000 visitors to the area annually. In addition,
these cities host events and at locations that have an elevated threat level for a terrorist
incident. The team is utilized to enhance regional terrorism preparedness and has
developed integrated systems for terrorism prevention, protection, and response.
The 46 members of the team require tactical body armor to protect them in their duties.
The team's current tactical body armor has a manufacture recommended five year life
span, which is set to expire during fiscal year 2016/2017. The manufacture will not
warranty vests beyond that point.
The Police Department has successfully been using the Project 7 tactical vest brand
from Aardvark for the last 5 years. The department field tested several other models,
but after careful consideration and the unique features and benefits, including the
lightweight material and breathability of the Project 7 brand that is critical to extended
use in our challenging summer desert climate, the department requests approval to
replace like-for-like with the updated version to maintain standardization of officer
personal safety equipment as allowed under Section 7.05.040 (3) of the Municipal
Code. Purchasing protective body armor is essential to the readiness of the 46 person
regional team ensuring that national and international planned and unplanned events
held in the Palm Springs/Coachella region are properly staffed with specialized public
safety officers who are ready to respond to terrorist or active shooter attacks.
FISCAL IMPACT
This is a reimbursable cost grant program; $132,000 of the purchase will be paid for by
the grant, and the remaining purchase balance of $369.60 will be paid out of special
uniform account 3010439

The California Office of Emergency Services (CalOES) has approved Riverside County's FY16 State Homeland
Security Program (SHSP) grant application and has authorized the commencement of expenditures and
reimbursement requests. The performance period of this grant will end May 31, 2018. The following milestones
have been set by the state for your projects:

Subject to pending paperwork this letter serves as authorization to begin spending and requesting reimbursement of your
Anti-Terrorism Approval Authority (ATAA) approved projects. Riverside County OES does require you to provide a signed
FY16 Grant Assurance and completed and signed Workbook Face-Sheet within 15 days of date of this letter. Please
remember that changes to your grant will require the approval of the OA prior to incurring any costs. All modifications,
EHP's, sole source procurement, EOC and construction requests require additional approvals from CalOES through the
CA prior to incurring any costs. Your Agency's Financial Workbook outlining your approved spending is included on the
CD provided to you.
By accepting this award it will be understood that you are agreeing to comply with all applicable federal, state and local
requirements of the grant as put forth in the FY16 Grant Assurances, federal and state guidances, and all provisions of 2
CFR 200 including part F-"Audit Requirements". Performance Bonds are required for any equipment item over $250,000
or any vehicle, aviation, or watercraft regardless of cost that is being paid for with any portion of grant funds. Federal
funds cannot be awarded to any entity that has been debarred. You will be expected to provide quarterly reports by
January 1, April 1, July 1 and October 1 of each year for all open grants. Any funds found owed as a result of a final
review or audit must be refunded to the County within 15 days upon receipt of an invoice from Riverside County EMD.

SUBJECT: SWAT Vest Procurement via Grant Funds
The purpose of this memorandum is to request permission to utilize available grant
funds to purchase tactical ballistic vests for the Desert Regional SWAT Team. Our
current tactical ballistic vests have been successfully utilized since 2012, but they
are approaching the end of their five (5) year manufacture guaranteed warranty and
advancements in tactical ballistic vest design, fit and materials have made our
current model obsolete.
In an effort to find the best replacement we field tested several other tactical ballistic
vest models to demonstrate our due diligence and to explore what was available in
the current market. After careful consideration we have decided on the AARDVARK
Project 7 tactical ballistic vest as it is an upgrade, like-for-like, to our present tactical
ballistic vest with the addition of numerous features and benefits not available in
comparable models from other manufacturers. Aside from the purely functional
similarities of use and deployment to our current model, which we believe will help
make the transition to the new vests quite seamless for the operator, the improved
lightweight materials for increased breathability and the enhanced athletic tailoring
make the AARDVARK Project 7 tactical ballistic vest ideal for extended use in our
