SUBJECT: PROPOSED ORDINANCE EXPANDING THE PARKS COMMISSION
FROM NINE TO ELEVEN MEMBERS, APPOINT TWO MEMBERS TO
THE COMMISSION, AND AMENDING THE QUORUM REQUIREMENT
FOR THE SUSTAINABILITY COMMISSION

SUMMARY
The City Council will consider an ordinance to expand the Parks and Recreation
Commission from nine to eleven members and amend the quorum requirement for the
Sustainability Commission.
RECOMMENDATION:
1. Waive the reading of the text and introduce by title for first reading Ordinance No.
"AN ORDINANCE OF THE CITY OF PALM SPRINGS, CALIFORNIA
AMENDING SECTION 2.18.010, AND SECTION 2.28.020(b) OF THE PALM
SPRINGS MUNICIPAL CODE RELATING TO BOARDS AND COMMISSIONS.
2. Appoint Ellen Goodman to the Parks and Recreation Commission for the term
ending June 30, 2019, and appoint Mark Acker to the Parks and Recreation
Commission for the term ending June 30, 2018, upon the effective date of
Ordinance No.
STAFF ANALYSIS:
The City Council Subcommittee (Councilmember Mills and Mayor Pro Tern Foat)
recommends the City Council expand the Parks and Recreation to Commission to
eleven members.
Currently, the code provides the Palm Springs Unified School District Superintendent or
designee may serve as a nonvoting member. The proposed ordinance provides the
Superintendent may nominate and the City Council appoint a voting member.

This Ordinance expands the Parks and Recreation Commission from
nine to eleven members, provides the Palm Springs Unified School
District Superintendent may nominate one member for appointment by
the City Council, and amends the quorum requirement for the
Sustainability Commission.
The City Council of the City of Palm Springs, California, ordains:
SECTION 1. Section 2.18.010 of the Palm Springs Municipal Code is amended
to read as follows:
(a) There is created a parks and recreation commission which shall consist of
eleven members, ten members shall be appointed in the manner and for the terms
prescribed in Section 2.04.060 and 2.06.010 of this Code.
(b) One member shall be appointed by the Palm Springs City Council from a
candidate nominated by the Palm Springs Unified School District Superintendent of
Schools. Such nominee shall not be a student, elected official, or teach of the district,
and shall not be required to be a resident and registered voter of the city.
SECTION 2. Subsection (b) of Section 2.28.020 of the Palm Springs Municipal
Code is amended to read as follows:
(b) A vacancy in the commission shall not impair the right of the remaining
members to exercise the powers of the commission pursuant to this chapter. A majority
of the existing appointed members of the commission shall constitute a quorum, and
any ruling, decision or other action of the commission may be taken by a majority of
those members present, provided a quorum is present.
SECTION 3. The Mayor shall sign and the City Clerk shall certify to the passage
and adoption of this Ordinance and shall cause the same, or the summary thereof, to be
published and posted pursuant to the provisions of law, and this Ordinance shall take
effect 30 days after adoption.
