Ready, City Manager BY: Department of Human Resources SUMMARY The City Council will consider an amendment to the current fiscal year Allocated Positions and Compensation Plan, adding one Grant and Donation Officer Position. RECOMMENDATION: 1. Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 2 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2016-17, ADOPTED BY RESOLUTION NO. 24033." 2. Authorize the City Manager to execute all documents necessary to effectuate this action. STAFF ANALYSIS: The City has historically taken advantage of many outside funding resources including grants, sponsorships, and fundraising opportunities. These resources are vital in the continued success of many City projects, programs, partnerships, and activities. City Council, during the City Manager's evaluation process, expressed a desire to have a dedicated new position which would increase the focus and sponsorship potential of this important function of the City. In addition to finding new grant opportunities, the new position would also focus on sponsorships from outside organizations and private individuals to assist with funding City events such as the Festival of Lights Parade, Veterans Day Parade, Black History Month parade and activities, Fourth of July festivities, etc. Additionally, the potential for obtaining sponsorships for capital projects such as the new Downtown Park, and other City facilities and projects would be an important component of the job description. MW NO. 5, City Council Staff Report February 1, 2017- Page 2 2016-2017 Allocated Positions and Compensation Plan —Amendment 2 This position would be an "exempt at-will' classification and report to the City Manager. Primary duties will include researching, obtaining, and managing: grants, donations, and sponsorships. In the alternative, City Council may direct staff to obtain an outside contract to perform these functions, in which case, a professional services agreement would be presented for approval at a future meeting. FISCAL IMPACT: This new position will be classified as "EX Range 56," with a salary range of $73,188 to $98,448. Base Entry Annual Salary $73,188 Benefits (first year) $42,256 $115,444 The total first year benefits costs includes CalPERS Pension expense of$20,595. Alternatively, providing this function through a professional services agreement with an outside agency or individual would likely cost $60,000 to $90,000 depending upon the amount of agreed upon hours for the fiscal year. By comparison, although a potential annual cost savings for an outside contract service, an in-house position would likely be able to provide more "full-time" work hours dedicated toward these efforts. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 2 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2016-2017, ADOPTED BY RESOLUTION NO. 24033. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Allocated Positions and Compensation Plan for positions in the City Service is hereby amended as follows: Department Action Classification Unit/Range City Manager Add Grant and Donation Officer EX2/56 SECTION 2. The Director of Human Resources is authorized and directed to modify the Fiscal Year Allocated Positions Plan. SECTION 3. The position change approved by this resolution shall be effective on Febraury 1, 2017.
