A. p A LM SA9 .y G V N • yCp•Ou140`i tr cg41FOR % CITY COUNCIL STAFF REPORT DATE: March 15, 2017 NEW BUSINESS SUBJECT: Purchase of Internet Firewall Systems and Security Equipment FROM: David H. Ready, City Manager BY: Information Technology Department SUMMARY Approve the purchase of new internet firewall security equipment for the Information Technology Department, enhancing overall technology security throughout City government. RECOMMENDATION: 1. Approve the purchase of the Fortinet internet firewall systems and security equipment from CDW-G of Chicago, IL utilizing the National IPA Technology Solutions Cooperative Contract No. 130733 in the amount of $29,989. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The City is in need of new, faster, and more robust internet security devices. The specified systems are capable of handling the existing load, while allowing for growth including higher use of internet connectivity, and internet connected applications. The new systems and equipment will provide secure firewall functions such as intrusion prevention. The systems will also provide secure Virtual Private Network (VPN) and Remote Access (RA) capabilities. As our dependence on internet connectivity increases, our need for technology to support these services increases proportionally. Procurement of these internet security devices will provide a secure virtual wall around our internet facing network while allowing secure remote access to the City network, by appropriately permitted personnel. The selected vendor, Fortinet, has been consistently recognized as a leader in Unified Threat Management (UTM) by independent research firms, such as Gartner, for the last 7 years. ITEM NO. City Council Staff Report March 15, 2017-- Page 2 Firewall Pursuant to the provisions of the Procurement Code Section 7.09.010, the City Council may authorize the acquisition of equipment through a joint powers or other cooperative purchasing program. The City's Procurement Department Manager has reviewed the request and participates in the National IPA Technology Solutions (NIPA) program to further leverage the purchasing power of the City via the economies of scale afforded by pricing achieved from larger agencies via a competitive process that would likely be less than what we could obtain independently. CDW-G Inc. offers the needed internet firewall systems and security equipment through the NIPA contract 130733. FISCAL IMPACT: The new firewall systems and equipment will cost $29,989, and funds are available in Account No. 260-59492, a previously approved Measure J Project. All configuration and deployment will be completed in-house. Arron Brown, MBA David H. Ready, Esq.,2.12. IT Director City Manager Attachments: 1) Quote from CDW-G 02.
