Ready, City Manager BY: Engineering Services Department SUMMARY MSA Consulting Inc, representing PS Team LLC, a California limited liability company, is requesting approval of a parcel map to subdivide a roughly 0.46 acre parcel into two parcels for residential use. Approval of Parcel Map 36958 is a ministerial action, as required by the Municipal Code and the Subdivision Map Act. The Manager of PS Team LLC, is Alan Fattal. RECOMMENDATION: Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING PARCEL MAP 36958 FOR PROPERTY LOCATED AT 2732 NORTH CARDILLO AVENUE, IN SECTION 3, TOWNSHIP 4 SOUTH, RANGE 4 EAST." STAFF ANALYSIS: , MSA Consulting Inc, representing PS Team, LLC, a California limited liability company, (the "Developer"), submitted Parcel Map 36958, requesting that the property located at 2732 North Cardillo Road, in Section 3, Township 4 South, Range 4 East, be subdivided into two parcels for residential use. A site map is provided below, and a Vicinity Map is included as Attachment 1. A copy of Parcel Map 36958 is included as Attachment 2. The subject property was originally subdivided as Lots 60 and 69 of the Palm Springs Village Tract No. 2, recorded May 4, 1937. These two lots were later merged via a Lot Line Adjustment recorded in 2000; Tentative Parcel Map 36958 was requested to re- subdivide the merged lots back to the Lots 60 and 69 of the original subdivision map. ITEM NO. 1 F• City Council Staff Report April 5, 2017- Page 2 Approval of Parcel Map 36958 r . t � w 11l`t M � • Al r • '.Yes � ��j _ r'\�- � y , Site Map - Parcel Map 36958 At its meeting of October 28, 2015, the Planning Commission recommended approval of Tentative Parcel Map 36958, which was subsequently approved by the City Council, subject to conditions, on February 3, 2016. The property owners have requested that the City proceed with approval of Parcel Map 36958 with their final map application submitted on December 8, 2016, allowing the partially developed site to be subdivided into two residential parcels to be available for purchase. The City Engineer has determined that required conditions of approval associated with Tentative Parcel Map 36958 have been indicated on the Improvement Certificate of the Map, and that Parcel Map 36958 is in substantial conformance with the approved Tentative Parcel Map, and that Parcel Map 36958 is ready for City Council approval. It should be noted that approval of a Parcel Map is merely a ministerial action, and the City Council cannot condition its approval; new conditions cannot be imposed on the project that were not previously identified at the time the Tentative Parcel Map was approved. ENVIRONMENTAL IMPACT: The proposed development is a project as defined by the California Environmental Quality Act (CEQA). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING PARCEL MAP 36958 FOR PROPERTY LOCATED AT 2732 NORTH CARDILLO AVENUE, IN SECTION 3, TOWNSHIP 4 SOUTH, RANGE 4 EAST WHEREAS, the Planning Commission of the City of Palm Springs, at its meeting of October 28, 2015, recommended approval of Tentative Parcel Map 36958, subject to conditions; and WHEREAS, the City Council of the City of Palm Springs, (hereinafter the "City"), at its meeting of February 3, 2016 approved Tentative Parcel Map 36958 subject to conditions; and WHEREAS, PS Team, a California Limited Liability Company, (hereinafter the "Subdivider'), has filed Parcel Map No. 36958 with the City in accordance with Section 66463 of the California Government Code. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Parcel Map 36958 is in substantial conformance with approved Tentative Parcel Map 36958. Section 2. Parcel Map 36958 is in conformance with the General Plan. Section 3. Parcel Map 36958 conforms to all requirements of the Subdivision Map Act of the State of California. Section 4. Requisite conditions associated with Tentative Parcel Map 36958 have been satisfied. Section 5. Parcel Map 36958 is hereby approved for purposes therein defined.
