SUBJECT: AUTHORIZE AN INCREASE IN THE AMOUNT OF $24,900 TO
PURCHASE ORDER NO. 16-1088 ISSUED TO ALBERT A. WEBB
ASSOCIATES FOR ENGINEERING DESIGN SERVICES FOR THE
MEASURE J COMMUNITY HOT SPOTS PROJECTS, CITY PROJECT
NO. 15-31

SUMMARY
Approval of this action will authorize additional civil engineering design services
associated with the Measure J Community Hot Spots Project, City Project No. 15-31.
RECOMMENDATION:
1) Authorize an increase in the amount of $24,900 to Purchase Order No. 16-1088 with
Albert A. Webb Associates for a revised total amount of $212,800 for the Measure J
Community Hot Spots Project, City Project No. 15-31 ; and
2) Authorize the City Manager to execute all necessary documents.
BACKGROUND:
On May 4, 2016, the City Council approved a purchase order in the amount of $187,900
with Albert A. Webb Associates to design gap closure sidewalks at various locations
throughout the City for the Measure J Community Hot Spots Project, City Project No. 15-
31.
During the plan preparation process, several unanticipated challenges and complexities,
listed below, were discovered that necessitates additional civil engineering and traffic
engineering design services.

• Signing and Striping plans required for roadway alignment affected by sidewalk
location.
• Alternate design scenarios for the proposed sidewalk at Sunny Dunes Road within the
business district.
• Alternate design scenarios on Baristo Road where the curbs heights are not typical
due to the intent of the roadway to act as a drainage channel.
• Additional field surveying and design services to reconstruct existing driveways for
ADA compliance.
The revised design cost is well within the industry standard of 15% of the estimated
construction cost ($2,153,000), therefore, staff recommends that City Council authorize
an increase in the amount of $24,900 for a revised total contract amount of $212,800 for
Purchase Order No. 16-1088 with Albert A. Webb Associates. A copy of change order
proposal from Albert A Webb Associates is included as Attachment 1.
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act (CEQA). The Guidelines are
required to include a list of classes of projects which have been determined not to have a
significant effect on the environment and which are exempt from the provisions of CEQA.
In response to that mandate, the Secretary for Resources identified classes of projects
that do not have a significant effect on the environment, and are declared to be
categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects
consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian
trails, and similar facilities. Therefore, in accordance with Section 15301(c), the Measure
J Community Hot Spots Project, City Project No. 15-31, is considered categorically
exempt from CEQA, and a Notice of Exemption was prepared and filed with the Riverside
County Clerk.
FISCAL IMPACT:
Sufficient funds are budgeted and available in the Measure J Project Fund; Account No.
260-4494-58702 to facilitate approval of increase in the amount of $24,900 for the
Purchase Order increase for Albert A. Webb Associates for the Measure J Community
Hot Spots Project, City Project No. 15-31.

provide engineering services for the design of municipal infrastructure
facilities in the City of Palm Springs.
Exhibit A contains our project understanding regarding the original scope of
the project. Exhibit B contains our proposed scope of additional work.
Exhibit C contains a summary of our fee proposal and billing rates for
services described in Exhibit B. We appreciate the opportunity to be of

Exhibit "A" - Project Understanding
The southeast curb return at the intersection of Indian Canyon Drive and Racquet Club Road,
which is within one of the project areas, is not currently in its ultimate location per the City's
General Plan. The curb return is to be reconstructed in its ultimate location which
necessitates a modification to the existing traffic signal. This will require moving two existing
traffic signal poles and signal equipment.
New pavement construction along two segments of Indian Canyon Drive is necessary to
place sidewalk in its ultimate location. Indian Canyon Drive south of San Rafael Drive and
Indian Canyon Drive south of Racquet Club Road require it. In doing so, the existing
pavement on Indian Canyon Drive will undergo grind and overlay treatment to provide a
smooth travel surface. Existing striping will be removed in the process. Striping plans for both
project areas can be designed to replace and/or improve striping.
Also, two current project areas on Sunny Dunes Road and Baristo Road contained
obstructions that would block or greatly change the typical path of travel of a new sidewalk.
WEBB is proposing to provide two alternatives for each project area regarding sidewalk
location and path of travel. The City can then decide which option is preferred and design on
the two segments can continue.
During the plan preparation and review process, it was determined that additional field
topography for existing driveways onto the private properties and design necessary to make
project fully ADA-compliant.
WEBB proposes the additional scope of work as shown in Exhibit "B" and compensation as
shown in Exhibit "C".

Exhibit "B" - Scope of Work
A. Traffic Signal Modification (Indian Canyon Drive and Racquet q Club Road)
1. WEBB will prepare a traffic signal modification plan for one (1) existing traffic signal at
Indian Canyon Drive and Racquet Club Road.
2. Traffic signal modification plans to be at 1"=20' scale using current CA-MUTCD, Caltrans
Standard Plans, City of Palm Springs standards and requirements, and input from City
staff.
3. Plans shall specify the relocation or replacement of existing traffic signal poles, fixtures,
equipment, pullboxes, conduit, and signs.
4. Plans to include pole schedule, conductor schedule, and details and notes as necessary
for constructability.
5. City to provide latest traffic signal as-built plans for Indian Canyon Drive and Racquet Club
Road.
6. WEBB to submit traffic signal modification plans to the City for review and comment.
Revise traffic signal modification plans per comments and submit final mylar plans for
approval.
B. Signing & Striping Plans (Indian Canyon Drive s/o Racquet Club Road and Indian Canyon
Drive s/o San Rafael Drive)
1. WEBB will prepare signing & striping plans for two (2) locations on Indian Canyon Drive
totaling approximately 1,300'.
2. Plans to cover grind/overlay areas affected by roadway improvements
3. Plans to be 1"=40' scale using current CA-MUTCD, Caltrans Standard Plans, City of Palm
Springs standards and requirements, and input from City staff.
4. WEBB to submit signing & striping plans to the City for review and comment. Revise
signing & striping plans per comments and submit final mylar plans for approval.
C. Curb Alignment Exhibits (2 Locations — Sunny Dunes Road, Baristo Roadl
1. WEBB will provide curb alignment exhibits for two (2) locations
a. Each location to have two different alternatives for a total of four (4) exhibits.
b. Hard copies of exhibits to be on 11"x17" or 24"x36" per City request and
preference.
c. WEBB will provide digital copies of exhibits to the City in PDF format.
D. Additional Services for Driveways Reconstruction
1 . WEBB will perform additional field surveys necessary for the design of driveway.
a. Field survey to go from existing right-of-way to end of driveway/edge of structure.
b. The entire length of circular driveways to be field surveyed.
c. Field survey to include edges of driveways 15' or less in width.
d. Field survey to include edges and center of driveways greater than 15' in width.

e. Field survey to include any obstructions, meters, appurtenances, etc. within and
adjacent to driveways.
2. WEBB will perform additional design services necessary for the driveway.
a. Identify removal and replacement limits of existing driveways including sawcut line,
dimension, elevations, type of material, and other work necessary to construct
improvements ADA compliant.
b. Identify trees, landscaping, grass areas, ornamental items, and sprinklers within
proposed sidewalk and driveway areas to be protected in place, removed, and/or
relocated.
c. Identify mailboxes, signs, poles, street lights, fire hydrants, and guy lines within
proposed sidewalk and driveway areas to be protected in place, removed, or
relocated.
3. WEBB will prepare street improvement plans for the construction of new curbs, sidewalks,
ramps, and driveways with appropriate notes, sections, and details.
