Ready, City Manager BY: Engineering Services Department SUMMARY Formal City Council acceptance of the Repairs and Installation of In-Ground Lighted Crossing Systems, City Project No. 16-16, (the "Project") is required to document the completion of the public works improvement, and to allow the City's filing of a Notice of Completion with the Riverside County Recorder in accordance with Section 9200 of the California Civil Code. RECOMMENDATION: 1) Accept the public works improvement identified as the Repairs and Installation of In- Ground Lighted Crossing Systems, City Project No. 16-16, as completed in accordance with the work order; and 2) Authorize the City Engineer to execute and file for recordation with the Riverside County Recorder a Notice of Completion for the Repairs and Installation of In- Ground Lighted Crossing Systems, City Project No. 16-16. STAFF ANALYSIS: On June 1, 2016, City Council approved Agreement No. 6858 with St. Francis Electric, LLC, whose President is Robert L. Spinardi and whose Officers are Guy A. Smith and Andrew P. Amador for on-call traffic signal maintenance services. These services include "routine traffic signal maintenance, and new traffic signal equipment upgrade and installation (as needed) associated with the City's traffic signals, flashing beacon assemblies, in-pavement [or in-ground] illuminated crosswalks, and rectangular rapid flashing beacons (RRFB) and related traffic signal improvements." Existing in-ground lighted crossing systems that have failed and no longer functioning were located at two (2) schools and at the Desert Regional Hospital locations identified in Locations 1-3. Only the 12" flashing beacons remain functional at these locations to warn drivers of pedestrians crossing when the push button was pressed. ITEM N0. 1-• ®' City Council Staff Report June 7, 2017 — Page 2 Acceptance of City Project No. 16-16, In-Ground Lighted Crosswalks It was recommended by Jill Petrie, Southern California Area Manager of St. Francis Electric, who has extensive history of the city's traffic signal systems and equipment, to replace the non-functioning in-ground crossing systems by completely removing and installing new in-ground lighted crossing systems at all three (3) locations to include new in-pavement lights, solar panels, and LED signs using Lanelight products. Existing equipment, such as poles, push buttons, and electrical wiring will remain in place and is compatible with the new equipment to be installed. Lanelight has a five (5) year standard warranty (longer than others in the market). The vendor was recommended by St. Francis Electric because of its proven track record of equipment that is reliable and compatible with the City's existing equipment. The custom designed rectangular posts that houses the rectangular rapid flashing beacons (RRFB), unique to the uptown area, were installed nearly 3 years ago as part of City Project 13-10. The installation of the in-ground lighted crossing system has been completed at the four (4) locations identified below in Figure 1. MOMD — TACHWAH DR L I _ I_ � T eur I I�JO AU ONN WmWar, OR � � f NMMDOW — Figure 1 On October 19, 2016 City Council approved a Purchase Order for for a work order by St. Francis Electric to proceed with repairs and installation of the various in-ground lighted crossing systems in an amount not to exceed $295,450. The work has been completed with no increase in costs. As determined by City staff, St. Francis Electric, satisfactorily completed the Project on March 16, 2017. Staff recommends that the City Council accept the Project as required by Section 9200 of the California Civil Code, and authorize the City Engineer to file and record a Notice of Completion within 15 days of the City Council's action. A copy of the Notice of Completion to be submitted to the County is included as Attachment 1. 04 City Council Staff Report June 7, 2017— Page 2 Acceptance of City Project No. 16-16, In-Ground Lighted Crosswalks ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities; therefore, the Replacement and Installation of In-Ground Lighted Crossing Systems at Various Existing Pedestrian Crossing Locations, City Project No. 16-16, is considered categorically exempt from CEQA, and a Notice of Exemption has been prepared and filed with the Riverside County Clerk. FISCAL IMPACT: The City Council allocated $295,450 of gas tax funds (Fund 133) utilizing Prop 42 account number 133-4298-50292 that was made available for the Project. The cost of project administration was not included in the budget as presented in Table 1 as it is included in the effort of staffs daily work in administering the City's contract with St. Francis Electric in maintaining traffic signals and related equipment.
