A,LM S'D9 iy c V N * �f01f0'f'a f• °q<,Foa��P CITY COUNCIL STAFF REPORT DATE: June 7, 2017 CONSENT AGENDA SUBJECT: ACCEPTANCE OF $38,628 IN GRANT FUNDING FROM THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) FOR AN ALCOHOL ENFORCEMENT AND AWARENESS PROJECT TO BE USED TO ENFORCE, EDUCATE, AND BRING AWARENESS TO THE PUBLIC. FROM: David Ready, City Manager BY: Palm Springs Police Department SUMMARY The Palm Springs Police Department has been awarded a grant in the amount of $38,628 from the California Department of Alcohol Beverage Control for alcohol enforcement and awareness. The grant funds will be used to expand its current efforts in addressing alcohol related criminal activity; alcohol related complaints and accusations against businesses; and the use of alcohol by minors. Several creative approaches will be employed, such as: shoulder tap operations; party patrols; sales to minors operations; and educational presentations. RECOMMENDATION: 1. Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ACCEPTING A GRANT FROM THE CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL IN THE AMOUNT OF $38,628 FOR ALCOHOL ENFORCEMENT." (A6126) 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Police Department will vigorously enforce alcohol and other ABC laws by conducting licensee premise checks, shoulder tap operations, sales to minors operations, party patrols, and educational presentations in partnership with ABC agents. These projects are labor intensive and thus expensive. The department has been successful in obtaining grant funding to pay for the personnel and equipment costs for these programs. The Police Department was able to successfully solicit ABC grant funding for this community safety project and was awarded $38,628 in grant funding. This grant period is for an ABC Enforcement and Awareness project in fiscal year 2017- 2018. FISCAL IMPACT: No fiscal impact. This is a reimbursable costs grant program. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Your agency has been selected by the Department of Alcoholic Beverage Control to receive funding for your 201712018 GAP grant proposal in the amount of $38,628. We look forward to working with your department to meet the goals and objectives in your proposal. A grant contract will be forthcoming within the next couple of weeks which requires a resolution from your agency's governing body. A sample resolution was included in the Request for Proposal packet. Due to the fact that these resolutions have to be put on your governing body's calendar, we ask that you do this as soon as possible. We are planning a two and a hall'-day training conference July 11 - 13, 2017, at the Embassy Suites Sacramento Riverfront Promenade. The conference can accommodate two attendees from each agency and it is recommended that your Project Director and the officer assigned to the grant program attend. This conference will offer valuable training in alcohol enforcement and will also be an excellent opportunity for the officers and deputies from your agency to meet and share information with others. Attendees are encouraged to utilize a pre-registration session on Monday, July 10, from 4:00 - 5:00 p.m. in order to expedite the registration on the next day. A black of rooms at a special conference rate of$189.00 plus tax has been reserved for grant agency participants.' PLEASE NOTE THAT ATTENDEES MUST MAKE RESERVATIONS BY THE HOTEL'S DEADLINE OF,TUNE 18, 2017, to guarantee the special room rate or availability.
