SUBJECT: ACCEPTANCE OF DONATION FROM THE AGUA CALIENTE BAND OF
CAHUILLA INDIANS IN THE AMOUNT OF $25,000 AND APPROVAL TO
PURCHASE TRAUMA KITS FOR THE POLICE DEPARTMENT

SUMMARY
It is recommended that the City Council accept a donation to the Palm Springs Police
Department (PSPD) in the amount of $25,000 from the Caliente Band of Cahuilla
Indians to purchase first responder trauma kits and associated training.
RECOMMENDATION:
1. Approve the acceptance of a donation award from the Agua Caliente Band of
Cahuilla Indians in the amount of$25,000.
2. Approve the purchase of trauma kits and training from Class VIII (Eight)
Research for the Police Department in the amount of$34,206.75.
3. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Law enforcement officers across the nation are increasingly facing violent assaults,
especially those involving firearms. These assaults have caused major injuries and
sometimes death. Additionally, innocent members of the community are being
assaulted and killed in active shooter and terrorist related incidents, including the recent
terrorist related mass-shooting of innocent victims in San Bernardino.
These types of violent incidents often involve multiple victims and/or scenes that
are too volatile for medical personnel to enter and can sometimes cause delay in critical
first aid being rendered. They also necessitate law enforcement being equipped with the
proper equipment and training to provide critical first aid.

Acceptance of donation from Agua Caliente Band of Cahuilla Indians and purchase of trauma kits for PD
PSPD is asking for approval to purchase 80-Mobility Trauma Kits (MOTK), to be stored
in PSPD vehicles, 80-Care Under Fire Individual First Aid Kits (CUF-IFAK), to be stored
on officers' active-shooter ballistic vests, and Law Enforcement/First Responder Tactical
Casualty Care training, from Class VIII Research, to properly equip and train PSPD
sworn-personnel for critical first aid.
FISCAL IMPACT:
The Palm Springs Police Department recently received a community safety contribution
from the Agua Caliente Band of Cahuilla Indians in the amount of $25,000.00 to be
used towards the purchase of these trauma kits and associated training. No matching
funds were required to obtain these funds.
The total cost of the trauma kits and training is $34,206.75, including tax. The $25,000
contribution from the Agua Caliente Band of Cahuilla Indians will be used towards this
purchase with an additional $9,206.75 to be appropriated from the SLESF FY 14-15
fund (261-3201-52101) to complete the purchase. There will be no impact to the
general fund.
The market for this type of tactical first aid equipment and training is limited and will be
purchased from a local vendor in the Coachella Valley, Class VIII Research. PSPD
conducted research on this type of equipment and training and contacted five different
vendors for a quote. Only three vendors replied. Of those three, only two vendors
offered the proper equipment and associated training. Of those two, Class VIII
Research had the lowest quote and met all CAL EMSA (California Emergency Medical
Services Authority) requirements. The quotes were reviewed with the Procurement
Manager, who concurs with staffs recommendation of award.
