SUMMARY
Approval of this item will authorize a purchase order in the amount of $63,460 with
Albert A. Webb & Associates for civil and traffic engineering design services associated
with installation of a new traffic signal at North Palm Canyon Drive (State Route 111)
and Via Escuela, City Project No. 17-05.
RECOMMENDATION:
1) Authorize a Purchase Order in the amount of $ 63,460 with the City's "on-call"
engineering firm, Albert A. Webb & Associates, pursuant to Agreement No. 6443, for
civil and traffic engineering design services associated with the N. Palm Canyon
Drive (State Route 111) and Via Escuela Traffic Signal Installation, City Project No.
17-05;
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The un-signalized intersection on North Palm Canyon Drive (State Route 111) at Via
Escuela is located one-quarter mile between signalized intersections at Racquet Club
Road and at Vista Chino. As shown in the aerial photo below, this un-signalized
intersection occurs at an acute angle in the alignment of State Route 111, and is within
an urbanized area of Palm Springs with high density commercial and residential uses
immediately surrounding the intersection. The Engineering Services Department

commissioned a traffic signal warrant analysis for this intersection, and based on the
consultant's findings, warrants for a traffic signal at this intersection were not satisfied.
However, after completion of the analysis, the City requested that Caltrans Traffic
Operations evaluate the intersection for operational improvements. At the conclusion of
their review, Caltrans determined that a new traffic signal was warranted for operational
improvements, and suggested that the City of Palm Springs take the lead on the capital
project, to install a new traffic signal. Subsequently, on May 17. 2017; the City Council
approved a Cooperative Agreement with the California Department of Transportation
(Caltrans) for a funding contribution of$200,000 from Caltrans.

After approval of the Cooperative Agreement, formalizing the City as the lead agency
for the Project, staff solicited proposals from its four on-call engineering firms to provide
the City with civil and traffic engineering services associated with the installation of a
new traffic signal at North Palm Canyon Drive (State Route 111) and Via Escuela, City
Project No. 17-05. Albert A. Webb & Associates submitted the only proposal; while the
other three firms; Harris & Associates, Albert Grover & Associates and MSA Consulting
declined to submit proposals.

Staff has reviewed the proposal received from Albert A. Webb & Associates and found it
to be comprehensive and cost effective at a cost not to exceed $63,460. A copy of
Webb's proposal is included as Attachment 1. Coincidentally, this is the same
consultant that was selected for the design of the new traffic signal at Vista Chino (State
Route 111 and Via Miraleste, City Project No. 17-03, Because these two projects will
have the same consultant working with Caltrans on both signal projects staff will
combine the projects and bid them out as one package, expediting construction of the
two projects.
2017 CVAG Bicycle and Pedestrian Safety Program
In response to a call for projects for the 2017 CVAG Bicycle and Pedestrian Safety
Program, the City submitted 7 project applications which included 1 application
requesting funding for two signal projects located on North Palm Canyon at Via Escuela
and Vista Chino at Via Miraleste. CVAG staff made recommendations for approval of
10 project applications submitted by various cities in the Coachella Valley of which 5
applications were from the City of Palm Springs, and did not include the two signal
projects.
At its Transportation Committee meeting on June 5, 2017, the City requested that the
Indian Canyon Mid-Block Crossing project which was recommended for funding and
ranked #7 by CVAG be replaced with the two signal projects (identified by CVAG as the
Vista Chino/Miraleste Signals) ranked #8 because of the high profile and urgency of the
two signal projects. According to CVAG, the two signal projects were not funded due to
the uncertainty in being able to get the projects to construction within one year. The
City had provided assurances from Caltrans that the project will be prioritized and
accelerated, thus, allowing CVAG to swap the projects. As the two signals were the
City's top priorities, ranked highly due to two recent fatalities, and assured to be likely in
construction within one year, the Transportation Committee agreed to the swap the
project, but capped the Vista Chino project at the Indian Canyon Mid-Block Crossing
project's grant amount of $516,000.
The two signal projects on North Palm Canyon at Via Escuela and Vista Chino at Via
Miraleste were approved for CVAG funding in the amount of $516,000 at its Technical
Advisory Committee on June 12, 2017 and, subsequently, at its Executive Committee
meeting on June 26, 2017. The CVAG Executive Committee staff report is included as
Attachment 2 for reference.
ENVIRONMENTAL IMPACT
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions

of CEQA. In response to that mandate, the Secretary for Resources identified classes
of projects that do not have a significant effect on the environment, and are declared to
be categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects
consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing public structures, facilities, mechanical equipment involving
negligible or no expansion of use beyond that existing at the time of the lead agency's
determination. Therefore, in accordance with Section 15301(c), staff has determined
that the North Palm Canyon Drive (State Route 111) at Via Escuela Traffic Signal
Installation, City Project No. 17-05, is considered categorically exempt from CEQA and
a Notice of Exemption will be prepared and filed with the Riverside County Clerk.
FISCAL IMPACT:
The total cost of the Project is estimated at $650,000 as shown in on Table 1.

Pursuant to the terms of the Cooperative Agreement, Caltrans will reimburse 100% of all
project costs up to a maximum of $200,000. The remaining budget of $450,000 will be
funded by CVAG through the 2017 Bicycle and Pedestrian Safety program grant, and if
necessary, through Local Measure A (Fund 134) or Gas Tax (Fund 133). Staff
recommends that City Council authorize a Purchase Order in the amount of$ 63,460 with
the City's "on-call" engineering firm, Albert A. Webb & Associates. Sufficient funding is
available in the capital improvement account no. 261-4491-50347.

Albert A. WEBB Associates is pleased to submit this proposal to prepare
street, signing & striping, and traffic signal plans at the intersection of North
Palm Canyon (SR-111) and Via Escuela in the City of Palm Springs. We
understand the North Palm Canyon (SR-111) is under Caltrans jurisdiction
and will work with Caltrans for design of the improvements and for a
Caltrans encroachment permit.
Exhibit A contains our proposed scope of work and Exhibit B contains
tentative project schedule. Exhibit C contains a summary of our fee

Exhibit "A" - Scope of Work
CP17-05 N. Palm Canyon and Via Escuela Traffic Signal Design
Our scope of services is as follows:
A. Field Survey:
1. WEBB will perform field surveys necessary for design at the intersection of N. Palm
Canyon and Via Escuela.
2. Topography will include, but not be limited to, all features within the existing right-of-
way and 20 feet beyond or further if necessary.
3. The topography will extend 500' north and south and 300' east and west beyond the
intersection or further if necessary.
4. Ground field survey will include curb & gutter, sidewalk, ramps, cross gutter, pavement,
driveways, no parking zones, utilities, sewer manholes, fire hydrant, signing & striping,
power poles, street lights, fences, landscaping, and trees within street improvement
areas.
5. Survey height of powerlines to avoid conflicts with proposed traffic signal mast arms
and luminaire arms.
B. Utility Research:
6. WEBB will obtain as-built plans from utility companies.
7. WEBB will submit proposed improvement plans to utility companies.
C. Utility Coordination:
8. WEBB will provide coordination with utility companies regarding potential relocations
and removals.
9. WEBB will provide coordination with SCE for required electrical service for the traffic
signal and safety lighting. WEBB will provide coordination with SCE until invoice from
SCE to the City is generated. There is a Pad Mounted Enclosure (PME) switch on the
south side of Via Escuela west of North Palm Canyon and there is a meter pedestal at
the entry gate at the same location. There is a switch between the PME and the meter
pedestal on the south side, so that could be the Point of Connection. The southwest
corner is the likely location for a meter pedestal.
D. Traffic and Parking Analysis:
10. WEBB will use turning movement counts collected in May 2016 to determine the
proposed lane geometrics and storage requirements.

11 . WEBB's sub-consultant Counts Unlimited will perform inventory of existing on street
and off street parking spaces for nearby businesses. Counts Unlimited will also collect
Weekday Peak Hours (2 hours) and Weekend Peak Hours (2 Hours) parking demand for
on street and off street parking spaces during business peak times.
12. WEBB will perform Levels of Services analysis using Synchro software (HCM2010) to
determine lane geometrics and storage requirements.
13. WEBB will prepare parking analysis showing existing parking spaces, demand, and loss
of parking spaces (if any).
14. WEBB will collect counts in November and perform analysis to verify the analysis
prepared based on May 2016 counts data. WEBB will adjust the design based on new
data.
E. Street Improvement Plans:
15. WEBB will prepare street improvement plans at the intersection of N. Palm Canyon and
Via Escuela.
16. Street improvement plans shall be at 1"=20' scale for plan view and 1"=4' for profile
view using current CA-MUTCD, Caltrans Standard Plans, and City of Palm Springs
standards and requirements.
17. Street improvement plans will include removal of existing curb & gutter, sidewalk,
ramps, and other obstructions and features as needed.
18. Street improvement plans will show adjustment or relocation of existing utilities or
features as needed.
19. Street improvement plans will include construction of curb, gutter, sidewalk, ADA
ramps, and cross gutters as needed.
20. Curb & gutter to be designed per City standards. Design adjacent asphalt to match
existing street grade and section.
21. ADA ramps to be designed per City, Caltrans, and ADA standards. Design new or
modify existing ramps as necessary for ADA compliance.
22. Identify trees, landscaping, grass areas, ornamental items, and sprinklers within
proposed improvement areas to be protected in place, removed, and/or relocated.
23. Submit street improvement plans to the City and Caltrans for review and comment.
Revise improvement plans per comments and submit final mylar plans for approval.
24. WEBB will submit 35% and 65% to the City and 95% and 100% plans to the City and
Caltrans.
25. WEBB will obtain street improvement plans approval from Caltrans. Street improvement
plans will meet Caltrans ADA requirements.
F. Traffic Signal Plans, Traffic Signal Timing, and Signal Coordination:
26. WEBB will prepare traffic signal plans for a new traffic signal at N. Palm Canyon and Via
Escuela.
27. Traffic signal plans to be at 1"=20' scale using current CA-MUTCD, Caltrans Standard
Plans, City of Palm Springs standards and requirements, and input from City and
Caltrans staff.

28. Traffic signal improvement plans to include signal interconnect to the adjacent signals
at W. Racquet Club Road/N. Palm Canyon and W. Vista Chino/N. Palm Canyon.
29. WEBB will prepare safety lighting foot-candle diagrams to make sure that intersection
and crosswalk meets the current standards.
30. Submit traffic signal improvement plans to the City and Caltrans for review and
comment. Revise improvement plans per comments and submit final mylar plans for
approval.
31. WEBB will prepare traffic signal timing sheets based on existing volumes and MUTCD
standard yellow, all-red, and crosswalk timings. WEBB will prepare traffic signal
coordination timing plans.
32. WEBB will submit 35% and 65% to the City and 95% and 100% plans to the City and
Caltrans.
33. WEBB will obtain traffic signal improvement plan approval from Caltrans.
G. Signing & Striping Improvement Plans:
34. WEBB will prepare signing & striping plans for the intersection of N. Palm Canyon and
Via Escuela.
35. Signing & striping plans will show existing and proposed street striping, pavement
markers, street legends, street markings, arrows, crosswalks, and signage that may
exist or be required to complete the project.
36. Storage lengths for left turn lanes shall be per existing counts or a minimum provided by
the City or Caltrans. It will include changes to the on-street parking spaces (if required).
37. Signing & striping improvement plans to be at 1"=40' scale using current CA-MUTCD,
Caltrans Standard Plans, City of Palm Springs standards and requirements, and input
from City and Caltrans staff.
38. Submit signing & striping improvement plans to the City and Caltrans for review and
comment. Revise improvement plans per comments and submit final mylar plans for
approval.
39. WEBB will submit 35% and 65% to the City and 95% and 100% plans to the City and
Caltrans.
40. WEBB will obtain signing & striping plans approval from Caltrans.
H. Caltrans Encroachment Permit:
The City is proposing to construct street improvements, ADA ramps, striping, and a traffic
signal within the existing street right-of-way, which may require design exception and
preparation of a fact sheet.
41. WEBB will, on the behalf of the City, submit all plans to Caltrans for review and
comment.
42. WEBB will on the behalf of the City apply and obtain Caltrans Encroachment Permit for
all work pertaining to the project.

I. Fact Sheet and Design Exception:
43. WEBB will, on the behalf of the City, provide proper documentation to Caltrans for
design exception and prepare fact sheet as needed. WEBB will, on the behalf of the
City, obtain Caltrans approval on Caltrans design exception and fact sheet.
J. Specifications and Cost Estimate:
44. WEBB will prepare a quantity breakdown and cost estimate for project improvements.
45. WEBB will prepare bid summary and technical specifications for the project.
K. Construction Support Services:
46. WEBB will provide construction support services through project completion.

removal limits and rough grade staking, sub-grade staking, and an additional staking for
ADA compliant improvements. WEBB assumes one move-in for traffic signal pole and
equipment staking.
M. On-Call Construction Sport Services:
51. WEBB will provide as needed 'on-call' construction support in response to City's
request during Construction phase.

Subject: 2017 CVAG Bicycle and Pedestrian Safety Program

Recommendation: Approve ten project applications submitted for the CVAG 2017 Bicycle and
Pedestrian Safety Program, and authorize Staff to negotiate the corresponding Reimbursement
Agreements.

Background: In February the Executive Committee approved the creation of a Bicycle and Pedestrian
Safety Program for 2017 that would provide up to $10M in Regional funding for projects that directly
address Bicycle and Pedestrian Accidents and Fatalities on CVAG's Regional Arterials.
The deadline for proposals was May 1 st. CVAG received 31 applications from nine different jurisdictions,
requesting over $30 million in CVAG funding. Projects ranged in scope from striping and sidewalk gap
closures to new signalized intersections and bridge widening. A one-page summary of each submittal
has been included as an attachment.
CVAG deliberately did not set prescriptive criteria or requirements for the projects as the intent was to
supply regional resources to address bicycle and pedestrian safety for locally identified safety hot-spots
within the Regional TPPS. The Safety Program was developed to directly address bicycle and
pedestrian accidents and fatalities, and to allocate the resources quickly to try and stem the rising trend
of these incidents.
With the Safety Program oversubscribed by nearly $20 million, project applications were screened by
their ability to directly identify accidents that had already occurred in the project location, and by the
ability to be in construction within one year of project award.
Within the $10 million funding limit, ten projects submitted by four different jurisdictions are
recommended for funding.
At the June 51h CVAG Transportation Committee meeting, the City of Palm Springs requested that their
Indian Canyon Mid-Block Crossing project (ranked #7) be replaced with their Vista Chino Signal project
(ranked #8). The Vista Chino Signals project had been left off of the funding recommendation list due
to uncertainty in being able to get the project to construction within one year. Since the Staff Report was
prepared, the City of Palm Springs has received assurances from Caltrans that the project will be
prioritized by them. As the Vista Chino Signals project was the City's top priority, ranked highly (due to
recent fatalities), and now likely to be in construction within one year, the Transportation Committee
agreed to the swap, but capped the Vista Chino project at the Indian Canyon project's grant amount of
$516,000.

Collectively, these projects address situations that are responsible for 18.3 bicycle and pedestrian
accidents per year. The proposed projects include segments where 67 accidents, including 8 fatalities
have occurred in recent years. The recommended corridors include some of the region's heaviest
bicycle and pedestrian activity, and the solutions presented will certainly make a difference in reducing
injury and loss of life for cyclists and pedestrians.
The recommendation is to approve these ten applications as a group, allowing staff to negotiate the
individual reimbursement agreements over the summer and come back to the Executive Committee in
the fall for their approval. It is possible that one or more projects may drop off of the list as the details
of reimbursement agreements are developed. For example, a proposal for new a new traffic signal may
not be warranted after a traffic study is completed over the summer. Completion of this type of traffic
study was not a requirement in the project application. Should this be the case, Staff will negotiate with
the next ranked project sponsor whose project is within the budget set and able to be in construction
within one year.
As the individual Reimbursement Agreements are negotiated, it is very possible that the dollar amounts
for the projects may change as specific requirements add or subtract from the estimates.
The quality of the project applications was impressive, and with nearly $30 million in regional dollars
requested, it is clear that bicycle and pedestrian safety will continue to warrant funding consideration.
Future Safety funding cycles might include a more structured application process and allow for projects
addressing general bicycle and pedestrian safety concerns to be funded in subsequent years. Staff will
update this committee in February of 2018 on the progress of the proposed projects and possibly
request additional funds based upon the success of the program.
Fiscal Impact: Regional Transportation Funds are available to cover CVAG's share of $10,235,384
requested in the project applications, however this impact will occur when the actual reimbursement
agreements are approved at a future date.
