Avenieda Caballeros, Palm Springs, California 92262 ADJOURNED REGULAR CITY COUNCIL MEETING CALL TO ORDER: Mayor Moon called the meeting to order at 6:11 p.m. PLEDGE OF ALLEGIANCE: Mayor Moon led the salute to the flag. ROLL CALL: PRESENT: Councilmember Kors, Councilmember Mills, Councilmember Roberts, Mayor Pro Tern Foat, and Mayor Moon ABSENT: None ALSO PRESENT: City Manager Ready, Assistant City Manager Fuller, City Attorney Kotkin, and Interim City Clerk Hart ACCEPTANCE OF THE AGENDA: ACTION: By a unanimous vote (5-0-0) the agenda was approved as presented. PRESENTATION FROM MARK RIOS OF RIOS CLEMENTI HALE STUDIOS, ON THE DOWNTOWN PARK: 1. Presentation by Mark Rios on the Downtown Park and City Council questions. Mark Rios presented goals for the park including fostering community, sustainability, connecting to the outdoors, and creating a unique, memorable, iconic place. He reviewed other successful parks. He requested input on the story, program and character of the park. He presented three potential schemes for the park. 2. Public Comments: Jeb Bonner, Palm Springs Art Museum, indicated support for the park and connection to the Museum. ITEM NO. 'N City Council Minutes May 11, 2017 Page 2 Brooke Hodge, Palm Springs Art Museum, expressed enthusiasm for the proposed schemes. David Vogel, Chair of the Measure J Commission, expressed appreciation for the thoughtful designs. He stated the Downtown Park should be iconic and a visitor destination. Eric Chiel thanked the Council for allowing public input. He suggested the use of evaporating water to cool the space. He suggested performance space face north to utilize the parking structure wall as a backdrop. 3. City Council Discussion. The City Council discussion included the following; • The proposed schemes and the available budget. • Engaging the community and obtaining as many opinions as possible. • Retaining the views of the Palm Springs Art Museum. • The possibility of incorporating the gates from Desert Inn. • Requested maintenance cost estimates be provided. • Inquired if the park would be constructed in stages. • Suggested a town hall meeting to obtain public input. • The need to provide the locations for the Aluminaire House, Marilyn Monroe sculpture, events, restrooms, ect. • The opportunity to increase event space by using streets. • The desire for the park to be a destination location. ACTION: Direction was given to staff to conduct a survey reaching out to the community for input and the results to be provided to the City Council at a future meeting. CITY COUNCIL COMMENTS, REQUESTS, AND REPORTS: None. ADJOURNMENT: The City Council adjourned at 7:35 p.m. to the next Regular Meeting on Wednesday, May 17, 2017, at 6:00 p.m., in Primrose B, Palm Springs Convention Center at 277 North Avenida Caballeros, Palm Springs. ROLL CALL: City Council: Councilmembers Kors, Mills, Roberts, Mayor Pro Tern Foat, and Mayor Moon were present. Measure J. Commission: Commissioners Bixon, Cohen, Dada, Heritage, Johnson, Marshall, Williams, Vice Chair Hammond, and Chair Vogel were present. City Staff: City Manager Ready, City Attorney Kotkin, Interim City Clerk Hart, Assistant City Manager Fuller, and Director of Finance and Treasury Kiehl. ACCEPTANCE OF THE AGENDA: The City Council unanimously (5-0-0) approved the agenda as presented. REVIEW DRAFT FISCAL YEAR 2017-18 BUDGET (EXCLUDING CITY GRANTS AND SPONSORSHIPS), MEASURE J COMMISSION RECOMMENDATIONS, AND CONTINUED DISCUSSION/DIRECTION: Assistant City Manager Fuller provided the report with respect to the Measure J Commission's recommended capital improvement projects. City Council Minutes May 9, 2017 Page 2 The City Council and Measure J Commission ensued discussion. No Action was taken. At 7:12 p.m. the Measure J Commission adjourned. At 7:12 p.m. Mayor Moon recessed the meeting. At 7:27 p.m. Mayor Moon reconvened the meeting. City Manager Ready provided the preliminary summary of the draft Fiscal Year 2017-18 Budget. The City Council ensued discussion. No action was taken. PUBLIC COMMENTS: Henry Hampton, Palm Springs, spoke in support of Chief Reyes' request for additional police officers. Mindy Reed, Palm Springs, spoke in support of additional police officers downtown. Debby Alexander, Palm Springs, owner of Peabody's Cafe, spoke in support of additional police presence in the downtown area. Lisa Middleton, Palm Springs, suggested a reserve of 10-20% and commended the City Council, concurred with Director Kiehl regarding mistakes in Sacramento and pension reform, and she discussed ONE-PS efforts for the bike and pedestrian community. COUNCILMEMBER COMMENTS, REQUESTS, AND REPORTS: None. ADJOURNMENT: At 8:32 p.m, the City Council adjourned to the Downtown Park Special Workshop, Thursday, May 11, 2017, at 6:00 p.m. at the Palm Springs Convention Center, Smoketree A-E, 277 N.
