Airport construction projects: the Taxiway J Pavement Reconstruction Project, IFB No.
17-06, Airfield Lighting Project, IFB No. 17-07, and Ticketing Remodel Enabling
Projects, IFB No. 18-01.
RECOMMENDATION:
1. Approve Amendment No. 4 to Agreement No. 6629 with URS Corporation for
construction management services in the amount of $476,871 required for the
Taxiway J Pavement Reconstruction Project, IFB No. 17-06, Airfield Lighting Project,
IFB No. 17-07, and Ticketing Remodel Enabling Projects, IFB No. 18-01;
2. Delegate authority to the City Manager to approve subsequent amendments to
Agreement No. 6629 with URS Corporation, not to exceed $50,000, as may be
necessary for additional scopes of work associated with construction management
services for the Taxiway J Pavement Reconstruction Project, IFB No. 17-06, Airfield
Lighting Project, IFB No. 17-07, and Ticketing Remodel Enabling Projects, IFB No.
18-01; and
3. Authorize the City Manager to execute all necessary documents.

STAFF ANALYSIS:
On August 3, 2016, the City Council accepted Federal Aviation Administration AIP
Grant No. 3-06-0181-054-2016 in the amount of $2,554,343.69 and approved
Amendment No. 6 to Agreement No. 6256 with Parsons Brinckerhoff, Inc., for design
services related to three airport projects: Ticketing Remodel Enable Projects, Taxiway J
Pavement Rehabilitation, and Airfield Electrical Replacement.
Subsequently, Parsons Brinckerhoff, Inc., completed the plans and specifications for
these three capital projects, and on April 19, 2017, the City Council approved the plans
and specifications, and authorized staff to proceed with bidding of the Taxiway J
Pavement Rehabilitation, and Airfield Electrical Replacement.
On May 3, 2017, the City Council approved the plans and specifications, and authorized
staff to proceed with bidding of the Ticketing Remodel Enable Projects. It should be
noted that at that time the Council only approved the schematic design for the larger
Terminal Ticketing Wing Remodel Project, and final design for that project will be
presented to Council for approval later this year. It is only the enabling projects (i.e.
build-out of airport operations space underneath the Bono Concourse, and installation
of a temporary modular building for TSA operations) that Council authorized for bidding,
which with this action Council will authorize award.
The bid opening for the Taxiway J Pavement Reconstruction Project, IFB No. 17-06,
and Airfield Lighting Project, IFB No. 17-07, is scheduled for July 19, 2017. The bid
opening for the Ticketing Remodel Enabling Projects, IFB No. 18-01, is scheduled for
August 15, 2017.
The Federal Aviation Administration requires that airport projects funded using grant
funds select and hire a qualified engineering consultant having proven experience in
airport projects. Staff recommends that the City retain URS Corporation for the needed
construction management services associated with these three Airport capital
improvement projects. URS Corporation was previously selected through an FAA
sanctioned public solicitation process carried out by the City's Procurement Division's
Statement of Qualifications (SOO) 03-12 in March of 2012.
On November 19, 2014, the City Council awarded a professional services agreement to
URS Corporation, as the City's on-call construction management firm for Airport capital
improvement projects. Subsequently, the Council approved three amendments to the
agreement to accommodate additional Airport capital improvement projects.
Staff have negotiated the scope and fee for construction management services required
for the latest three Airport capital improvement projects, which has a total estimated
construction cost of $3,950,000. URS Corporation has provided a scope and fee,
consistent with FAA requirements, based on the project design, phasing complexity,

and duration of work. The hours of effort and fee for these services have been
validated by an Independent Fee Estimate as required by the FAA.
The negotiated fee for construction management services associated with the three
Airport capital improvement projects is $476,871 based on a time and material estimate,
included as Exhibit A to Amendment No. 4. The negotiated fee represents 12% of the
estimated construction cost of these projects.
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Master Plan
Update for the Palm Springs International Airport ("Master Plan") is considered a
"Project", and in accordance with the CEQA Guidelines, the City acting as "Lead
Agency' pursuant to CEQA, previously completed an environmental analysis of the
potential impacts resulting from implementation of the Master Plan. A Notice of Intent to
Adopt a Mitigated Negative Declaration ("MND") was previously filed, and on October
21, 2015, the City Council held a public hearing, and independently reviewed and
considered the information contained in the MND prior to its review and approval of the
Master Plan, and adopted Resolution No. 23908, adopting and ordering the filing of a
Mitigated Negative Declaration for the Master Plan.
As these capital projects implement the Master Plan, no further environmental analysis
pursuant to CEQA is necessary.
FISCAL IMPACT:
The negotiated fee for the required construction management services is $476,871
which will be funded with 90% federal funds paid through FAA Airport Improvement
Grant AIP 3-06-0181-055-2017. Sufficient funding is budgeted and available in the
Airport Capital Improvement Fund, Accounts 416-6401-56186 and 416-6601-56186.
No local General Fund or Measure J Capital Funds are used in delivery of these Airport
capital projects.

TO AGREEMENT NO. 6629 — AVIATION CONSULTING SERVICES
PALM SPRINGS INTERNATIONAL AIRPORT
THIS FOURTH AMENDMENT is made and entered into as of the 19th day of
July 2017 (the "effective date") by and between the CITY OF PALM SPRINGS, a Cali-
fornia charter city and municipal corporation ("City"), and URS Corporation, a Nevada
Corporation, (herein "Consultant") as follows:
RECITALS
WHEREAS, the City owns and operates Palm Springs International Airport ("Air-
port") located in Palm Springs, California for the convenience of the general public.
WHEREAS, City and Consultant entered into that certain Consulting Services
Agreement No. 6629 for Construction Management Services ("Agreement'), as duly
amended from time to time; and
WHEREAS, the parties entered into amendments No. 1, No.2, and No. 3 to this
Agreement for the purpose of increasing work assignments.
NOW, THEREFORE, for good and sufficient consideration, the parties agree as
follows:
1. Exhibit "A", Scope of Services, is hereby amended to add the following on-call
Consulting Construction Management Services for additional resident profes-
sional services during the construction of airfield electrical system upgrades, tax-
iway "J" projects and for the rehabilitation of the terminal ticketing wing enabling
projects; as described in the proposals from the Consultant, dated July 6, 2016.
This project total project cost is $476,871.00 and will be funded under Airport Im-
provement Grant AIP 3-06-0181-055-2017.
2. The Amendment No. 4 shall allow a cumulative project sum of URS Corporation
services not to exceed $1,304,640.00 for professional services relating to con-
struction management services and shall extend the term of this agreement to
May 31, 2018.
Except as previously modified herein, all other provisions of the Agreement shall remain
unmodified in full force and effect.

Scope of Services for
Construction Management, Inspection, and Testing Services at
Palm Springs International - AIP 3-06-0181-055-2017 and Related Work
Construction Management, Resident Engineering and Inspection — Provide construction manage-
ment, resident engineering, and inspection field representatives to perform job-site construction inspec-
tions, monitor and document construction progress and schedules, conformance with airfield operational
requirements, and conformance with construction plans and specifications, The Construction Manager
shall prepare daily activity reports documenting construction progress, including installation of material;
number of workers, their hours and significant conversations, observations, and/or situations that affect
the progress of the work. The Construction Manager shall be responsible for informing the Airport's Pro-
ject Representative in writing as soon as possible of any defects or deficiencies, delays, contractor's de-
viation from the contract documents, and/or contractor's breach of the construction contract.
• Prepare and maintain separate logs for project correspondence, payroll information, submittals
and shop drawings, RFI's, change proposals, change orders, daily and weekly inspection reports,
material quantities and pay estimates.
• Take and distribute meeting notes. Provide a draft copy for comment and review within one day.
Upon receiving comments, revise meeting notes incorporating applicable comments and Chang-
es. Distribute electronically via email to the FAA and all attendees within one day after receiving
comments.
• Prepare weekly progress reports to the FAA.
• Review Contractor's payment requests including review of certified payrolls for compliance with
the Contract Documents.
• Review Redlines with Contractor weekly and confirm they are current.
Inspections, Punch list, Re-inspection - Within 2 days from the Contractors notification that each con-
struction phase is complete, prepare a punch list and completion schedule for review. Conduct re-
inspections as necessary to ensure completion of punch list items.
Final Closeout Report- Prepare the FAA Final Report and closeout documentation for the project and
submit to the Airport and FAA upon completion.
CONSTRUCTION MANAGEMENT AND INSPECTION DELIVERABLES
• Meeting minutes for all meetings conducted.
• Project Logs of responses to RFI's, submittals, and change proposal requests.
• Daily construction activity reports (1 civil, 1 AFL).
• Weekly FAA reports.
• Change Order forms and documentation.
• AC acceptance and control test results.
• Punch list and re-inspection reports.
• Prevailing Wage final report
• Final Closeout Report.
• The construction duration for the project is expected to continue over 6+ months or approximately
26 weeks. The start date used for calculating the level of effort in the field is August 14, 2017. It
is anticipated that the end date for construction will be February 28, 2018.
