ADJOURNED REGULAR CITY COUNCIL MEETING
CALL TO ORDER: Mayor Moon called the meeting to order at 6:11 p.m.
PLEDGE OF ALLEGIANCE: Mayor Moon led the salute to the flag.
ROLL CALL:
PRESENT: Councilmember Kors, Councilmember Mills, Councilmember Roberts,
Mayor Pro Tern Foat, and Mayor Moon
ABSENT: None
ALSO PRESENT: City Manager Ready, Assistant City Manager Fuller, City Attorney
Kotkin, and Interim City Clerk Hart
ACCEPTANCE OF THE AGENDA:
ACTION: By a unanimous vote (5-0-0) the agenda was approved as presented.
PRESENTATION FROM MARK RIOS OF RIOS CLEMENTI HALE STUDIOS, ON THE
DOWNTOWN PARK:
1. Presentation by Mark Rios on the Downtown Park and City Council questions.
Mark Rios presented goals for the park including fostering community, sustainability,
connecting to the outdoors, and creating a unique, memorable, iconic place. He
reviewed other successful parks. He requested input on the story, program and
character of the park. He presented three potential schemes for the park.
2. Public Comments:
Jeb Bonner, Palm Springs Art Museum, indicated support for the park and
connection to the Museum.

Brooke Hodge, Palm Springs Art Museum, expressed enthusiasm for the proposed
schemes.
David Vogel, Chair of the Measure J Commission, expressed appreciation for the
thoughtful designs. He stated the Downtown Park should be iconic and a visitor
destination.
Eric Chiel thanked the Council for allowing public input. He suggested the use of
evaporating water to cool the space. He suggested performance space face north to
utilize the parking structure wall as a backdrop.
3. City Council Discussion.
The City Council discussion included the following;
• The proposed schemes and the available budget.
• Engaging the community and obtaining as many opinions as possible.
• Retaining the views of the Palm Springs Art Museum.
• The possibility of incorporating the gates from Desert Inn.
• Requested maintenance cost estimates be provided.
• Inquired if the park would be constructed in stages.
• Suggested a town hall meeting to obtain public input.
• The need to provide the locations for the Aluminaire House, Marilyn Monroe
sculpture, events, restrooms, ect.
• The opportunity to increase event space by using streets.
• The desire for the park to be a destination location.
ACTION: Direction was given to staff to conduct a survey reaching out to the
community for input and the results to be provided to the City Council at a future
meeting.
CITY COUNCIL COMMENTS, REQUESTS, AND REPORTS: None.
ADJOURNMENT:
The City Council adjourned at 7:35 p.m. to the next Regular Meeting on Wednesday,
May 17, 2017, at 6:00 p.m., in Primrose B, Palm Springs Convention Center at
277 North Avenida Caballeros, Palm Springs.
