SUBJECT: AWARD PURCHASE OF BALLISTIC HELMETS, RIOT FACE SHIELDS,
AND HELMET CARRY/STORAGE BAGS FOR ALL POLICE
DEPARTMENT SWORN PERSONNEL

SUMMARY
It is recommended that the City Council award the purchase of ballistic helmets, riot
face shields, and helmet carry/storage bags for all Palm Springs Police Department
(PSPD) sworn personnel.
RECOMMENDATION:
1. Award the purchase of 100 Delta 4 brand ballistic helmets, riot face shields, and
carry/storage bags for PSPD sworn personnel from Aardvark Inc. of La Verne,
CA in the amount of$43,478.13 including applicable sales tax and delivery.
2. AUthorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Law enforcement officers across the nation are increasingly facing violent assaults
during incidents involving suspects armed with a variety of weapons, including firearms.
These assaults have caused injuries up to and including the deaths of police officers.
Some of the these incidents necessitate police officers to be equipped with extra
personal protective equipment (PPE). They include, but are not limited
to, active shooter situations, searches for armed and dangerous suspects, etc.
Equipping police officers with essential and potentially life-saving equipment to prevent
injuries and/or death is a priority for the police department. Ballistic helmets equipped
with protective "Riot' face shields is part of these essential PPE needs.
PSPD is asking for approval to purchase 100-Delta 4 ballistic helmets, 100-Riot
protective: face shields that attach to the helmets and 100-Helmet carry/storage bags for

Approval to purchase ballistic helmets, riot shields, and storage bags for PSPD sworn personnel
all sworn PSPD police officers from Aardvark Inc. utilizing the cooperative purchase
GSA Schedule 84 contract GS-07F-141 DA pursuant to the provisions of Section
7.09.010 of the Procurement Ordinance of the Municipal Code. The Procurement and
Contracting Manager worked closely with the Police Department on this procurement
and supports the request for use of the cooperative purchase program in this case.
FISCAL IMPACT:
The total cost of the helmets, face shields, and carry/storage bags is $43,478.13 and
will be appropriated from the Supplemental Law Enforcement Services Fund (SLESF)
FY 15-16 fund (261-3201-52104). There will be no impact to the general fund.
