Subject: REPORT OF EMERGENCY REPAIRS TO THE PALM SPRINGS
INTERNATIONAL AIRPORT AIRFIELD LIGHTING SYSTEM PURSUANT
TO MUNICIPAL CODE SECTION 7.04.040

SUMMARY
Pursuant to section 7.04.040(3) of the Municipal Code, on August 3, 2017, the City
Manager exercised his authority to approve emergency electrical airfield light fixtures for
the Airport in the amount not to exceed $54,712.13 to preserve the public's health,
safety, and welfare. Section 7.04.040(4) requires that a written report of the
circumstances for the emergency purchases in excess of $25,000 be made to the
Council at the next regularly scheduled meeting after the emergency procurement is
made. The final cost for the electrical fixtures was $54,712.13.
RECOMMENDATION:
Receive and file this report for emergency repairs of the airfield electrical system.
STAFF ANALYSIS:
At approximately 1:00 a.m. on the morning of Thursday, August 3, a strong thunder and
lightning storm passed over the Palm Springs International Airport which resulted in an
electrical power outage for the facilities and airfield lighting. The Airport's back-up
generator system was able to provide the necessary electricity to maintain airport
operations sufficiently until the primary electricity was back on line at approximately 7:00
a.m.
An inspection of the airfield identified over 200 dormant taxiway edge lights spread
throughout a number of different aircraft taxiways. This unusual outage was correlated
directly to the lightning storm which was documented using the Airport's recorded
camera system. The specialized high-tech LED light fixtures are certified by the Federal
Aviation Administration for visual guidance to taxing aircraft. Each above-ground light
fixture is comprised of an array of electrical components that are not repairable!or

replaceable because the entire fixture is permanently sealed to prevent damage or
failure due to weather (sun, heat, rain, wind, etc.). The entire above-ground light fixture
must be replaced when it malfunctions.
On August 3 (Thursday), staff was able to replace enough taxiway edge lights utilizing
the spare part inventory, and strategically rearranged functioning light fixtures
sufficiently enough to keep key taxiways safely open.
The same business day staff researched and discovered that finding light fixture
replacements was problematic due to suppliers having scant inventories. Subsequently
it was necessary to immediately secure an order with a supplier on August 3 in order to
immediately guarantee overnight delivery of 50 light fixtures and allow the vendor to
initiate the longer lead time required to deliver the remaining 130 fixtures.
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions
of CEQA. In response to that mandate, the Secretary for Resources identified classes
of projects that do not have a significant effect on the environment, and are declared to
be categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1(d) projects
consisting of restoration or rehabilitation of deteriorated or damaged structures,
facilities, or mechanical equipment to meet current standards of public health and safety
are considered exempt from CEQA.
FISCAL IMPACT:
The purchase of the replaced 180 taxiway edge lights from Global Access Supply, Inc.,
located in Riverside, California, involved a unit price of $279.50, $10 dollars less than
the same light fixtures the Airport purchased in 2015, for a total price, including freight
and tax, of$54,712.13.
Sufficient funds are available in the Airport Fund, account 415-6050-46110. The City's
property insurance policy covers damages resulting from lightning, less the $10,000
deductible, and the anticipated eligible reimbursement will off-set the net airport
expenditure.
