Ready, City Manager BY: Police Department SUMMARY It is recommended that the City Council award the purchase of gas masks and gas mask filters for all Palm Springs Police Department (PSPD) sworn personnel. RECOMMENDATION: 1. Award the purchase of 100 Avon brand gas masks and 200 gas mask filters for PSPD sworn personnel from Adamson Police Products of Los Alamitos, CA in the amount of$44,855.00 including applicable sales tax and delivery. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Law enforcement officers across the nation are increasingly facing violent assaults during incidents involving suspects armed with a variety of weapons, including chemical agents. Law enforcement officers may be forced to enter or remain in areas where chemical agents or hazardous toxins have been deployed, either intentionally or unintentionally. Some of these incidents necessitate police officers to be equipped with extra personal protective equipment (PPE). Equipping police officers with essential and potentially life- saving equipment to prevent injuries and/or death is a priority for the police department. Gas masks and the accompanying filters are part of these essential PPE needs. The Procurement & Contracting Department worked closely with Police Department staff to prepare specifications for this equipment and conducted a Request for Quote (RFQ 2018-01) which was sent out to 16 prospective vendors on August 17. Three (3) responsive, responsible quotes were received on August 31st, provided below: rrEM NO. It is recommended that Council approved a purchase order to Adamson Police Products in the amount $44,855.00 for the AVON Gas Masks and Gas Mask Filters which is inclusive of all applicable sales tax and shipping costs. FISCAL IMPACT: The total cost of the gas masks and filters is $44,855.00 and will be appropriated from the Supplemental Law Enforcement Services Fund (SLESF) FY 15-16 fund (261-3201- 52104).
