SUBJECT: APPOINT COUNCILMEMBER KORS AS BOARD MEMBER/CITY
LIAISON TO THE COMMUNITY CHOICE AGGREGATION PROGRAM
AND COACHELLA VALLEY COMMUNITY ENERGY AUTHORITY

SUMMARY
Appoint Councilmember Geoff Kors as Council liaison to the Community Choice
Aggregation (CCA) program and Board Member to the Coachella Valley Community
Energy Authority.
BACKGROUND:
As the Council liaison to the Coachella Valley Association of Government's Energy &
Environmental Resources Committee, Councilmember Kors along with City Staff have
been participating in discussions since 2016 to evaluate the formation of a CCA
program for the Coachella Valley region. On July 19, 2017, the City Council approved
the implementation of a CCA as well as an interagency Joint Powers Agreement (JPA)
to administer the CCA. The CCA will enable the City and other participating
municipalities the power to purchase, supply, and aggregate electricity for customers
within their jurisdiction. The JPA, the Coachella Valley Community Energy Authority, will
serve as a public, non-profit agency on behalf of the agencies that choose to participate
in the CCA program and is governed by a legislative body— a Board of Directors (BOD).
The JPA allows that the initial BOD will consist of one (1) director appointed by each of
the initial members. Councilmember Kors will serve as the City of Palm Springs' voting
member, with Jay Virata, Director of Community & Economic Development, serving as
the City's alternate representative, as provided in the JPA.
