HomeMy WebLinkAbout9/26/2017 - STAFF REPORTS - 5.B. ���QpLMSA4 iy r + City Council Staff Report DATE: September 26, 2017 NEW BUSINESS SUBJECT: APPROVAL OF A REQUEST FOR EARLY CONSTRUCTION START TIMES FOR CERTAIN WORK ACTIVITIES AT THE ANDAZ HOTEL CONSTRUCTION SITE FROM NOVEMBER 1, 2017, THROUGH APRIL 30, 2018. Ready, City Manager BY: Office of the City Manager SUMMARY The City has received a request from SR Construction, the General Contractor responsible for construction of the Andaz Hotel for Rael Development Corporation, for an early construction start time of 12:00 a.m. for nine specific dates between November 1, 2017, and April 30, 2018, on which large concrete pours are anticipated. Chapter 8.04.220 of the Palm Springs Municipal Code limits the hours of construction from 7:00 a.m. to 7:00 p.m. Monday thru Friday, unless the construction work complies with the terms of a written early work permit issued by the Building Official upon a showing of sufficient need due to circumstances of an unusual or compelling nature. In this case, the Building Official will be approving an early start to construction in consideration of the need to proceed with high volume-of continuous concrete construction for reinforced concrete floors, columns and decks that will impact traffic and adjacent businesses during normal working hours. The early construction authorization will be subject to continuous monitoring of noise complaints and impacts to adjacent properties and businesses. RECOMMENDATION: Approve the requested early construction time of 12:00 AM for nine specific dates between November 1, 2017, and April 30, 2018, for the Andaz Hotel construction. STAFF ANALYSIS: The Andaz Hotel project located between N. Palm Canyon Drive and Indian Canyon Drive at Alejo Rd. is expected to resume construction in October, 2017 and it is anticipated that the project will be completed by January 2019. As a reinforced concrete structure, consisting of over 15,000 cubic yards of concrete and 2.1 million ITEM NO 5' L3' City Council Staff Report September 26, 2017-- Page 2 Report on Approval of Early Construction Start Time Andaz Hotel pounds of reinforcing steel, the Andaz Hotel will require several significant concrete pours over the coming months. SR Construction, the General Contractor, has submitted a request (Attachment 1), for the approval of early construction start times for nine separate concrete pours that are expected to take place between November 2017 and April 2018. The project site and surrounding area are indicated in Figure 1 Kul wwn� M c i� �� Figure 1 These concrete pours are tentatively scheduled to take place on the following dates: - November 14, 2017 - January 31, 2018 - December 26, 2017 - March 5, 2018 - December 28, 2017 - April 2, 2018 - January 3, 2018 - April 25, 2018 - January 15, 2018 It should be noted that the dates for these concrete pours are subject to change due to various conditions and construction realities, but in general allow for a snapshot of the expected progression of the concrete pours. For each of these concrete pours the Contractor would like to begin work at 12:00am and anticipates the completion of concrete placement before 8:00am. While daytime temperatures are a secondary concern during this period, the primary rational for the early start time is to limit disruption to the downtown core caused by the placement of 02 City Council Staff Report September 26, 2017-- Page 3 Report on Approval of Early Construction Start Time Andaz Hotel lane closures and the staging of concrete trucks waiting to offload. Approval of the request for these limited early start times is intended to allow for the removal of any secondary lane closures and equipment prior to the onset of business activities at a time when the influx of seasonal guests and events will be reaching their peak. Permitted construction hours per the Palm Springs Municipal Code 8.04.220 are listed in the table below: Permitted Hours of Construction Sundays& weekdays Saturday Holidays* a.m.to 7 p.m. 8 a.m. to S Not permitted p.m. *Thanksgiving Day,Christmas Day, New Years Day,July 4l",Labor Day and Memorial Day Certain exceptions to these construction hours are allowed in the Municipal Code, including exception (2): (2) Construction work complying with the terms of a written early work permit which may be issued by the building official upon a showing of sufficient need due to circumstances of an unusual or compelling nature; Given the volume of concrete to be placed, with one concrete truck holding 10 cubic yards, concrete trucks will need to be staged on either Palm Canyon Drive or Indian Canyon Drive in sequence to provide a continuous supply of concrete during this construction schedule. Staging this work during the early morning hours will help to minimize disruption to traffic that otherwise would occur if the normal work hour start of 7:00 AM was maintained. To mitigate the noise associated with these trades S.R. Construction has agreed to lower the volume of back-up alarms and radios, and make every effort to minimize construction traffic on adjacent streets on days when continuous concrete pours are not scheduled. Early morning work will also require temporary outdoor lighting, which may impact adjacent properties. Furthermore, approval of early start times would be contingent on S.R. Construction cooperating with the City staff, the community, and to periodically meet with the Main Street merchants and affected residents to discuss any needed changes to address light and noise impacts and construction activities affecting businesses during the early morning hours. When work resumes on the project, construction will also require specific staging and detours of pedestrian traffic around the site; in order to maintain pedestrian traffic, the existing parking lanes adjacent to the site on N. Palm Canyon Dr. and Indian Canyon Dr. will be eliminated and a secured and barricaded pedestrian path of travel will be 03 City Council Staff Report September 26, 2017-- Page 4 Report on Approval of Early Construction Start Time Andaz Hotel established. The entire frontage of the streets adjacent to the project site will be removed and reconstructed to accommodate the new Andaz Hotel. During this time, parking will be temporarily eliminated adjacent to the site; however, existing travel lanes will remain open. S.R. Construction is currently scheduling attendence at the next available Main Street merchants meeting to inform various merchants and businesses regarding their request for an early construction start time and general construction activities. ENVIRONMENTAL IMPACT: On April 2, 2014, the City Council adopted Resolution No. 23527, approving an amendment to Case No. 5.1091, Planned Development District 324, and related entitlements associated with the development of a 150 room hotel, and finding that the previously adopted Mitigated Negative Declaration Number 2006109031 as sufficient and appropriate environmental documentation for the proposed amendment to Planned Development District 324. I have recently joined the SR Construction organization as the Senior Project Manager responsible for the construction of the ANDAZ—Hyatt located at 414 North Palm Canyon Drive. One of my primary roles during the construction process will be to insure... to the best of SR Construction's ability... that your offices as well as the business owners and citizens of Palm Springs experience as little disruption to their normal daily routines as possible. While no solution to these temporary inconveniences is perfect, one solution the SR Construction would like to propose is early morning concrete pours. These pours would begin shortly after midnight and would be complete before 8:00 AM. Each pour would be fully coordinated... especially traffic lane closures... with the City staff as well as with the business owners in the immediate vicinity of the construction site well in advance and we will make every effort to accommodate all concerns prior to each pour. While a secondary purpose for our request is potentially high daytime temperatures,the primary reason is public safety. Completing our major concrete pours during these hours would create far less traffic disruptions to the normal daytime and evening activities of the business community in the immediate area of the construction site...especially given the significantly number of seasonal guest you experience during the winter season. It is very likely there will be far less people out-and-about after midnight,thus creating a much safer environment for everyone. We appreciate your willingness to consider our request and SR Construction's entire Palm Springs staff looks forward to working with you,the entire City Staff,the business owners and citizens of Palm Springs to make this a safe and uneventful relationship.
