SUBJECT: REPORT OF EMERGENCY REPLACEMENT OF HYDRAULIC
PORTABLE TRUCK LIFT AT THE PALM SPRINGS FLEET
OPERATIONS FACILITY PURSUANT TO MUNICIPAL CODE SECTION
7.04.040

SUMMARY
Pursuant to section 7.04.040(3) of the Municipal Code, on October 17, 2017, the City
Manager exercised his authority to approve the emergency replacement of hydraulic
portable truck lifts for the Fleet Maintenance Division in the amount not to exceed
$67,830.15 to preserve the public's health, safety, and welfare. Section 7.04.040(4) of
the Palm Springs Municipal Code requires that a written report of the circumstances for
emergency purchases in excess of$25,000 be made to the Council at the next regularly
scheduled meeting after the emergency procurement is made. The final cost for the
emergency repairs is $67,830.15.
RECOMMENDATION:
Receive and file this report for the emergency replacement of the hydraulic portable
truck lift.
STAFF ANALYSIS:
In 2003, the City of Palm Springs purchased a 6-ARI Hetra Heavy Duty portable truck
lift systems able to safely lift Fire Department apparatus and other city owned heavy
equipment for service and repairs. Earlier this year, one of the hydraulic portable truck
lifts was being used to perform repairs on a Palm Springs Fire Department ladder truck,
when it failed to lower. Staff coordinated with a vendor to provide service to the
equipment, and since that time staff has coordinated inspection of the hydraulic lift
system by other vendors who have determined that due to the age of the unit and lack
of parts available on the market, the lifts cannot be adequately maintained.
The lift system failed to operate, and its replacement was deemed an emergency.

Emergency Hydraulic Lift Purchase
The specialized equipment is a critical component for the safety of the staff and city
equipment and assets being maintained by Fleet Maintenance Division. The lack of
functionality of the lift has reduced the effective operations of the Fleet Maintenance
Division. Staff researched comparable hydraulic portable lift replacements, and
recommended the purchase of the Mach Flex, hydraulic portable truck lift, with the 6-
column set, with the capacity of 112,800 pounds from Rotary, Inc.
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions
of CEQA. In response to that mandate, the Secretary for Resources identified classes
of projects that do not have a significant effect on the environment, and are declared to
be categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1(d) projects
consisting of restoration or rehabilitation of deteriorated or damaged structures,
facilities, or mechanical equipment to meet current standards of public health and safety
are considered exempt from CEQA.
FISCAL IMPACT:
Staff received quotes from two vendors for the purchase of the replacement 6-column,
hydraulic portable truck lift system as follows:
1. Rotary Lift Inc.; Madison, Indiana; $67,830.15
2. Southwest Lift & Equipment Inc.; Running Springs, California; $89,310.92.
The two quotes are included as Attachment 1.
Staff recommended the City Manager authorize the purchase of the hydraulic truck lift
system from Rotary, Inc., in the amount of$67,830.15.
Sufficient funds are available in Motor Vehicle Fund, Account 510-5470-43170.
