As part of the Certification and Accreditation(C&A)process,TSA conducted extensive security testing on the Telos ID DAC solution leading to an Authority to Operate(ATO)on March 21,2012. Our DAC was the first to be awarded ATO under new TSA DAC technical requirements. Telos ID DAC is also completing its C&A renewal confirming it as a most secure modern DAC platform. On April 13, 2012,the Sacramento International Airport(SMF) awarded Telos ID a contract to provide DAC services. On May 11, 2012,we successfully transitioned SMF to the Telos ID DAC as our first customer. These innovations include the capability to capture and submit slap (flat)fingerprints to TSA instead of the more labor intensive rolled prints, and the ability to upload 1-9 supporting documentation during initial submission to TSA. Uploading this documentation upon initial submission to TSA reduces STA result return times, especially for foreign born applicants. These features did not exist in the DAC community until Telos ID provided them at no extra cost to each of the Airport Partners. In every transition,the cutover team discovers erroneous records in the data from TSA that has been attributed to unstable data transfer methods between the previous DAC and badge/access control system, almost always in excess of twice the population of the airport's expected total badge population for that airport. This includes recent transitions in 2013 and 2014 where our Airport Partners understood that their badging databases were reconciled and synchronized with their previous DAC provider and TSA. Listed as active badges in the legacy DAC and TSA databases were many erroneous and duplicative records causing erroneous billing due to inaccurate badge records assigned to airports. Our proven DAC data reconciliation method not only allows for accurate data for reporting,status,and compliance purposes,but also prevents future billing errors for records incorrectly listed as active. After their transition to the Telos ID DAC,our Airport Partners have recognized enhanced data accuracy, integrity, and ongoing synchronization between its records,Telos ID,and TSA. The results of the process are exactly the same as those that would come through the National Agency Check process with respect to CHRI but the process is done without manual intervention and the results are typically available in less than two hours. The application that collects the required biographic and biometric information is called IDVetting. Those with a positive hit on the FBI database with CHRI returned would not be given the credential until the full process has been completed,and those with no CHRI returned from the FBI process would be allowed to have the credential on an interim basis until the full National Agency Check with Inquiries(NACI)is completed. For an individual with no FBI CHRI, this would result in putting them to work within hours with the assurance that the FBI portion of their background screening was positive. Under a contract with a field activity of the Office of the Secretary of Defense,Telos ID provides support to the Defense Manpower Data Center(DMDC).
