� �PpLMsp,P iy a V N CgOF02 CITY COUNCIL STAFF REPORT DATE: December 13, 2017 SUBJECT: REVIEW APPLICATIONS, ALLOCATE AND AWARD THE FISCAL YEAR 2017-18 SPONSORSHIP AND PROGRAM FUNDING GRANTS AND CITY SPONSORED SPECIAL EVENTS FROM: David H. Ready, City Manager BY: Geoffrey S. Kiehl, Director of Finance and Treasurer SUMMARY The City Council will consider the award and allocation of funds for the fiscal year 2017-18 sponsorship and program funding grants. RECOMMENDATION: 1. Award Fiscal Year 2017-18 Sponsorship and/or Program Funding Grant requests from General Fund budget of$767,500 allocated for this purpose; and 2. Authorize the City Manager to execute individual Sponsorship and Program Fund Grants, subject to approval by the City Attorney as to form. STAFF ANALYSIS: As part of the Fiscal Year 2017-18 budget process, the City Council Budget and Finance Subcommittee (Mayor Moon and Councilmember Kors) requested City Staff develop an application process for the submission of the Fiscal Year 2017-18 sponsorship and program grants. The City received 45 applications from 40 applicants requesting a total of $1,715,972 for sponsorship and/or program funding. Staff analyzed each funding request and made a good-faith effort to categorize each request as supporting or benefiting the following: tourism, fundraising, resident benefits, and social service/welfare programs. The City Council Grants and Sponsorship Applications Subcommittee reviewed each application and has made recommendations for grant award funding for City Council consideration. The list of applications with Subcommittee funding recommendations is included as Attachment 1. The Fiscal Year 2017-18 adopted budget appropriated $767,500 in the General Fund. While the funds are appropriated in the Council approved and adopted budget, the City rmM NO. 5. d- City Council Staff Report December 13, 2017 -- Page 2 Sponsorship and Program Grants Council deferred the allocation of funding specific grants, and funds are not allocated to any particular sponsorship or program. The City Council previously approved two funding amounts: $90,000 for the Palm Springs Pride in-kind contributions (funded by PS Resorts), and $9,000 of the $75,000 requested by Well in the Desert for three months of food and lease support for July through September 2017. The list of previous Fiscal Year 2016-17 approved funding is included for reference as Attachment 2.
