AND AUTHORIZATION TO BID THE 2017 SLURRY SEAL, CITY

SUMMARY
The construction documents (contract specifications) have been completed, and in
accordance with Section 7.03.040 of the Procurement and Contracting Code the City
Council is required to approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
action will allow staff to proceed with bidding of the 2017 Slurry Seal, City Project 17-02
(Project), with an estimated construction cost of$1,335,000.
RECOMMENDATION:
Approve the plans, specifications and estimate and authorize staff to advertise and
solicit bids for the 2017 Slurry Seal, City Project No. 17-02.
STAFF ANALYSIS:
On March 4, 2015, the City Council reviewed the "Final Report for the City of Palm
Springs Pavement Management Program 2015 Update (2015 Update)". The 2015
Update of the City's Pavement Management Program assessed the condition of all City
streets and identified and characterized different types of failures of each street
segment to determine an overall Pavement Condition Index (PCI). The PCI is rated from
100 (perfect condition/new) to 0 (worst condition).
In an effort to simplify the PCI rating system, the City adopted a letter grade for streets
that categorizes the numerical rating into easily recognizable groups, similar to the
rating system utilized by the City of Los Angeles. These letter grades and
corresponding PCI groupings are shown in Table 1.

All streets require regular maintenance to improve the condition and extend the life of
the pavement, with the type of maintenance dictated by the PCI index. Typically, streets
rated above 71 (Letter Grades A and B) are considered to be in satisfactory and good
condition, needing some patching, crack-fill and slurry seal. Certain streets rated above
65 (upper range of Letter Grade C) are candidates for a micro-mill and slurry seal
repair. Streets rated 41 to 65 (Letter Grades C and D) are in fair and poor condition,
requiring different maintenance strategies which might include reconstruction or varying
thickness grinding and overlay. Streets rated lower than 40 (Letter Grade F) require
complete removal and reconstruction.
Rating Condition PCI Range Description

patches in good condition or slight hairline
cracks; may be slightly weathered.
C Fair 56-70 Slight to moderately weathered, slight
distress, possibly patching.
D Poor 41-55 Severely weathered or slight to moderate
levels of distress generally limited to patches
and non-load-related cracking.
F Very Poor 0-40 Severely distressed or large quantities of
distortion or alligator cracking. Failure of the
pavement, distress has surpassed tolerable
rehabilitation limits.

The February 2015 Pavement Management Survey for the City's street network
indicated an overall average PCI of 69 (Letter Grade C), at the upper range of "Fair"
condition. The pavement condition distribution from the report is illustrated in Figure 1.
Staff notes that since the pavement survey completed in 2014 and the findings
published in the report in 2015, significant steps have been taken by the City with
pavement maintenance projects throughout the City, resulting in over $27.6 million in
projects completed on approximately 75 miles (almost 1/3) of City streets. Staff will
schedule a new pavement survey in 2018-2019 to document the current condition of
City streets, and anticipates that the City's overall PCI will improve given the significant
investment made by the City Council in street maintenance.
The City is currently in the construction phase of the 2017 Pavement Rehabilitation, City
Project 17-01, continuing with rehabilitation work on streets with a pavement condition
up to PCI 51. While the City's focus has been on reconstruction of City streets with the
worst pavement condition (now having completed all streets with a condition rated up to

51), it is also important to continue pavement maintenance on streets rated with
conditions of PCI 65 and above, which allows for extension of pavement life with a
micro-mill and slurry seal application at a fraction of the cost of reconstruction. Deferring
pavement maintenance on streets rated with a fair condition will allow the condition to
deteriorate, leading to increased costs for future maintenance.
Engineering science predicts that as pavement ages the pavement condition decreases
based on a deterioration curve, and recommends streets to receive pavement
maintenance by attempting to prevent deterioration past the critical PCI value of 55.
The standard deterioration curve for asphalt concrete pavement is shown in Figure 1.

As shown in Figure 1, a pavement condition is expected to deteriorate from PCI = 55 to
completely failed (PCI = 0) over the last 5 years of its life. Therefore, capitalizing on a
pavement condition considered "Fair" or better allows for avoidance of significantly
increased pavement rehabilitation costs, as evidenced in the graphic shown in Figure 2.

The most economic pavement maintenance is a micro-mill with slurry seal application
(at a cost of approximately $0.50 per square foot), as compared to the complete
reconstruction of a City street. Staff recommends utilizing the micro-mill with slurry seal
application on streets with a pavement condition of at least PCI=65, and City Project 17-
02 will continue that strategy. The prior slurry seal project completed by the City
included streets with pavement condition of PCI=65 to 69; the 2017 Slurry Seal, City
Project 17-02, will continue with micro-mill and slurry seal application on streets with
PCI=70 (Letter Grade C) and include selected major arterial segments.
Since there are a large number of streets with PCI 70 which would exceed the available
budget in the current fiscal year, the remaining streets with PCI 70 will be programmed
for Slurry Seal, City Project 18-02, in the 2018/2019 fiscal year. Approximately 60% of
PCI 70 streets are included in this year's project. The selection of streets for this project
is based on geographic location to achieve cost effectiveness and to avoid the
inconvenience of construction over the two year period within the same neighborhood.
The project also includes selected arterial streets with PCI range of 75 and 79 that will
benefit from a slurry seal application. A few streets with PCI 67 to 69 that were deferred
from the last slurry seal project are also included in the 2017 Slurry Seal project.
Staff has reviewed the list of streets included in the 2017 Slurry Seal project with the
Organized Neighborhood of Palm Springs (One-PS) Code Enforcement & Public Works
Committee, which has distributed the list to its neighborhood members. The Committee
has accepted the list with no objections from any neighborhoods. The list was also
distributed with the various utility companies including Desert Water Agency (DWA)
making them aware of the project to minimize or avoid potential conflicts. A list of the
streets to be slurry sealed and maps of their locations are included as Attachment 1
and Attachment 2 respectively.

It is recommended that City Council authorize staff to proceed with this project, and
allow staff to formally solicit construction bids for the 2017 Slurry Seal, City Project 17-
02. With City Council's approval, staff will advertise the project in the Desert Sun,
submit the Notice Inviting Bids to plan rooms, and provide the bid documents available
free of charge to prospective bidders. A copy of the contract specifications for the
Project is on file with the Engineering Services Department. The following tentative
schedule has been identified for the bid process:

Deadline for receipt of bids: 3:00 PM, January 18, 2018
Contract awarded by City Council: February 7, 2018
ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines
are required to include a list of classes of projects which have been determined not to
have a significant effect on the environment and which are exempt from the provisions
of CEQA. In response to that mandate, the Secretary for Resources identified classes of
projects that do not have a significant effect on the environment, and are declared to be
categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects
consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing public structures, facilities, mechanical equipment or topographical
features involving negligible or no expansion of use beyond that existing at the time of
the lead agency's determination. Therefore, in accordance with Section 15301 (c), staff
has determined that the 2017 Slurry Seal, City Project No. 17-02, is considered
categorically exempt from CEQA and a Notice of Exemption has been filed with the
Riverside County Clerk and is included as Attachment 3.
FISCAL IMPACT:
A total of $1,400,000 was budgeted for the 2017 Slurry Seal, City Project 17-02 with
Local Measure A (Fund 134). On September 26, 2017, City Council approved $263,599
in estimated revenue from Senate Bill 1 (SB) Road Maintenance and Rehabilitation
Account (RMRA), a new funding source generated from the recent gas tax increase.
With the addition of $263,599 from SB 1- RMRA funds, the total budget for the project
increased to $1,663,599.
