SUBJECT: ACCEPT A FY 2017 EMERGENCY MANAGEMENT PERFORMANCE
GRANT FROM FEDERAL EMERGENCY MANAGEMENT AGENCY VIA
THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES
AND THE RIVERSIDE COUNTY EMERGENCY MANAGEMENT
DEPARTMENT IN THE AMOUNT OF $13,519 AND FUNDING OF A
COURSE FROM THE CALIFORNIA SPECIALIZED TRAINING
INSTITUTE.

SUMMARY
It is recommended that City Council authorize the City Manager to accept a $13,519
Emergency Management Performance Grant for funding of an Emergency Operations
Center (EOC) Action Planning course which will be taught by the California Specialized
Training Institute (CSTI), a division of the California Office of Emergency Services.
The CSTI Essential EOC Action Planning course introduces participants to the planning
process that is utilized when working an Emergency Operations Center (EOC). During
the one-day, eight-hour course, participants will learn about the phases and each EOC
Section's role in the Planning P process to develop an EOC Action Plan.
RECOMMENDATION
1) Accept the FY 2017 Emergency Management Performance Grant through the
California Governor's Office of Emergency Services in the amount of $13,519.
2) Authorize the City Manager to contract with the California Specialized Training
Institute (CSTI) through the California Office of Emergency Services (CaIOES)
for the course delivery of the Essential EOC Action Planning course in an amount
up to $13,519.
3) Authorize the City Manager to execute all necessary documents.

Accept$13,519 Emergency Management Performance Grant FY 2017
The Fire Department submitted an Emergency Management Performance Grant
(EMPG) FY 2017 application to California Office of Emergency Services via Riverside
County Emergency Management Department to provide training to City employees that
are assigned to work in the Emergency Operations Center during and after an
emergency or major disaster.
The CSTI Essential EOC Action Planning course will provide training on the process of
developing and implementing an EOC Action Plan. The EOC Action Plan details what
will be accomplished during an operational period in the EOC. The course will instruct
City Staff in the following information:
• How to build an EOC Action Plan (EAP)
• What each EOC Section's role is in the EAP
• The Planning P
• Differences of the EAP and an Incident Action Plan (IAP)
California Office of Emergency Services (CaIOES) has developed Emergency
Operations Center Type I through III Task Books for most positions in the EOC. The
Task Book demonstrates that the person working in a particular position has received
training, education, worked in a Trainee Status on previous incidents and has
successfully demonstrated mastery of the essential skills of the position. Successful
completion of the Type III task book for a position demonstrates the individual can
successfully work in a local level EOC. This course will meet one of the course
requirements for California Office of Emergency Services Emergency Operations
Center Type I II Task Book.
Having an EOC prepared with trained and credentialed personal is critical for the City to
be able to quickly respond too and recover from an emergency or major disaster.
FISCAL IMPACT
The EMPG FY 2017 grant is a 50% match grant. The 50% match of $13,519 will be in-
kind through the salary the City pays for the Emergency Services Coordinator position.

The California Office of Emergency Services (CaIOES) has approved Riverside County's FY17 Emergency
Management Performance Grant Program (EMPG) application and has authorized the commencement of
reimbursement requests. The performance period of this grant is July 1, 2017 (for personnel and services)
12/20/17 (for equipment) — April 30, 2018. All final reimbursement requests are due no later than May 10,
2018.
Please remember that changes to your grant will require the approval of the OA prior to incurring any costs. All
modifications, EHP's, sole source procurement, EOC and construction requests require additional approvals from
CalOES through the OA prior to incurring any costs. Some of your projects may require these additional approvals.
It is your Agency's responsibility to obtain all additional approvals prior to expending the funds. Your Agency will
also be responsible for providing all necessary documentation for reimbursements. If you are purchasing
maintenance agreements, upgrades, service fees, etc. for your equipment or continuation of a service it is your
responsibility to provide proof that these costs follow the guidelines of the grant.
Your Agency's Financial Workbook is being provided to you via email along with a copy of this letter. Please
complete the facesheet on your workbook and please have the Grant Assurances read, signed and dated by
your authorized agent in blue ink and return both to me. Reimbursements will not be processed without
these. Keep in mind that this grant has a dollar-for-dollar match requirement.
By accepting this award it will be understood that you are agreeing to conform to the requirements of the grant as
put forth in the FY17 EMPG Grant Assurances, the State Supplemental Guidance, the Federal Guidance, the
Federal Single Audit Act of 1984 and amendment of 1996, and the Robert T. Stafford Disaster Relief and
Emergency Assistance Act as amended.
