WHEREAS, White Cane Safety Day was first recognized on
October 15, 1964, as White Cane Safety Day by President Lyndon
B. Johnson who authorized this date to be proclaimed and observed
annually; and
WHEREAS, White Cane Safety Day observes the passage of
the "White Cane Law," that was based on a model law drafted in
1966 by Dr. Jacobus tenBroek, founder of the National Federation
of the Blind; and
WHEREAS, White Cane Safety Day is a time for everyone to
become fully aware of the need for motorists to exercise special care
and precaution for blind persons using a white cane or a guide dog;
and
WHEREAS, White Cane Safety Day promotes sensitivity to
the white cane as a powerful symbol of independence, self-reliance,
and an opportunity for visually impaired persons to utilize this
essential tool for increasing their mobility and productivity; and
WHEREAS, since there was a time when it was unusual to see
a blind person on the street, working in an office, or operating
machinery in a factory, White Cane Safety Day helps ensure that all
visually impaired Americans enjoy full access to employment,
education, housing, and all the benefits of freedom.
NOW, THEREFORE, I, Stephen P. Pougnet, Mayor of the
City of Palm Springs, California, by the power vested in me do
hereby proclaim October 15, 2011 to be:
WHITE CANE SAFETY DAY
