Ready, City Manager BY: Department of Planning Services SUMMARY: The applicant is requesting an amendment to the sign program that regulates signage within this shopping center that would increase the allowable height for main wall signs for sub-major tenants from 4 feet to 7'-4". The specific sub-major tenant for whom the larger sign is sought is Burlington, which is located in Buildings "K" and "L" along the east side of the shopping center. ISSUES: • The requested sign would be larger than any other sign type allowed in this sign program. RECOMMENDATION: 1. Adopt Resolution # "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, DENYING AN AMENDMENT TO AN EXISTING SIGN PROGRAM SEEKING APPROVAL FOR WALL SIGNS THAT EXCEED THE MAXIMUM HEIGHT FOR WALL SIGNS FOR THE SPRINGS SHOPPING CENTER LOCATED AT 5200 EAST RAMON ROAD (CASE SP17- 010/5.0984, PD 291-A), and direct the applicant to revise and resubmit an alternative amendment; or 2. BACKGROUND INFORMATION: The Springs shopping center is comprised of approximately 393,000 square feet of commercial development on 36 acres located at the northeast corner of Gene Autry Trail and East Ramon Road, both major thoroughfares on the City's General Plan Circulation Map. The center is anchored by a Home Depot store. On November 11, 2007, a sign district encompassing the parcels that comprise The Springs shopping center was established by the City Council as an amendment to the PDD approval for development of that shopping center pursuant to Zoning Code Section 93.20.05 (C,8). Concurrent with the establishment of the sign district, a sign program (Case SP-07-083) was approved setting forth the regulatory standards for all signage within the district. Several amendments have been approved as outlined in the following table. Related Relevant City Actions by Planning, Fire, Building,etc... Oct 12, 2016 Staff approved Burlington temporary signs Case S116-083 Feb. 5, 2018 1 The AAC recommended approval of the 7'-4" high sign as proposed. The sign program established a hierarchy of wall signs to be mounted on the front wall of each tenant space based on the size and location of each tenant space. It also included several monument signs which are located along the two major thoroughfares that the center fronts and secondary signs where buildings have multiple frontages on parking lots and roads. There was no way-finding signage or directional signage within the parking lot included in the original sign program'. Visibility across the expansive parking lot of even the larger tenant wall signs is limited, making it difficult for shoppers to find their desired retail destination once in the parking lot. Furthermore, retailers like Burlington that do not have direct frontage on Ramon Road, Gene Autry Trail or on the principal drive aisles in the parking lot are even more difficult to spot and once seen, often the vehicular route through the parking lot to the store is not easy to discern. Other than the main signs on the front and back of their tenant space, Burlington has a sign plate on two of the five monument signs; one facing Gene Autry and one facing Ramon Road. BELOW PHOTO SHOWS HOW LANDSCAPING HAS OBSCURED VISIBILITY OF SIGNAGE AND BUILDINGS The sign ordinance does not require way-finding signage within a multi-tenant commercial center. 03 City Council Staff Report March 7, 2018-- Page 4 Case SP17-010 The Springs shopping center sign program amendment These monument signs provide some degree of "visual presence" for the stores within the center, however traffic signs, street light poles, and landscaping obscure all of them to a certain degree. Also, at less than 23 square feet per name plate, the ability of a motorist to fully recognize the rather "busy" visual content of the monument signs while negotiating heavy traffic and speeds of 45 to 50 miles per hour is at best — limited. There are no monument signs along San Luis Rey drive on the east side of the shopping center. The shopping center has four primary vehicular entrances off the public streets as shown on the aerial photo below: two from Gene Autry Trail and two from Ramon Road. Two other vehicular entries take access off San Luis Rey Drive on the east, but these are not easily found if one is not familiar with the center. Main wall signs for each tenant are based on 1.5 square foot of sign area per lineal foot of tenant frontage, with maximum height limited to six (6) feet for the anchor tenant, four (4) feet for major tenants and sub-major tenants, and three (3) feet for in-line tenants and "pad" tenants. Burlington's current main sign (facing the parking lot) was approved at the maximum allowable height of four feet and their secondary elevation sign (facing San Luis Rey Street) was also inadvertently approved at a height of four feet (although maximum height for secondary elevation signs is limited to three feet). As noted in the background discussion above, the overall size of the shopping center, and the lack of way-finding directional signage makes it difficult to find stores within the center. Increasingly large wall signs on the buildings will not likely resolve the challenges of providing good visibility for tenants not fronting a perimeter major thoroughfare or a major drive aisle within the shopping center parking lot, since they will still be obscured by the code-required shade trees in the center's parking lot. Zoning Code Section 93.20.08 (Special Provisions), section "E" provides regulations for large scale commercial centers such as The Springs. Signs in commercial centers between 15 acres and 75 acres in area may have signage up to 12 feet in height, however the approved sign program did not seek signage that large. Letter height for sub-tenant signage could be increased from 4 feet to 7'-4" as requested by the applicant and still conform to the sign ordinance, however trees in the parking lot - that are required by code to provide shade -- will still obscure many of the wall signs, including Burlington's. Larger signs do not solve the current way-finding problem once motorists enter the shopping center and results in a disproportionately large sign relative to other signs in this shopping center. Thus, in analyzing the site, it would seem there is both a visibility issue and a way-finding issue to resolve. One possible solution would be the establishment of free-standing way-finding and directional signage strategically located within the shopping center parking lot at a height below the canopy of the trees that solves both the visibility and the way-finding problem. 07 City Council Staff Report March 7, 2018-- Page 8 Case SP17-010 The Springs shopping center sign program amendment Free-standing way-finding / directional signage can be conventional non-illuminated systems, or can integrate corporate logos and fonts. Many shopping centers have integrated digital illuminated technology in way-finding and directional signage that allows for easier change-out of individual tenant signs and can accommodate greater flexibility as the number of tenants and message content changes. Directional / way-finding signs in strategic locations in the parking lot in lieu of larger wall signs, one or more such signs at key intersections of the center's main drive aisles may be more effective than increasingly larger main wall signs. AAC Recommendation. At the AAC meeting the applicant asserted that the stylized "B" in the Burlington sign is in the form of a heart, and functions somewhat like a logo and thus argued that the letters, not the stylized "B," be evaluated for height conformity. However, the City's sign ordinance clearly defines sign area as "the entire area within any type of perimeter or border which entirely encloses the outer limits of any writing, representation, emblem, figure or character." As such the stylized "B" must be included in the height analysis of the proposed sign. The AAC recommended approval of the sign amendment by a vote of 7 to 0, stating that the proposed larger sign appeared to be "better proportioned" to the area of the wall on which it is proposed. In addition, they found that the majority of the letters in the Burlington name were only 35" high, and therefore only some of the letters exceeded the maximum letter height. Based on these factors, the AAC was of the opinion that the proposed amendment was generally consistent with the size of signage permitted elsewhere within the shopping center. It should be noted that the AAC did not specifically address the issue that the proposed 7'-4" letter height would be larger than any other signage permitted in the shopping center. CONCLUSION: The proposed T-4" main wall sign for sub major and/or major tenants (specifically Burlington) exceeds the maximum allowable sign height for all signs in this shopping center, and is inconsistent with the other signs are allowed under the current sign program. Possible alternative solutions may be: 1. Approve the proposed amendment but limit it only to the major/sub-major tenants in Buildings X" and 'U'. 2. Revising the landscape around the monument signs for improved visibility of the lowermost panel. 3. Staff noted that in addition to the two wall signs on their tenant space, Burlington has signage on two of the five monument signs at the perimeter of the shopping center. Upon inspection at the site, it was found that shrubs and groundcovers around the monument signs partially obscure the lower name placards on these monument signs. Staff observed that the shopping center has no way-finding or directional signage within the parking lot. The vastness of the parking lot and code-required landscaping makes visibility of many of the wall signs and finding one's way through the parking lot to a particular store is difficult. G. On March 7, 2018, at a public meeting noticed in accordance with applicable law, the City Council carefully reviewed and considered all of the evidence presented in connection with the project, including, but not limited to, the staff report, and all written and oral testimony presented. THE CITY COUNCIL RESOLVES: Section 1: That the findings and determinations reflected above are true and correct, and are incorporated by this reference herein as the cause and foundation for the action taken by and through this Resolution. Section 2: The proposed 7'-4" main wall sign for major and sub-major tenants (specifically Burlington) exceeds the maximum allowable sign height for all signs in this shopping center. Section 3: Relocation of shrubs and groundcovers away from the monument signs would improve visibility of these signs. Amending the sign program to include way-finding / directional signage in the parking lot in lieu of larger main wall signs would be a more successful means of improving visibility for this tenant and in improving the effectiveness of the sign program while deviating as little as possible from the basic parameters of the sign program and the sign ordinance in general. Based upon the foregoing, the City Council hereby denies Case SP17-010, an amendment to a previously approved sign program for The Springs shopping center seeking 7'-4" main signs for major and sub-major tenants and directs the applicant to revise and resubmit an alternative amendment incorporating way-finding and directional signage within the shopping center parking lot as a means of achieving better tenant visibility and effective way-finding with the least departure from the standards of the sign ordinance and the established sign program. MATTHEW SIGNS INC, PROPOSING AN AMENDMENT TO AN EXISTING SIGN PROGRAM TO INCREASE HEIGHT FOR MAIN SIGNS FOR SUB- MAJOR TENANTS AT THE SPRINGS SHOPPING CENTER LOCATED AT 5200 EAST RAMON ROAD (CASE 5.0984 PD 291-A, SP 17-010 AMND). (KL) Associate Planner Lyon provided an overview on the proposed amendment to an existing sign program. Member Jakway verified the height of the proposed signage. Vice Chair Cassady verified what height would be allowed under the City's sign ordinance - (allows up to 12' but it's much larger than all other signage in the center). Chair Song verified staff recommendations. ANDIE REYES-PURPERO, Blair Signs, clarified that Burlington is a major tenant and not a sub-major tenant. She said they are in agreement with the City in the aesthetic of the current sign program and thinks what they are proposing fits better. She explained Burlington has the worst view from the Gene Autry street frontage. SCOTT BILBRAY, applicant, explained the sign is designed for the size of the elevation; it's aesthetically equal to Bed, Bath & Beyond and Ross Dress for Less stores. It would be great for the whole center not just Burlington store. Member Rotman verified positioning of the new sign vs. the existing sign. He asked what the mean height of the existing letters was. Chair Song verified changes to the existing signage. Member Jakway verified illumination of letters. Comments: Member Doczi thinks the proportion works better with the new sign. Member McCoy verified construction, illumination and brightness of sign.
