SUBJECT: AUTHORIZE THE PURCHASE OF THREE NEW POLICE PATROL
VEHICLES FOR THE DOWNTOWN AREA, ONE NEW FIRE COMMAND
VEHICLE, AND ONE NEW RAPID RESPONSE PARAMEDIC UNIT IN AN
AMOUNT NOT TO EXCEED $348,000

SUMMARY
This action will authorize the purchase of new vehicles and equipment for the Police
and Fire Departments and authorize the purchase and installation of vehicle outfitting
and equipment in an amount not to exceed $348,000.
RECOMMENDATION:
1. Authorize the purchase of three new Ford Utility Interceptors, or equivalent patrol
vehicle model, including required outfitting, for the Police Department Downtown
Patrol, in an amount not to exceed $201,000;
2. Authorize the purchase of one new Ford F-450 Medic Unit, or equivalent vehicle
model, including required outfitting, for the Fire Department — Rapid Response
Paramedic Unit, in an amount not to exceed $80,000;
3. Authorize the purchase of one new Ford Expedition XLT vehicle, or equivalent
sport utility vehicle model, including required outfitting, for the Fire Department —
Deputy Chief (Operations), in an amount not to exceed $67,000;
4. Authorize Staff to conduct the appropriate bid processes, or utilize cooperative
purchase contracts if available, in accordance with Procurement procedures and
authorize the City Manager to execute all necessary documents, including
Purchase Orders for the new replacement vehicles and equipment, in a total
cumulative amount not to exceed $348,000.

Authorization to Purchase Public Safety Vehicles
BACKGROUND:
In 2017, during discussions of the City's Fiscal Year 2017-18 budget, Staff and City
Council identified the need for additional public safety resources to accommodate the
City's continuing growth in population and tourism. However, in light of continuing
increases in PERS retirement costs, the City lacked sufficient revenue to support
additional public safety resources in the absence of a corresponding increase in
General Fund revenue.
With the recent passage of Measure D in November 2017, the City anticipates
additional annual revenue of $7 million, which will provide added resources to increase
firefighters, paramedics and police officers, improving neighborhood and downtown
safety and maintaining rapid 911 emergency response times. On January 3, 2018, the
City Council approved an amendment to the current fiscal year Allocated Positions and
Compensation Plan, adding four Police Officers (sworn), two Community Service
Officers (non-sworn), six Fire Fighter/Paramedics, and one Accountant.
The additional public safety positions will require the City to acquire three new Police
patrol vehicles, a rapid response paramedic unit and a Fire command vehicle.
ENVIRONMENTAL IMPACT:
The requested City Council action is not a "Project" as defined by the California
Environmental Quality Act (CEQA). Pursuant to Section 15378(a), a "Project" means the
whole of an action, which has a potential for resulting in either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the
environment. According to Section 15378(b), a Project does not include: (5)
Organizational or administrative activities of governments that will not result in direct or
indirect physical changes in the environment.
FISCAL IMPACT:
The total estimated cost of the vehicle purchases and equipment outfitting is $348,000
as follows:
• Three police patrol vehicles/equipment @ $67,000 each
• One paramedic rapid response unit/equipment @ $80,000 (medical
equipment and supplies will be procured separately— $55,000)
• One fire command SUV vehicle/equipment @ $67,000
Total anticipated funds of $348,000 for these vehicles/equipment are budgeted and
available in the Motor Vehicle / Fleet Fund, Account No. 510-5475-50020.
