SUBJECT: ACCEPTANCE OF $6,661.90 IN GRANT FUNDING FROM THE UNITED
STATES DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE
ASSISTANCE FOR THE PURCHASE OF BULLETPROOF VESTS

SUMMARY
Staff is requesting the City Council authorize the City Manager to accept $6,661.90 in
grant funding from the United States Department of Justice (DOJ), Bureau of Justice
Assistance (BJA) for the purchase of bulletproof vests for select police department
personnel.
RECOMMENDATION:
1. Accept a grant award of $6,661.90 from the U.S. Department of Justice, Bureau
of Justice Assistance for the purchase of bulletproof vests for select Police
Department personnel.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Bulletproof Vest Partnership (BVP) created by the Bulletproof Vest Partnership
Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide
a critical resource to state and local law enforcement. Since 1999, the BVP program has
awarded more than 13,000 jurisdictions a total of $430 million in federal funds for the
purchase of over one million vests (1,294,837 as of July 2017).
The FY 2017 BVP grant award for the City of Palm Springs Police Department is
$6,661.90. The grant will reimburse the City fifty percent (50%) of the cost of each
bulletproof vest (up to $600) purchased under the program and are available to select
Police Department employees.

Acceptance of Bulletproof Vest Partnership Grant
The cost of a bulletproof vest is approximately $1200, and vests are normally usable for
five years before needing replacement. The 2017 BVP grant award will cover fifty
percent (50%) of the cost of approximately 22 vests, with matching funds from the City
of Palm Springs.
A partial BVP Fiscal Year 2017 Awards list identifying the City's grant award is included
as Attachment 1.
FISCAL IMPACT:
The FY 2017 BVP Award is $6,661.90 and requires matching funds of $3,331 (fifty
percent), which is available in Police Special Uniforms Account No. 001-3010-43905.
