Ready, City Manager BY: Engineering Services Department SUMMARY The construction documents (specifications and estimates) have been completed, and in accordance with Section 7.03.040 of the Procurement and Contracting Code the City Council is required to approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of this action will allow staff to proceed with bidding of this capital project, with an estimated construction cost of$4,715,000. RECOMMENDATION: Approve the plans, specifications and estimate and authorize staff to advertise and solicit bids for the 2018 Pavement Rehabilitation, City Project No. 18-01. BACKGROUND On March 4, 2015, the City Council reviewed and approved the Final Report for the City of Palm Springs Pavement Management Program 2015 Update (2015 Update). The 2015 Update assessed the condition of all city streets and identified and characterized different types of failures of each street segment in order to determine an overall Pavement Condition Index (PCI). The PCI is rated from 100 (perfect condition/new) to 0 (worst condition). In an effort to simplify the PCI rating system, the City adopted a letter grade for streets that categorizes the numerical rating into easily recognizable groups, similar to the rating system utilized by the City of Los Angeles. These letter grades and corresponding PCI groupings are shown in Table 1. ITEM NO.� City Council Staff Report May 2, 2018-- Page 2 Authorization to Bid CP 18-01 All streets require regular maintenance to improve the condition and extend the life of the pavement, with the type of maintenance dictated by the PCI index. Typically, streets rated above 70 (A or B grade) are considered to be in satisfactory and good condition, needing some patching, crack-fill and slurry seal. Streets rated 56 to 70 (Letter Grade C) are in fair condition, requiring an asphalt overlay. Streets rated less than 56 (Letter Grade D and F) are at the point where additional maintenance beyond a simple overlay is warranted, and streets rated lower than 40 (Letter Grade F) require complete removal and reconstruction. Rating Condition PCI Range Description A Good 86-100 No Significant Distress B Satisfactory 71-85 Little distress with the exception of utility patches in good condition or slight hairline cracks; may be slightly weathered. C Fair 56-70 Slight to moderately weathered, slight distress, possibly patching. D Poor 41-55 Severely weathered or slight to moderate levels of distress generally limited to patches and non- load-related cracking. F Very Poor 0-40 Severely distressed or large quantities of distortion or alligator cracking. Failure of the pavement, distress has surpassed tolerable rehabilitation limits. Table 1 The 2015 Pavement Management Survey for the City's street network indicates an overall average PCI of 69 (Letter Grade C), at the upper range of "Fair" condition. STAFF ANALYSIS: For the past three annual street rehabilitation projects, City Project Nos. 15-01, 16-01, and 17-01, the Engineering Services Department has been able to repair the worst streets in the City up to PCI 51 (Letter Grade D). City staff compiled a list of streets for the 2018 Pavement Rehabilitation project based on an anticipated $3 Million budget from the Measure J Capital Fund in the Fiscal Year 2018/19 budget, and includes streets with PCI ranging from 52 to 53 (Letter Grade D), and, at the request of Desert Water Agency (DWA), continues the City's practice to defer certain streets from a list provided by DWA that may have been in this range. DWA requests that the City defer pavement rehabilitation on certain streets where they identify water lines susceptible to breaking due to their age, as a result of the reconstruction of the pavement. The requested deferral may be for many years, until DWA's older water lines are repaired or replaced to avoid water leaks that would likely occur during construction of the City's project. 03 City Council Staff Report May 2, 2018 -- Page 4 Authorization to Bid CP 18-01 The City has previously agreed to defer streets where DWA water lines had either: (1) a history of leaking, or (2) were of an age requiring replacement. The City's agreement to defer streets results from its experience with prior pavement rehabilitation projects, particularly in the Old Las Palmas neighborhood, where older water lines under the street continuously broke due to leaks, causing DWA to excavate and repair their waterlines, thereby compromising the newly reconstructed pavement. An example of this condition is evident on Chino Drive, shown here: I The original recommended list of streets was provided to DWA, Southern California Gas, Southern California Edison (SCE), Spectrum, Frontier, and Veolia (the City's contractor that operates of the wastewater treatment plant and maintains the sewer collection system). DWA identified eight street segments from the list of streets for this Project with a history of leaks and/or unlined steel pipe installed prior to 1960 (i.e. higher potential for leaks to occur); however, DWA does not have a definitive schedule to repair/replace such water lines. Three arterial street segments with PCI values greater than 53 are included in the recommended list based on staff review and determination that the existing pavement condition is heavily deteriorated. These collector/arterial street segments are better rehabilitated as part of the Project before further deterioration leads to undesirable conditions for motorists. 04 City Council Staff Report May 2, 2018-- Page 5 Authorization to Bid CP 18-01 The original list of recommended streets for the 2018 Pavement Rehabilitation Project is included in Attachment 1 with a corresponding map included as Attachment 2. Staff has coordinated the review of recommended street lists with One-PS Code & Public Works Committee and its members of the neighborhood organization have no objections. Recently, the City Council Budget Ad-Hoc Committee has recommended that the City Council appropriate $5 million annually for street pavement maintenance. Based on this recommendation, staff has developed a list of additional streets that may be included in the Project, which includes streets with a PCI of 54. Staff is also recommending that the City Council consider pavement reconstruction on the "DWA Deferred Streets," as DWA has not confirmed when the water lines in those streets will be scheduled for replacement, which might not occur for 5 or 10 years. Staff has revisited the issue of deferring work on these street segments and is now recommending that the deferred street maintenance be performed under this Project. The streets on the deferred list continue to deteriorate, which requires additional maintenance and associated costs. Staff continues to work with DWA with respect to their maintenance schedule for the water lines in these streets, and to date there are no waterline maintenance projects planned on these segments in the near future. On the basis that the City Council appropriates a total budget of $5 million, staff recommends that the DWA Deferred Streets with PCI ranges from 46 to 51 be incorporated into the Project. The list of deferred streets and streets with a PCI of 54 to be included in the Project are (shown in Attachment 3. At Council's direction, staff will include these additional streets into the Project during the bidding process. It should be recognized that performing the pavement reconstruction on these streets poses a risk that the water lines in these streets may break in the future, requiring DWA to excavate and repair their water lines, resulting in patches similar to those found on Chino Drive and elsewhere. In addition to the recommended streets for pavement rehabilitation, the Project includes additional items with similar scope of work. Inclusion of these items will lead to an overall savings due to economies of scale, as the contractor will be mobilized for this type of work. Inclusion of these items will be less costly than smaller, stand-alone projects. These added items are: • Museum Drive Improvements — work includes installation of sidewalks, curb ramps, signing and striping to enhance pedestrian circulation out of the City's "North' Parking Structure across from the Palm Springs Art Museum located on Museum Drive. A new 3-way stop and crosswalks will also be constructed at the intersection of Museum Way and Museum Drive, as shown in Figure 2. 05 City Council Staff Report May 2, 2018 -- Page 6 Authorization to Bid CP 18-01 Figure 2 3 JL M AW l+�T f C.1F 4 i +fl�' ti { 9 Staff has coordinated with the Palm Springs Art Museum, who has approved the plan showing two new curb pop-outs adjacent to the front of the Museum at the intersection of Museum Way and Museum Drive. • Pavement rehabilitation of the City-owned parking lot located behind Las Casuela Restaurant at the southwest corner of Indian Canyon Drive and Arenas Road, as shown in the aerial view in Figure 3. • I •1 Eli ai 1 `Figure 3 06 City Council Staff Report May 2, 2018-- Page 7 Authorization to Bid CP 18-01 • Drainage improvements along Pasatiempo Road, south of Paseo El Mirador and along North Farrell Drive at Hildy Lane to address localized drainage issues caused by failing gutter sections that have caused the adjacent pavement to degrade. Staff recommends that City Council authorize staff to proceed with the 2018 Pavement Rehabilitation Project and to formally solicit construction bids. Upon approval by the City Council, staff will advertise the project in the Desert Sun, submit the Notice Inviting Bids to plan rooms, and provide the bid documents free of charge to prospective bidders. A copy of the contract specifications for the project is on file with the Engineering Services Department. The following is the tentative schedule for project bidding and award: Notice Inviting Bids posted and issued: May 5, 2018 Deadline for receipt of bids: 3:00 PM, June 6, 2018 Contract awarded by City Council: June 20, 2018 ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing; Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301 (c), staff has determined that the 2018 Pavement Rehabilitation, City Project No. 18-01, is considered categorically exempt from CEQA and Notices of Exemption were filed with the Riverside County Clerk (Attachment 4). FISCAL IMPACT: The proposed Fiscal Year (FY) 2018/19 Measure J Capital budget (Fund 260) includes $3,000,000 for pavement rehabilitation. The FY 2017/18 Local Measure A budget (Fund 134) also included $500,000 for pavement rehabilitation. At the April 24, 2018, City Council Budget Ad-Hoc Subcommittee meeting, the Subcommittee recommended the Council appropriate $5 million annually for pavement maintenance. On the basis of the additional budget for FY 2018/19, the estimated 07 City Council Staff Report May 2, 2018-- Page 8 Authorization to Bid CP 18-01 budget and expenditures are identified in Table 2. The final amount will be amended once bids are opened and the lowest responsible bidder is determined. The Project is being bid with the three additional items as bid alternates, so these items can also be deleted from the Project to reduce costs if needed.
