HomeMy WebLinkAbout24366 RESOLUTION NO. 24366 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING A REQUEST OF A STREET NAME CHANGE FROM AVALON WAY TO MIRALON WAY WITHIN THE MIRALON DEVELOPMENT LOCATED AT 801 SUNRISE PARKWAY. THE CITY COUNCIL FINDS AND DETERMINES AS FOLLOWS: A. On November 1, 2017, developers of Miralon project submitted a Street Name Change application to the Department of Planning Services, requesting that the name of Avalon Way be changed to Miralon Way. B. On December 13, 2017, the Planning Commission received a report from the Department of Planning Services regarding the proposed street name change pursuant to the requirements of the City Palm Springs Municipal Code (PSMC) Chapter 14.08. C. On December 13, 2017, the Planning Commission conducted a noticed public hearing, and considered the proposal to change the name of Avalon Way to Miralon Way within the Miralon development. D. The Planning Commission carefully reviewed and considered all of the evidence presented at its meeting of December 13, 2017, including but not limited to the staff report and all written and oral testimony presented. E. On December 13, 2017, at the public hearing for said street name change, the Planning Commission voted 5-0 to recommend approval to the City Council. F. On February 7, 2018, a public hearing on the proposed street name change was held by the City Council in accordance with applicable law. The City Council carefully reviewed and considered all of the evidence presented in connection with the hearing on the project, including, but not limited to, the staff report, and all written and oral testimony presented. G. Pursuant to the California Environmental Quality Act (CEQA) Guidelines, a Mitigated Negative Declaration (MND) was previously adopted by City Council on May 5, 2004 and a Notice of Determination (NOD) was filed. An Addendum to the MND was prepared in 2016 and determined that the Amended Project will not result in any new significant environmental impacts or substantially increase the severity of previously identified significant impacts as compared to the previously approved project. Furthermore, the Addendum concludes that none of the conditions described in Section 15162 of the CEQA Guidelines calling for preparation of a subsequent MND have occurred and therefore the Addendum to the MND is appropriate to satisfy CEQA requirements for the Amended Project. The proposed street name change request Resolution No. 24366 Page 2 would not result in any new environmental impacts beyond those already assessed in the previously adopted MND. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, RESOLVES: Based upon the foregoing, the City Council hereby approves changing of Avalon Way to Miralon Way within the Miralon development Case No. 5.0982 /TM 31848 SNC.
