A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, APPROVING AN
AMENDMENT TO AN EXISTING SIGN PROGRAM TO
ALLOW GREATER HEIGHT FOR WALL SIGNS FOR
MAJOR AND SUB-MAJOR TENANTS AT THE SPRINGS
SHOPPING CENTER LOCATED AT 5200 EAST RAMON
ROAD, CASE SP17-010 / 5.0984, PD 291-A, ZONE M-1-P.
THE CITY COUNCIL FINDS AND DETERMINES AS FOLLOWS:
A. On November 11, 2007, the City Council approved a sign program for The
Springs shopping center (Case SP 07-083) as an amendment to Case 5.0984
PDD 291-A; a planned development district for development of the subject 36-
acre commercial shopping center.
B. Pursuant to Sign Program SP 07-083, the maximum allowable height for main
signs for major and sub-major tenants at The Springs shopping center is four (4)
feet.
C. On September 1, 2016, staff approved a permit for a main sign for Burlington
Coat Factory located in Buildings "K" and "L", at the maximum allowable height of
four (4) feet facing the parking lot (west) and a secondary sign at four (4) feet
facing San Luis Rey Drive (east).
D. On September 12, 2017, Matthew Signs, Inc., on behalf of the tenant Burlington
Coat Factory Inc., (the applicant) submitted an application pursuant to Zoning
Code Section 93.20.08 requesting approval to amend the sign program for The
Springs shopping center.
E. The applicant requested deviations from the approved sign program seeking a
height of 7'-4" for the main wall sign for major / sub-major tenants, specifically
Burlington Coat Factory, located in Buildings "K" and "L" of the shopping center.
F. Staff evaluated the proposed amendment noting that the maximum height for any
signs in this shopping center is six (6) feet. Staff noted that in addition to the two
wall signs on their tenant space, Burlington has signage on two of the five
monument signs at the perimeter of the shopping center. Upon inspection at the
site, it was found that shrubs and groundcovers around the monument signs
partially obscure the lower name placards on these monument signs. Staff
observed that the shopping center has no way-finding or directional signage
within the parking lot. The vastness of the parking lot and code-required
landscaping makes visibility of many of the wall signs and finding one's way
through the parking lot to a particular store is difficult.

G. On February 5, 2018, the Architectural Advisory Committee reviewed the
proposed sign program amendment and voted unanimously to recommend
approval by the City Council.
H. The proposed project is considered a "project' pursuant to the terms of the
California Environmental Quality Act ("CEQA"), and has been determined to be
Categorically Exempt as a Class 11 exemption (Accessory Structures) pursuant
to Section 15311(a) of the CEQA Guidelines.
I. On March 7, 2018, at a public meeting noticed in accordance with applicable law,
the City Council carefully reviewed and considered all of the evidence presented
in connection with the project, including, but not limited to, the staff report, and all
written and oral testimony presented.
J. The City Council finds the following relative to the proposed amendment to the
sign program:
1. The unique characteristics of the tenant location and amount of occupied
square footage square footage justify a larger sign than would otherwise be
allowed under the approved sign program;
2. The proposed T-4" main wall sign for the tenant is proportional to the wall
surface on which it is proposed to be located; and
3. The majority of the letters in the project signage are 35 inches in height,
which is generally consistent with other signage allowed under the approved
sign program.
THE CITY COUNCIL HEREBY RESOLVES:
SECTION 1: That the findings and determinations reflected above are true and
correct, and are incorporated by this reference herein as the cause and foundation for
the action taken by and through this Resolution.
SECTION 2: The City Council hereby approves Case SP17-010, an amendment
to a previously approved sign program for The Springs shopping center seeking a T-4"
main sign for the Burlington tenant.
SECTION 3: This approval is limited to the wall sign proposed under Case
SP17-010, and shall not be applicable to other tenants within the shopping center.
Future tenants of the space currently occupied by Burlington shall be required to adhere
to requirements for major/sub-major tenants as presently specified in the approved sign
program.
