Mejia s My husband, neighbors and myself have been working diligently on installation of concrete sidewalks along the North side of East Sunny Dunes Road from East Palm Canyon Road to Calle Amigos here in the city of Palm Springs. At its September 2015 meeting of the Measure J Commission, they recommended to City Council a list of Community Projects under the theme of "Pedestrian, Bicycle and Traffic Hot Spots" to be funded through the Measure J Capital Project Fund. A "City Council Staff Report" from the Public Works & Engineering Department dated May 2016 recommending a purchase order to Albert A. Webb & Associates for Engineering Designs in regard to Measure J Community Hot Spots City Project No. 15-31 . Since that time I have made numerous visits to the Palm Springs Engineering Office, working with Savat Khamphou, Senior Civil Engineer and Viren Shah, consultant project manager. In March 2017 the engineering department provided me a copy of "Sunny Dunes Road Street Improvement Plan" dated June 2017 prepared under the supervision of City of Palm Springs Public Works & Engineering Department showing the proposed plans for these sidewalk improvements. Months passed without any progress or commitment to this project, so on January 3, 2018 1 hand delivered to city hall a letter to Honorable Mayor Robert Moon with copy to Palm Springs Engineering department, as well as a copy to each of the now sitting council members and the measure J committee. That letter was to appeal to moving forward with this construction project as it is a major safety issue with the heavily expanded city traffic on Sunny Dunes Road. I was informed by Mr. Shah in February 2018 that the sidewalk project was approved by the city council and that construction is to begin in late May 2018. At the City Council Regular Meeting of April 4, 2018, agenda item indicates a recommendation to AWARD A CONSTRUCTION CONTRACT TO TRI-STAR CONSTRUCTION 11 , INC. IN THE AMOUNT OF $1 ,8380900 FOR THE MEASURE J COMMUNITY PROJECTS - SIDEWALK GAP CLOSURE IMPROVEMENTS, CP 15-51 . 1 visited the Engineering department last week on May 30, 2018 at which time I was informed that this project had been "pulled" from implementation, being suspended or perhaps cancelled at this time with no specific reason. A major disappointment to all of us working these past three years, the expense for the design and engineering services and the patient help from the engineering department all seem for naught. City residents contribute a large portion of the 1 % additional sales tax to fund measure J and I ask for your very serious consideration in approving the project, obtaining un-revocable funding and make a commitment to complete this long sought after safety project. As I mentioned this should be a paramount safety issue that could save a life or prevent catastrophic injury to not only visitors to our great city but just as important to the residents who live in our community. I humbly ask you today to make a true lasting commitment to this project. City Cbuncil Regular Meeting 5.C. IN THE AMOUNT OF $1,8389900.50 FOR THE MEASURE J COMMUNITY PROJECTS—SIDEWALK GAP CLOSURE IMPROVEMENTS, CP 15-31: RECOMMENDATION: 1. Award a construction contract to Tri-Star Contracting II, Inc., a California corporation, in the amount of $1,838,900.50 for the Measure J Community Projects — Sidewalk Gap Closure Improvements, CP 15-31. A 2. Authorize the City Manager to approve and execute construction contract change orders up to a cumulative amount of$91,945 (5% of construction contract). 3. Authorize the City Manager to execute all necessary documents. WEBB & ASSOCIATES FOR ENGINEERING DESIGN SERVICES FOR THE MEASURE J COMMUNITY HOT SPOTS PROJECTS, CITY PROJECT NO. 15-31 FROM: David H. Ready, City Manager BY: Public Works & Engineering Department SUMMARY: Approval of this item will authorize a purchase order in the amount of $187,900 with Albert A. Webb & Associates for civil and traffic engineering design services associated with the Measure J Community Hot Spots Project, City Project No. 15-31, RECOMMENDATION: 1. Authorize a Purchase Order in the amount of $187,900 with the City's "on-call" engineering firm, Albert A. Webb & Associates, pursuant to Agreement No. 6443, for civil and traffic engineering design services associated with the Measure J Community Hot Spots Project, City Project No, 15-31; 2. Authorize the City Manager to execute all necessary documents. BACKGROUND: On November 6, 2013, the City Council approved Agreement No. 6443 with Albert A. Webb & Associates ("Webb") for on-call traffic engineering design services on an as needed basis. At its September 17, 2015 meeting, the Measure J Commission recommended to City Council a list of Community Projects under the theme of "Pedestrian, Bicycle and Traffic Hot Spots" to be funded through the Measure J Capital Project Fund by the City Council over a three fiscal year period. The Measure J Commission's recommendation is the culmination of a lengthy evaluation process, resulting from their solicitation of community projects to all of the City's organized neighborhoods.
