Ready, City Manager Initiated by: Engineering Services Department SUMMARY: Egan Civil Inc., representing JR Havendale, LLC, a Florida limited liability company, and J&A Havendale, LLC, a Florida limited liability company, (collectively the "Developer"), have requested approval of a parcel map for Tentative Parcel Map 37376 to subdivide 2.7 acres into four commercial parcels. Approval of a parcel map for Tentative Parcel Map 37376 is a ministerial action, as required by the Municipal Code and the Subdivision Map Act. All prior discretionary actions have occurred allowing for the City's ministerial approval of the parcel map. BUSINESS PRINCIPAL DISCLOSURE: JR Havendale, LLC, A search of records available through the Secretary of State of California shows that as of May 13, 2018, JR Havendale, LLC, is a Florida Limited Liability Company with a single member — Joseph Ramani, and Joseph Ramani owns 100% of JR Havendale, LLC. J&A Havendale, LLC, A search of records available through the Secretary of State of California shows that as of May 13, 2018, J&A Havendale, LLC, is a Florida Limited Liability Company with a single member — Jacob Ramanizad, and Jacob Ramanizad owns 100% of J&A Havendale, LLC. BACKGROUND: At its meeting on January 10, 2018, the Planning Commission recommended approval of Tentative Parcel Map 37376 (TPM 37376) for the proposed subdivision of a 2.67 acres into four parcels for finance purposes of an existing commercial development, which was subsequently approved by the City Council, subject to conditions, on January 24, 2018. The expiration date of TPM 37376 is January 10, 2020; however, Egan Civil, Inc., representing the Developer, timely filed a parcel map for TPM 37376 on February 27, 2018. Pursuant to state law (California Government Code Section 66452.6 [the "Subdivision Map Act']), once the filing of a parcel map has been made to the City Engineer, all subsequent actions associated with the parcel map may occur after the expiration of the associated Tentative Parcel Map. Pursuant to the prior discretionary entitlements approved by the Council on January 10, 2018, the Developer requests that the property located at the northeast corner of South Palm Canyon Drive and Ramon Road, in Section 15, Township 4 South, Range 4 East, be subdivided into four commercial parcels for financial purposes. A site map is provided below and a Vicinity Map is included as Attachment 1. ENVIRONMENTAL IMPACT: Pursuant to the California Environmental Quality Act, the project was reviewed by staff and determined to be exempt under Section 15315, Minor Land Division.
