SUBJECT: DESIGNEE TO THE COUNTY OF RIVERSIDE COMMUNITY ACTION
COMMISSION

SUMMARY
The County of Riverside Community Action Commission recently changed its regular
meeting tim e and location wh ich resulted i n t he City's Representative be i ng unable to
regu larly attend these meetings . Additionally , the Commission is now strictly enforcing its
Bylaws related to allowing a "designee " to serve in the absence of the Representative
rather than an "alternate ." The City Council is being requested to appoint the Economic
Development Director to serve as the "designee" to the City's Representative to the
County of Riverside Community Action Partnership , Community Action Commission.
RECOMMENDATION:
Appoint the Economic Development Director to serve as the "designee" to the City's
Representative to the County of Riverside Community Action Commission .
BACKGROUND :
The County of Riverside Community Action Partnersh ip works to strengthen , promote ,
represent and serve its community to assure that the need of self-sufficiency is identified
and addressed . Community Action Partnership was created as part of the Economic
Opportunity Act of 1964, commonly referred to as the "War on Poverty ," for the purpose
of tailoring services to meet the needs of individuals and families by helping achieve
economic stability .
The City of Palm Springs is a member agency of t he County of Riverside Community
Action Partnership and has one seat on the Commun ity Action Commission . On
December 13 , 2017 , the City Council appointed Councilmember Holstege to serve as the
City 's Representative to the Commission . The Commission is a tripartite board consisting
of 1/3 public , 1/3 private , and 1/3 low income representatives from the community , totaling
a 15-member Commission. The Commission 's regular meetings were held at 7 :00 p .m .
on the th i rd Thursday of the month at the Banning Senior Center.

However, on February 15 , 2018 , the Commission voted to changes its regu lar meeting
time and location to 5:30p.m . on the th ird Thursday of the month at the Community Action
Partnership Headquarters in Riverside (2038 Iowa Avenue , Suite B-1 0 1 ). As a resu lt ,
Councilmember Holstege is no longer available to regularly attend these meetings.
In addition , the Commission previously allowed for "alternates " to serve when the Public
Sector Representative was unavailable . The City had previously identified Community
Development Administrator, Dale Cook , to serve in this capacity. However, the
Commission is now strictly interpreting its Bylaws to indicate that only a "des ig nee " may
serve in the absence of the Representative . Due to term limits for Mr. Cook, it is
recommended that the City Council designate the Economic Deve lopment Director, Jay
Vi rata, to serve as the "designee " of the City 's Representative .
FISCAL IMPACT:
There is no fisca l impact associated with this action .
