Subject: REVIEW OF PRELIMINARY LANDSCAPE PLAN FOR THE 14TH AND
15TH FAIRWAYS OF THE TAHQUITZ CREEK "LEGENDS" GOLF
COURSE

SUMMARY
A preliminary landscape plan has been prepared for the east side of the City golf course
along the 14th and 151h fairways, in the area where tamarisk trees were removed. This
item will allow the Council to review the landscape plan and provide direction to staff as
appropriate.
RECOMMENDATION:
Provide direction to staff as appropriate.
BACKGROUND:
On January 24, 2018, the City Council authorized the removal of the existing tamarisk
trees located along the east edge of Fairways #14 and #15 of the Tahquitz Creek
"Legends" Golf Course, inclusive of such other remedial work associated with the
removals, at a cost not to exceed $175,000.

Removal of the tamarisk trees commenced in May and was completed by June. The
area has been re -turfed following the tree removals; photos showing the current
condition of the area are provided in the following pages.

At the time Council considered removal of the existing tamarisk trees, Council directed
staff to plan for planting of trees to recreate a landscape buffer similar to that which
exists across Fairways #14 and #15 at the Mountain Shadows condominium
development, as shown in the photos on the following pages.

STAFF ANALYSIS:
Staff requested a preliminary landscape plan from the City's on -call landscape architect,
David Volz. On the basis of Council's prior direction, the preliminary landscape plan
proposes installation of 36 large specimen (48" box) pine trees and 8 tall (18 — 20 feet
trunk height) palm trees along the perimeter of the tree removal area.
The landscape architect notes that there are 23 trees planted along the west edge of
the fairways adjacent to the Mountain Shadows condominium development.
The preliminary landscape plan is provided on the following page, and as Attachment 1.

ENVIRONMENTAL IMPACT:
Section 21084 of the California Public Resources Code requires Guidelines for
Implementation of the California Environmental Quality Act ("CEQA"). The Guidelines are
required to include a list of classes of projects which have been determined not to have a
significant effect on the environment and which are exempt from the provisions of CEQA.
In response to that mandate, the Secretary for Resources identified classes of projects
that do not have a significant effect on the environment, and are declared to be
categorically exempt from the requirement for the preparation of environmental
documents. In accordance with Section 15304 "Minor Alterations to Land," Class 4
projects consist of minor public alterations in the condition of land and/or vegetation;
therefore, proceeding with installation of the proposed landscaping is considered
categorically exempt from CEQA.
FISCAL IMPACT:
During the Council's consideration on January 3, 2018, to approve a lease -purchase
agreement of new golf course equipment, the Council directed staff to set aside
insurance proceeds related to the loss of various trees in and around the golf courses
from a wind storm event on March 30, 2017, in the amount of $329,3361 to cover the
cost of tamarisk tree removal or maintenance. These funds are currently received and
available in the Golf Course Enterprise Fund operating account.
On January 24, 2018, Council authorized the City Manager to incur related costs
associated with the tamarisk tree removal in an amount not to exceed $175,000.
The remaining balance of $154,336 may be used to install new trees and landscape
along this area, consistent with the landscaping provided adjacent to the westerly edge
of Fairways #14 and 415 represented in the photos provided in the prior pages of this
staff report, as directed by Council.
1 In consultation with CPGM, CPGM has reviewed the trees that were damaged or lost due to the wind
storm, and has determined that they are not critical to play, and their replacement is not required.
CPGM's Risk Manager has confirmed that the insurance proceeds from the wind storm do not need to be
used to replace trees, and can be used by the City for other golf course related needs.

An additional estimate of $25,000 is required for modification of the irrigation system for
the new landscaping.
Staff recommends the Council consider a budget of $100,000 for the new landscaping,
which is funded through the remaining balance made available by the insurance
proceeds.
