Minutes of the Special Meeting of the City Council
CALL TO ORDER
A Special Meeting of the Palm Springs City Council was called to order by Mayor Moon on
Thursday, October 18, 2018, at 6:00 p.m., in the Council Chamber, City Hall, located at
3200 E. Tahquitz Canyon Way, Palm Springs, California.
PLEDGE OF ALLEGIANCE
Mayor Moon led the Pledge of Allegiance.
ROLL CALL
Present: Councilmembers Christy Holstege, Geoff Kors, Lisa Middleton; Mayor Pro Tem
J.R. Roberts; and Mayor Robert Moon.
Absent: None.
City Staff
Present: David H. Ready, City Manager; Edward Z. Kotkin, City Attorney; and
Anthony J. Mejia, City Clerk, were present at Roll Call. Other staff members
presented reports or responded to questions as indicated in the minutes.
PUBLIC TESTIMONY
David Freedman,recommended that the City Council select his proposed map,noting that it addresses
federally-required communities of interest and keeps organized neighborhoods intact; recommended
that the City Council merge the Miller and Heinbaugh Maps with the Smoke Tree Map.
Tony Aguilar, voiced opposition to eliminating the at-large mayoral position; advised that citizens
are raising money to move forward with the filing of an injunction.
Norm King, submitted written comments; opined that a four-district electoral system is a legal
option; asserted that there is a marginal difference in minority voting power between a four-district
and five-district electoral system.
Don Barrett, pointed out that his proposed map is focused on the different housing compositions
throughout the City which also reflects economic and cultural communities of interest.
Bruce Hoban, voiced concern that certain maps create a wealthy district which would result in
expensive elections in the future.
Les Young,pointed out that certain maps propose to split organized neighborhoods which are also {
under a single Homeowners Association (HOA) such as Four Seasons; urged the City Council to
keep organized neighborhoods and HOAs intact.

Dieter Crawford recommended that the Desert Highland/Gateway neighborhood, Lawrence
Crossley neighborhood, Golden Sands Mobile Home Park, and Demuth Park neighborhood be in
the same district, citing shared communities of interest.
1. UNFINISHED BUSINESS
A. PROVIDE DIRECTION REGARDING DRAFT MAPS FOR VOTING DISTRICT
BOUNDARIES FOR A CITY COUNCIL DISTRICT-BASED ELECTORAL
SYSTEM PURSUANT TO ELECTIONS CODE SECTION 10010:
Kathy Weremuik, Ed Dube, and Grace Garner narrated a PowerPoint presentation entitled
"CVRA Working Group Map Recommendations."The Working Group recommended that
the City Council select NDC Agave Map,NDC Smoke Tree Map, Prell Map 1, and Dieter
Crawford Map 1 as the preferred district boundary maps for further consideration.
During the course of discussion, the City Council agreed to move forward the Working
Groups recommended District Boundary Maps as well as Dube Map 2, noting that it is
significantly different than the other maps and should be included for community input.
ADJOURNMENT
At 7:36 p.m., the City Council adjourned to a Regular Meeting of the City Council to be held on
October 17, 2018 at 6:00 p.m. in the Council Chamber, City Hall, located at 3200 East Tahquitz
Canyon Way, Palm Springs, California.
