Minutes of the Special Meeting of the City Council
CALL TO ORDER
A Special Meeting of the Palm Springs City Council was called to order by Mayor Moon on
Thursday, November 15, 2018, at 6:10 p.m., in the Council Chamber, City Hall, located at 3200
E. Tahquitz Canyon Way, Palm Springs, California.
PLEDGE OF ALLEGIANCE
Mayor Moon led the Pledge of Allegiance.
ROLL CALL
Present: Councilmembers Christy Holstege, Geoff Kors, Lisa Middleton; Mayor Pro Tem
J.R. Roberts; and Mayor Robert Moon.
Absent: None.
City Staff
Present: David H. Ready, City Manager; Edward Z. Kotkin, City Attorney; Marcus Fuller,
Assistant City Manager; and Anthony J. Mejia, City Clerk, were present at Roll
Call. Other staff members presented reports or responded to questions as indicated
in the minutes.
REPORT OF CLOSED SESSION
The Special Closed Session of the City Council of November 15, 2018, was called to order by
Mayor Moon at 4:00 p.m., with all members present.

PUBLIC HEARING:
A. PROVIDE DIRECTION REGARDING DRAFT MAPS FOR VOTING DISTRICT
BOUNDARIES FOR A CITY COUNCIL DISTRICT-BASED ELECTORAL SYSTEM
PURSUANT TO ELECTIONS CODE SECTION 10010
Councilmembers Kors and Middleton presented the City Council Subcommittee report.
Mayor Moon opened the Public Hearing.
Tobias Wolff, Co-Chair of the CVRA Working Group, stated that the Working Group
recommends eliminating “Dube Map 2” for consideration, opining that the map does the least
to progress the goals of the California Voting Rights Act.
Ed Dube, CVRA Working Group Member, urged the City Council to eliminate consideration
of “Dube Map 2.”
David Freedman, expressed support for the “Prell Map” and “Middleton Test 5”and suggested
that the “Prell Map” should be combined with District 1 of the “Dieter Crawford Map 1.”
Don Barrett, suggested that Districts should be based on commonality in housing
compositions, voicing support for the “Prell Map.”
Bruce Hoban, expressed concern that District 3 in the “Prell Map” and “NDC Smoke Tree” will
result in a wealthy district; suggested multiple districts should intersect the Downtown area.
David Hyams, conveyed support for “Dieter Crawford Map 1,” noting that the map was
developed by a life-long resident.
Dieter Crawford, voiced support for the “Dieter Crawford Map 1” noting that it creates the largest
minority/majority district.

Grace Garner, pointed out that certain areas, such as apartment complexes and mobile home
parks, are not represented in a One-PS Neighborhood Organization and that City Council should
ensure that these areas are being considered.
There being no others desiring to speak, Mayor Moon closed the Public Hearing.
Councilmember Middleton noted that residents of the Demuth Park and Desert Highland
neighborhoods expressed a preference for District 1 as drawn in “Dieter Crawford Map 1”;
reviewed the major areas of the city, noting that most residents orient their travel in a
north/south orientation.
Councilmember Kors pointed out that the division between Districts 4 and 5 as drawn on the
“NDC Smoke Tree” map follows the State Route 111, a major road and natural boundary;
spoke on the importance of keeping organized neighborhoods intact.
In response to City Council inquiry, Justin Levitt, National Demographics Corporation, noted
that the City will have an opportunity to redistrict after the 2020 U.S. Census, noting that the
Census Bureau will likely create new census block divisions.
Following discussion, the City Council referred “Dieter Crawford Map 1” and “Middleton Test
5” to the City Council Subcommittee to develop a final map, with direction to merge the best
aspects of each map.
ADJOURNMENT
At 7:20 p.m., the City Council adjourned to Regular Meeting Wednesday, November 28, 2018, at
6:00 p.m. Council Chamber, City Hall, preceded by Closed Session, Small Conference Room, City
Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
